Governor of the Commonwealth of Kentucky : The General Assembly of the Commonwealth of Kentucky, (two thirds of each House concurring therein.) request your Excellency to remove the Hon. William H. Burns from the office of circuit judge in the eleventh (11th) judicial district of the Commonwealth of Kentucky; and this General Assembly state, as cause for his removal, the following to-wit: 1. That the said Burns, for the last twelve months, has generally failed and neglected to discharge his official duties, although he has regularly claimed and received his salary up to the 4th day of February, 1862. 2. That said Burns has taken service and office in the so-called Confederate army and government, and is now, and for the last four months has been, aiding and assisting an armed body of men in rebellion, and waging war against the State of Kentucky and the government of the United States. 3. That the said Burns, by thus failing and neglecting his official duty, and aiding and assisting an armed rebellion against the Commonwealth of Kentucky, has violated his official oath, and has comınitted the crime of false swearing 4. That the said Burns, whilst holding the oflice of circuit judge, and receiving the salary of said office, has been guilty of the crime of treason against the Commonwealth of Kentucky. 5.
