Senate bill No. 69, An act relating to the bonds of certain county officers, and amending sections 1656, 1678, 1740 and 1791 of the General Statutes of 1901.

Senator Smith moved to strike out all after the enacting clause and insert the following:

SECTION 1. That whenever any officer or employee of this state, or any officer of any county, city, township, school district or board of education within this state, who is required by law to execute a bond for the faithful performance of his official duties, shall procure some surety company authorized to do business in this state to sign his bond as surety thereon, the premium charged by any such surety company for becoming surety upon any such bond shall be paid by the state, county or municipality of which the principal shall be an officer; provided, however, that the premium to be paid by the state or any such county or municipality for any such bond shall not exceed one per centum per annum for any bond of $500 and not over $10,000, one-half of one per centum per annum for any such bond of more than $10,000 and not exceeding $50,000, and four-tenths of one per centum per annum for any such bond of more than $50,000.

SEC. 2. This act shall take effect and be in force from and after its publication in the official state paper.

Senator Carpenter moved to amend by inserting, after the word "county," in line 9 of section 1, the words "school district or board of education."

The amendment was adopted.

The bill was read the third time, and the question being, Shall the bill pass? the roll was called, with the following result: Yeas 30, nays 2; absent or not voting, 8.

The title was amended so as to read as follows: "An act relating to suretyship upon the bonds of state officers and employees and the officers of any county, city, township, school district or board of education within this state, and providing for the payment of the cost thereof."

Senate bill No. 242, An act to amend section 2 of chapter 147 of the Session Laws of 1886, entitled "An act to authorize the establishment and maintenance of county high schools," and repealing said section 2 of the Session Laws of 1886, was read the third time, and the question being, Shall the bill pass? the roll was called, with the following result: Yeas 29, nays 1; absent or not voting, 10.

COMMITTEE OF THE WHOLE.

Senator Noftzger moved that the Senate go into committee of the whole for the consideration of bills on the Calendar under the head of "General Orders." A vote being had, the motion prevailed.

The Senate went into committee of the whole, with Senator Morrow in the chair.

After some time spent therein the committee rose, and through the chairman submitted the following report:

MR. PRESIDENT: The committee of the whole Senate has had under consideration bills on the Calendar under the head of "General Orders," and I am directed to report as follows:

Recommend that Senate bill No. 359, An act making appropriation for certain improvements and repairs at the Kansas State Industrial Reformatory, at Hutchinson, for the purchase of pasture land and live stock, and for current expenses and salaries of officers and employees for said State Industrial Reformatory for the fiscal years ending June 30, 1904, and June 30, 1905, be passed.

Also, Senate bill No. 316, An act making appropriation for the support of the State Normal School and for certain land, buildings and improvements herein named, be passed.

Also, Senate bill No. 407, An act making appropriation for state printing for the balance of the fiscal year ending June 30, 1903, be passed.

Also, Senate bill No. 336, An act making an appropriation for the Western Branch of the State Normal School, on the Fort Hays military reservation, be passed as amended.

Also, Senate bill No. 337, An act making appropriation for the Experimental Station of the State Agricultural College, on the Fort Hays military reservation, be passed as amended.

Also, Senate bill No. 278, An act making appropriation for detached closet building, tower foundation, new equipments and repairs and for current expenses for the Reform School, at Topeka, for the fiscal years ending June 30, 1904, and June 30, 1905, be passed as amended.

Also, Senate bill No. 435, An act making appropriation for the State Soldiers' Home and Mother Bickerdyke Home for the fiscal years ending June 30, 1903, and June 30, 1904, and June 30, 1905, and placing restrictions upon certain officers of said board, be passed.

Also, Senate bill No. 436, An act appropriating money to the University of Kansas for the maintenance and support of said University for the fiscal years ending June 30, 1904, and June 30, 1905, for construction of improvements and repairs, and for a law building and equipment, complete, be passed as amended.
