EXECUTIVE DEPARTMENT, February 6, 1903.

I have this day approved Senate bill No. 41, An act concerning the venue of certain actions, and to amend sections 50 and 55 of chapter 80, Laws of 1868, of "An act to establish a code of civil procedure," approved February 25, 1868, and to repeal section 63 of chapter 23, General Statutes of the state of Kansas, 1868.

Also, Senate bill No. 51, An act authorizing the board of county commissioners of Barton county, Kansas, to build and construct a county jail and sheriff's residence at the city of Great Bend, in said county, and to provide for the payment of the cost thereof. W. J. BAILEY, Governor.

By Senator Buschow (by request): Senate bill No. 432, An act in relation to the remittance of state funds in the hands of the county treasurer to the state treasurer, prescribing the duties of officers in regard thereto, and repealing all acts and parts of acts in conflict with this act.

By Senator Noftzger: Senate bill No. 433. An act to prevent adulteration of candies and to provide penalties for violations thereof.

Also, Senate bill No. 434, An act to prohibit the operation of what is known as "slot machines" for gambling purposes, and to provide a penalty and punishment there

By Ways and Means Committee: Senate bill No. 435, An act making appropriation for the State Soldiers' Home and Mother Bickerdyke Home for the fiscal years ending June 30, 1903, and June 30, 1904, and June 30, 1905, and placing restrictions upon certain officers of said board.

On motion of Senator Chaney, emergency was declared, the rules suspended, and Senate bill No. 435 was placed on second reading.

Also, Senate bill No. 436, An act appropriating money to the University of Kansas for the maintenance and support of said University for the fiscal years ending June 30, 1904, and June 30, 1905, for construction of improvements and repairs, and for a law building and equipment, complete.

By Senator McKnight: Senate bill No. 437, An act to provide for making repairs upon the building in which the first territorial Legislature of Kansas met on July 2, 1855, located at the old town of Pawnee (now a part of the Fort Riley military reservation, in Geary county, Kansas), and making appropriation therefor.

By Senator Allen: Senate bill No. 438, An act empowering the county commissioners of Wyandottee county, Kansas, to improve and maintain certain public highways in said county.

Also, Senate bill No. 439, An act providing for the creation of a fire-marshal department for the state of Kansas,

and appointment of a fire marshal and his assistants and prescribing their duties, and regulating the establishment and management of the office and appropriating funds for its support, and providing penalties for the violation of the provisions of this act.
