No. 50. RESOLUTIONS directing the printing and distribution of the general laws. Resolved by the General Assembly of the Commonwealth of Kentucky: That immediately after the adjournment of the present session of the Legislature, the Public Printer do, as early as possible, print a sufficient number of copies of the general laws passed at the September, November, and February sittings of this General Assembly, to furnish one copy each to the members of the General Assembly, the clerks of the county and circuit courts, county attorneys, and county judges in the various counties in this Commonwealth, to the circuit judges, Commonwealth's attorneys, and chancellors, to be bound by the State binder in pamphlet form, with proper index, the laws to be selected and the index made by the Attorney General; and when printed and bound, to be mailed or sent by express to said officers as may seem best and cheapest by said printer; the postage or express charges to be paid by the Auditor upon the certificate of the printer as to the amount thereof. Resolved, These resolutions to be in force from their passage. Approved March 14, 1862. 1862. No. 51. RESOLUTION giving public books to police judges. Resolved by the General Assembly of the Commonwealth of Kentucky: That all such public books as by law are now authorized to be distributed to justices of the peace of this Commonwealth, shall be distributed to the police judges of the cities and towns thereof. Approved March 14, 1862. No. 52. RESOLUTION fixing time of adjournment and recess. Resolved by the General Assembly of the Commonwealth of Kentucky: That when the two Houses of the General Assembly adjourn on Monday, the 17th instant, at 12 o'clock, M., it be to meet again on November 24th, 1862: Provided, That no new business shall be introduced in either House after Friday, the 14th instant, at 12 o'clock, M. Approved March 14, 1862. RESOLUTIONS to have published a list of Kentucky prisoners. Resolved by the General Assembly of the Commonwealth of Kentucky: That the Secretary of War be requested to furnish the Governor, for publication, for the information of their friends, in at least three newspapers in Kentucky, a list of the names and the location of the prisoners now held by the United States whose residence has heretofore been in this State. Resolved, That the Governor be requested to forward a copy of the foregoing resolution to the Secretary of War, and to each of our Senators and Representatives in Congress. Approved March 15, 1862. No. 54. RESOLUTION for the benefit of the widow of the late Wm. C. Ander son. Resolved by the General Assembly of the Commonwealth of Kentucky: That the Auditor of Public Accounts be, and he is hereby, authorized to draw his warrant upon the treasury for the sum of twelve dollars, in favor of the Sergeant-at-Arms of the Senate, to be paid by him to the widow of the late William C. Anderson, on account of expenses incurred by him in visiting Louisville on the committee on banks. Approved March 15, 1862. No. 55. RESOLUTION for the benefit of the chairman of the Enrolling Com mittee of the House of Representatives. Resolved by the General Assembly of the Commonwealth o Kentucky: That the chairman of the Enrolling Committee in the House be allowed the sum of $95 for services performed and expenses incurred by him as such, and that the Auditor draw his warrant on the treasury for that amount in his favor. Approved March 15, 1862. No. 56. RESOLUTION for the benefit of the chairman of the Senate Enroll ing Committee. Resolved by the General Assembly of the Commonwealth of Kentucky: That the chairman of the Enrolling Committee in the Senate be allowed the sum of ninety-five dollars for services rendered and expenses incurred by him as such, and that the Auditor draw his warrant on the treasury for that amount in his favor. RESOLUTION for the benefit of the Agricultural and Mechanical Resolved by the General Assembly of the Commonwealth of That the Military Board be, and they are hereby, authorized and directed to audit and settle the claims of the Kentucky Agricultural and Mechanical Association at Lexington, for the injury and damages sustained by said association by the occupation of their grounds and improvements by the soldiers and troops of this Commonwealth, under and by virtue of orders of said Military Board. Approved March 15, 1862. No. 58. RESOLUTION relating to Northeastern Kentucky. That the commanding general of the appropriate department be requested by the Military Board to leave a force in Northeastern Kentucky adequate to keep down the revolutionists, and suppress the marauding bands which have infested that region. Approved March 15, 1862. RESOLUTIONS respecting tax on tobacco. WHEREAS, The Congressional Committee on Ways and Means have reported a bill to raise internal revenue for the support of government, and the payment of interest on the public debt, in which leaf tobacco is taxed three cents per pound, and all its manufactures five cents, which bill is to go into operation on the 1st of May; and whereas, it is computed that at least seventy millions of pounds of tobacco are held in this State, which would be subject to taxation to the amount of two million one hundred thousand dollars, falling with great severity upon portions of our State which are suffering from the present war, and discriminating most prejudicially against the agricultural interests of the State; therefore, be it Resolved by the General Assembly of the Commonwealth of Kentucky: That the tax as proposed by Congress is greatly disproportioned to the tax on other agricultural products, and ought to be reduced. Resolved, further, That a tax of five cents upon manufactured tobacco, and of three cents upon strips, leaving leaf untaxed, would, in our opinion, produce a sufficient revenue as the quota of one staple of our State towards the support of government and the payment of the interest on its public debt. Resolved, That the Governor be requested to transmit copies of these resolutions to our Senators and Representatives in Congress. Approved March 15, 1862. No. 60. RESOLUTION explanatory of a resolution for the benefit of the Agricultural and Mechanical Association at Lexington. Resolved by the General Assembly of the Commonwealth of Kentucky: That nothing contained in the resolution, entitled "Resolution for the benefit of the Agricultural and Mechanical Association at Lexington," shall be so construed as to authorize the Military Board to pay the claims therein authorized to be by them audited. Approved March 15, 1862. No. 61. RESOLUTIONS concerning tax on tobacco. Resolved, That owing to the great difference in the value of different qualities and grades of tobacco, the tax on it ought to be ad valorem and not specific. Resolved, That our Senators in Congress are instructed, and our Representatives requested, to act upon the matter in accordance with views presented in these resolutions. Resolved, The resolutions heretofore passed by this Legislature on this subject, approved March 15, is rescinded and repealed. Resolved, That the Governor be requested to send copies of these resolutions to each of our Senators and Representatives in Congress. Approved March 17, 1862. 1862. No. 62. RESOLUTION in regard to adjournment. Resolved by the General Assembly of the Commonwealth of Kentucky: That the hour of the adjournment of this General Assembly, on Monday next, over to the twenty-fourth of November next. in pursuance of the joint resolution of this General Assembly in that regard, passed at this session, be at a quarter past nine o'clock, A.
