To the Senate of the United States:

In answer to the Senate's resolution of the 3d instant, calling for information relative to a proposed tripartite convention on the subject of the island of Cuba, I transmit to the Senate a report from the Secretary of State, and the papers which accompanied it.

Washington, January 4, 1853.

In compliance with the call of the Senate of yesterday, I have the honor to submit herewith a copy of the correspondence between this department and the Ministers of France and England relative to a proposed tripartite convention on the subject of the island of Cuba.

Considering the importance of the question, it has been deemed expedient to send the letters of the Count de Sartiges, the instructions of M. de Turgot the French Minister of Foreign Affairs, and the French project of convention, in the original. But, as the letters of the British Minister and their enclosures are of similar purport, it has not been thought necessary to send translations of the former.

The letters from this department to Mr. Crampton, of the 29th of April and 1st of December, being the exact counterparts of the letters of the same date to the Count de Sartiges, are not transmitted.

The early portion of the correspondence was, at the request of this department, and for temporary reasons, which have ceased to exist, regarded as confidential.
