11 - The rate of the Public Works surtax established by Decree 2296, of August 30, 1934, shall not exceed 3% in respect of products d98cribed in Part 11 of this Schedule, which are classified under Tariff Items Nos. 34-B, 143-B, 143-C, 207-A, 207-1, 211-D, 302-B, 302-C and 323.

III - Tho customs tariff tary system 98tablishid under Provision Third of the Arancel de Aduanas da la Republice de Cuba, jo its Rul98 First to Fourteenth, applicable to the Items included in this Schedule, shall repain in force as set forth in said Provision, except as expressly modified in Part I and Part II of this Schedule.

IV - Axcept as otherwi84 provided in Part II of this Schedule, the "potes" relating to the products therein described (except for the "not negotiated" itens) which now appear in the Arancel de Aduanas de la Republica de Cuba, shall be considered an intagral part of Part 11 of this Schedule.

V - Whenever the tera "not negotiated" appears in the "rat, of duty" column of Part I or of Part 11 of this Schedule, it is to be understood that the Itou or Sub-item in question has been inserted only because of the nec988ity of making certain changes in its structure or nomenclatura, as a result of tariff negotiations. Tberefore, in regard to such items or Sub-items, the Government of the Republic of Cuba reserv98 its right to change the text, as well as to waintain or modify the present rates of duty sat forth in the Cuban Customs Tariff for the products comprised in such "not negotiated" Itaas and Sub-items.
