PRESIDENT: Your Committee on Assessment and Taxation, to whom was referred House bill No. 739, An act authorizing the board of county commissioners of Russell county, Kansas, to levy a tax each year of not more than five mills on the dollar of assessed valuation upon all property in said county for the purposes of building and equipping a heating plant for the new court-house of said county, and for erecting a jail and jailer's residence, and for furnishing and lighting the new court-house, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be passed.
