PRESENTATION OF PETITIONS.

Senator Conrad introduced Senate petition No. 25, which is as follows:

CHERRYVALE, KAN., February 23, 1903. To the members of the House of Representatives and the Senate of the State of Kansas in Legislature assembled: We, the undersigued merchants and business men of the city of Cherry vale, Kan., and vicinity, having read and carefully considered the contents of the substitute for Senate bill No. 451, and believing that same is a fair measure to both the debtor and creditor, and believing that the passage of this bill will not only give the honest laboring man more credit, but at the same time enable the merchant to collect what is justly due him from those who are dishonest for the actual necessities bought, now therefore, we the undersigned herewith respectfully petition your honorable body to pass said bill, that same may become a law.

DEAR SIR-We, the undersigned, retail dealers in the city of Independence, Montgomery county, Kansas, hereby most respectfully urge that Senate bill No. 451, substitute for House bill No. 681, be amended so as to subject fifty per cent. of earnings of debtor to garnishment or other proper court proceedings, instead of twentyfive per cent., as provided in said bills, by striking out the word "seventy-five" in line No. of said bill and insert in lieu thereof the word "fifty," and by striking out the word "twenty five” in line No. of said bill and insert in lieu thereof the word "fifty," and most respectfully ask that you urge the passage of said bill amended as above suggested.

By Senator Conrad (by request): Senate bill No. 619, An act to amend sections 3, 4, 5 and 9 of chapter 126 of the Session Laws of 1899, the same being an act entitled "An act creating the city court in the city of Coffeyville, Montgomery county, Kansas, and defining the jurisdiction and powers thereof, and creating a judge, clerk and marshal of said court and defining their powers and duties, and limiting the jurisdictions of the justices of the peace of said city of Coffeyville."

On motion of Senator Conrad, an emergency was declared, the rules suspended, and Senate bill No. 619 was placed on second reading.
