MR. PRESIDENT: Your Committee on Cities of the First Class, to whom was referred Senate bill No. 161, An act to limit the amount of bonded indebtedness of cities of the first class having a population of 50,000 or more, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, Senate bill No. 85, An act empowering the county commissioners of Wyandotte county, Kansas, to improve and maintain a public highway between points on the Reidy road and a point where the territorial road No. 6 intersects the Parallel road, Wyandotte township, in said county, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

MR. PRESIDENT: Your Committee on Engrossed Bills, to whom was referred Senate bill No. 490, An act providing for the apportionment of the state of Kansas into eight congressional districts, and to repeal all acts and parts of acts in conflict herewith;

Also, Senate bill No. 52, An act amending section 5 of chapter 60 of the Session Laws of 1871;

Also, Senate bill No. 137, An act providing for the time of commencement of civil action;

Also, Senate bill No. 139, An act to amend section 2 of chapter 307 of the Session Laws of 1901;

Also, Senate bill No. 170, An act to amend section 164 of chapter 74 of the General Statutes of 1897, entitled "An act to establish an insurance department in the state of Kansas and to regulate the companies doing business therein," approved March 1, 1871:

Also, Senate bill No. 176, An act to authorize and empower the board of county commissioners of any county and mayor and coun

cil of any city within the state of Kansas to appropriate money or issue bonds for the purpose therein expressed, and to perpetuate the memory of the soldiers of the Union in the war of the rebellion;

Have compared the engrossed copies with the original bills, and instruct me to report the bills back to the Senate correctly engrossed. R. T. SIMONS, Acting Chairman.

On motion of Senator Wulfekuhler, Senate bill No. 13 was substituted for Senate bill No. 21.

On motion of Senator Allen, Senate bill No. 206 was made a special order for Monday night, next, at 7:30.

MESSAGE FROM THE HOUSE.

MR. PRESIDENT: I am directed by the House to inform the Senate that the House has non-concurred in Senate concurrent resolution No. 22, Providing for an investigation into the methods of the Standard Oil Companies.

Also, adopted a substiute for Senate concurrent resolution No. 26, Relating to the purchase of the Green land for the State Penitentiary. The resolution and substitute are transmitted herewith.

COMMITTEE OF THE WHOLE.

Senator Simons moved that the Senate go into committee of the whole for the consideration of bills on the Calendar under the head of "General Orders." A vote being had, the motion prevailed.

The Senate went into committee of the whole, with Senator Morehouse in the chair.

After some time spent therein the committee rose, and through the chairman submitted the following report:

MR. PRESIDENT: The committee of the whole Senate have had under consideration bills on the Calendar under the head of "Gen. eral Orders," and I am directed to report as follows:

Recommend that Senate bill No. 129, An act making appropriation to aid in the support and maintenance of district school No. 75, located at Lansing, Kan., for the fiscal years ending June 30, 1904, and June 30, 1905, be passed as amended.

Also, Senate bill No. 16, An act to provide for the transportation of discharged convicts from the place of confinement to the county in which they were convicted and making an appropriation to cover the expense, be passed.

Also, Senate bill No.93, An act providing for the appointment of a state fish and game commissioner and deputies, defining their duties, and for the protection of game and propagation of fish, making appropriations therefor, providing penalties for its violation, and re

pealing all acts and parts of acts in conflict herewith, be passed as amended.

Also, Senate bill No. 535, An act making appropriations for the current expenses of the Institution for the Blind, at Kansas City, Kan., and for special improvements, for the fiscal years ending June 30, 1904, and June 30, 1905, be passed as amended.

By Senator Caldwell: Senate bill No. 560, An act to promote the safety of the traveling public and to protect the lives and limbs of railway employees.

Also, Senate bill No. 561, An act to regulate theaters, opera-houses, and public halls.

By the Ways and Means Committee: Senate bill No. 562, An act making appropriations for the official state paper and for publishing proposed amendments to the state constitution..

On motion of Senator Chaney, an emergency was declared, the rules suspended, and Senate bill No. 562 was placed on second reading at this time.

Senate bill No. 562 was read the second time and referred to the committee of the whole.

Also, Senate bill No. 563, An act making appropriation for the state printer for the fiscal years ending June 30, 1904, and June 30, 1905, and regulating expenditure thereof.

On motion of Senator Chaney, an emergency was declared, the rules were suspended, and Senate bill No. 563 was placed on second reading at this time.

Senate bill No. 563 was read the second time and referred to the committee of the whole..

By Senator Vincent: Senate bill No. 564, An act vacating certain lots, streets and alleys in town of Murdock, Kingman county, Kansas.

On motion of Senator Vincent, an emergency was declared, the rules were suspended, and Senate bill No. 564 was placed on second reading at this time.
