Also, Senate bill No. 330, An act for the establishment of an industrial home for the blind in Kansas, and instruct me to report the bill back to the Senate with the recommendation that it be not passed, for the reason that a bill relative to the same subject-matter is under consideration by this committee.

Also, Senate bill No. 129, being An act making appropriation to aid in the support and maintenance of district school No. 75, located at Lansing, Kan., for the fiscal years ending June 30, 1904, and June 30, 1905, and instruct me to report the bill back to the Senate with recommendation that the appropriation be decreased from $1000 to $800 per annum, and that the bill be passed as amended.

Also, Senate bill No. 336, being An act making appropriation for the Western Branch of the State Normal School, on the Fort Hays military reservation, and instruct me to report the bill back to the Senate with the recommendation that the amount of the appropriation for the construction of a new building be decreased from $30,000 to $20,000, and that the bill be passed as amended.

Also, Senate bill No. 337, being An act making appropriation for the Experimental Station of the State Agricultural College, on the Fort Hays military reservation, and instruct me to report the bill back to the Senate with the recommendation that the amount of $5000 provided in the bill for live-stock experiments be decreased to $3000, making $1000 available in 1903 and $2000 in 1904, and that the bill be passed as amended. Senator White, chairman of the Committee on Fees, Salaries, and Mileage, offered the following reports:

MR. PRESIDENT: Your Committee on Fees, Salaries, and Mileage, to whom was referred Senate bill No. 356, An act relating to and fixing the fees and salaries of the sheriff of Shawnee county, Kansas, and to repeal section 9, chapter 141, of the Session Laws of 1899, and all acts and parts of acts in conflict herewith, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 14, An act relating to fees and salaries of probate judges of the counties of Saline and Dickinson, in the state of Kansas, and to repeal section 14 of chapter 141 of the Session Laws of 1889, and all acts and parts of acts in conflict herewith, and instruct me to report the bill back to the Senate with the recommendation that it be passed. Senator Sponable, chairman of the Committee on Enrolled Bills, offered the following report:

MR. PRESIDENT: Your Committee on Enrolled Bills, to whom was referred Senate bill No. 41, An act concerning the venue of certain actions, and to amend sections 50 and 55 of chapter 80, Laws of 1868, of "An act to establish a code of civil procedure," approved Februuary 25, 1868, and to repeal section 63 of chapter 23, General Statutes of the state of Kansas, 1868;

Also, Senate bill No. 51, An act authorizing the board of county commissioners of Barton county, Kansas, to build and construct a county jail and sheriff's residence at the city of Great Bend, in said county, and to provide for the payment of the cost thereof;

Have compared the engrossed copies with the enrolled bills, and I am directed to report to the Senate that the same are correctly enrolled, that they have been properly signed by the president and secretary of the Senate and the speaker and chief clerk of the House, and have been presented to the governor for his approval, this 6th day of February, 1903. Senator White moved that the Senate go into committee of the whole for the consideration of bills on the Calendar under the head of "General Orders." A vote being had, the motion prevailed.

The Senate went into committee of the whole, with Senator Allen in the chair.

After some time spent therein the committee rose, and through the chairman submitted the following report:

MR. PRESIDENT: The committee of the whole Senate has had under consideration bills on the Calendar under the head of "General Orders," and I am directed to report as follows:

Recommend that Senate bill No. 204, An act to cover parole of convicted persons, be passed as amended, subject to amendment and debate.

Also, Senate concurrent resolution No. 18, Relating to the submission of a proposition to amend the constitution of the state of Kansas, be passed, subject to amendment and debate.

Senator Branine asked the unanimous consent of the Senate that House bill No. 227 be substituted for Senate bill No. 141.
