MESSAGE FROM THE GOVERNOR.

EXECUTIVE DEPARTMENT, TOPEKA, February 10, 1903.

To the Senate:

I have this day appointed M. C. Kelley to be state inspector of oils until April 1, 1903, and for the term of two years beginning April 1, 1903.

Also, Phillip Kelley and T. J. O'Neil to be members of the board of managers of the State Industrial Reformatory for the term of four years beginning April 1, 1903, and herewith transmit said appointments for your confirmation. W. J. BAILEY, Governor.

On motion of Senator Householder, the report of the committee of the whole was agreed to.

Senator Porter moved that the rules be suspended, and that the Senate now proceed to the confirmation of the appointments contained in the governor's message.

The motion prevailed.

Senator Morrow moved that the appointment of M. C. Kelley as state inspector of oils be confirmed.

The roll was called, with the following result: Yeas, 34, nays 0; absent or not voting, 6.

Senators voting in favor of confirmation were: Allen, Branine, Buschow, Caldwell, Carpenter, Chaney, Codding, Crum, Findlay, Fitzpatrick, Fulton, Gabriel, Henley, Householder. APPOINTMENT.

Under authority of the motion of Senator Noftzger, the chair appoints Senators Cubbison and Caldwell as additional members to the committee as provided by Senate resolution No. 38 and abovementioned motion. D. J. HANNA, President.

Senator Allen introduced Senate resolution No. 51, Pertaining to the site for the Kansas building at the World's Fair Exposition to be held at St. Louis, Mo., in 1904.

Senator Carpenter moved that Senate resolution No. 51 be considered at this time.

The motion prevailed.

Senator Allen asked unanimous consent to withdraw Senate resolution No. 51.

The consent was granted, and the resolution was withdrawn.

Senator Wright asked unanimous consent to withdraw Senate bill No. 449.

Consent was granted.

On motion of Senator Allen, the Senate adjourned.
