By Senator Cubbison: Senate bill No. 627, An act providing for the appointment of an additional deputy county attorney in all counties of the state of Kansas having a population of not less than 65,000, prescribing their duties, fixing the compensation therefor, providing for the payment thereof, and increasing the salary of the deputy county attorney now allowed by law to be appointed therein, and providing for the payment thereof.

By Ways and Means Committee: Senate bill No. 632, An act providing for the appointment of a commissioner to make certain investigations and findings with regard to "union military" scrip, and providing for the issuance of bonds to pay such "union military" scrip that is now unpaid, and defining the duties of the governor and the auditor and the secretary of state in connection therewith, and making an appropriation to pay the expenses of such commissioner.

On motion of Senator Chaney, an emergency was declared, the rules suspended, and Senate bill No. 632 was placed on second reading.

By Ways and Means Committee: Senate bill No. 633, An act creating a court of claims to hear and determine claims arising out of the military service in Kansas prior to 1885 and providing for the appointment of members thereof, defining its duties and jurisdiction and making appropriation to pay the expense thereof.

House bill No. 542, An act authorizing Twin Grove township, in Greenwood county, Kansas, to vote bonds not to exceed $5000 for the purpose of prospecting for coal, ore, natural gas, or other valuable minerals, and utilizing the same if found.

Senator McMillan introduced concurrent resolution No. 28, as follows:

Be it resolved by the Senate, the House concurring, That it is the sense of this Legislature that a great injustice is being done the citizens of this state engaged in agriculture and kindred industries, comprising, as they do, seventy per cent. of the population and paying eighty per cent. of the taxes, by the delay in sending out, for lack of postage, the Thirteenth Biennial Report of the Board of Agriculture of this state, and we urge upon the conference committee, to whom the appropriation for postage has been referred, to immediately arrange this matter so these volumes can be sent out without further delay.

The resolution was adopted.

Senator Stewart moved that a committee of three be appointed to draft a general bill covering all local bills in reference to fees and salary of sheriffs of the various counties.

The chair named the following senators as the said committee Messrs. Stewart, Ward, and Hurrel.

Senator Morehouse requested that the senators pay attention to the journals as printed, and call the attention of the clerk of the revision committee to any errors which may be found therein.

Senator Ward asked that Senate bill No. 331 be passed over at this time.

Senate bill No. 325, An act to provide for the erection of a soldiers' and sailors' monument, and making appropriation for the same, was read the third time, and the question being, Shall the bill pass? the roll was called, with the following result: Yeas 32, nays 2; absent or not voting, 6.
