INTRODUCTION OF BILLS.

By Senator Cubbison: Senate bill No. 378, An act making appropriation for building, equipment and current expenses for the industrial department of the Western University, at Quindaro, Wyandotte county, Kansas, for the fiscal years ending June 30, 1904, and June 30, 1905.

Also, Senate bill No. 379, An act to regulate the practice. of veterinary medicine, veterinary surgery, or any branch thereof, including veterinary dentistry, in the state of Kansas, and prescribing penalty for the violation of the same.

By Senator Wulfekuhler: Senate bill No. 380, An act to amend section 282 of article 9 of chapter 31 of the General Statutes of 1868, entitled "An act relating to crimes and punishments," and repealing said section.

By Senator Noftzger: Senate bill No. 381, An act au

thorizing the attorney-general and the board of commissioners of the school funds of the state of Kansas to compromise the bonded indebtedness of school district No. 1, of Barber county, Kansas, to the permanent school fund, and authorizing the state treasurer to deliver certain bonds to the attorney-general for such purpose.

Also, Senate bill No. 382, An act to provide for interrogatories, answers thereto, and their admission as evidence in civil action.

Also, Senate bill No. 383, An act to enable the guardian of an insane person or habitual drunkard to sell, convey or mortgage real estate of an insane person or habitual drunkard who is a married woman or a married man, and who has not the property in her or his own right, and to amend section 1 of chapter 143 of the Laws of 1872.

Also, Senate bill No. 384, An act conferring additional authority and imposing additional duties upon the State Board of Health with reference to public water-supply and sewerage systems, giving said board sanitary supervision over the waters of the state, the construction, alteration, extension or operation of systems of water-supply or sewerage within the state, conferring authority on said board for the establishment of rules and regulations relating to such supervision, and imposing penalties for the violation thereof or non-compliance therewith.

By Senator White: Senate bill No. 385, An act to authorize cities of the second class to provide public parks for the inhabitants thereof.

By Senator Chaney: Senate bill No. 386, An act relating to and fixing the fees and salary of the sheriff of Shawnee county, Kansas, and to repeal section 9, chapter 141, of the Session Laws of 1899, and all acts and parts of acts in conflict therewith.

By Senator Sponable: Senate bill No. 387, An act fixing the salaries of county commissioners of Johnson county, Kansas, and suspending all acts relating to salaries of county commissioners of said county so far as they conflict. herewith.

Also, Senate bill No. 388, An act providing for the improvement of county roads.

MR. PRESIDENT: Your Committee on Judiciary, to whom was referred House bill No. 23, An act authorizing the board of county commissioners of Linn county, Kansas, to construct and maintain a bridge across the Marais des Cygnes river, and appropriate money for the payment of the same, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 273, An act authorizing the county commissioners of Linn county, Kansas, to construct and maintain a bridge across Big Sugar creek, and appropriating money for the same, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 12, An act regulating the meetings of the board of county commissioners of Saline county, Kansas, and providing for the compensation of the members of said board, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 182, An act to authorize and empower the board of county commissioners of Ness county, Kansas, to levy a special tax to create a sinking-fund for the erection of a court-house in said county, and to invest the funds arising from the collection of said tax, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 29, An act to provide for the sale of the present Atchison county asylum site and the purchase of another, and the levying of taxes to erect a building thereon, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 195, An act authorizing the board of county commissioners of Sedgwick county, Kansas, to make an appropriation for additional clerk hire in the county clerk's office from June 1 to December 1, 1902, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 176, An act authorizing the board of county commissioners of Sedgwick county, Kansas, to fund its outstanding indebtedness accrued and accruing and still unpaid, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 83, An act to authorize and empower the township board of Walton township, Harvey county, Kansas, to build and erect (or buy a building already erected) a township building and pay for the same, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 184, An act relating to the fees and salaries

of certain officers of Hodgeman county, Kansas, and defining the duties of the board of county commissioners in connection therewith, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 57, An act to enable the city of Abilene to levy special taxes to construct sewers outside of the city, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, House bill No. 149, An act authorizing the board of county commissioners of Linn county, Kansas, to construct and maintain a bridge across the middle fork of Big Sugar creek and appropriate money for the payment of the same, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, Senate bill No. 144, An act to amend sections 1 and 2 of chapter 286 of the Session Laws of 1901, and to repeal the section amended, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 327, An act to amend section 12 of chapter 101, Session Laws of 1901, being paragraph 7455 of the General Statutes of 1901, and instruct me to report the bill back to the Senate with the recommendation that it be referred to the Committee on Agriculture.

Also, Senate bill No. 310, An act to amend section 1704 of the General Statutes of 1901, in relation to the deposit of county funds in certain counties, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, Senate bill No. 221, An act to amend an act approved February 29, 1868, entitled "An act providing for the selection and summoning of grant and petit jurors," and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 312, An act to repeal sections 2337, 2338, 2339, 2340 and 2341 of the General Statutes of 1901, relating to licenses, and instruct me to report the bill back to the Senate with the recommendation that all after the enacting clause be stricken out, and that the following substitute be passed in lieu thereof:

SECTION 1. That section 2339 of the General Statutes of Kansas of 1901 be and the same is hereby amended so as to read as follows: Sec. 2339. Before any license shall be issued as aforesaid, the person or person to whom said licenses is issued shall pay to the township treasurer, for the use of the township, such sum of money as the township board may agree upon, not less than five dollars for each billiard-table, pool-table or bowling-alley, for which license said (person or persons) shall designate the place in said township where such billiard-table, pool-table or bowling-alley shall be kept, and shall be signed by the township trustee and township treasurer, and attested by the township clerk, and shall be for a term of one year, unless sooner revoked by the township board.

SEC. 2. This act shall take effect and be in force from and after its publication in the statute-book.

Also, Senate bill No. 317, An act to amend section 20 of chapter 110 of the General Statutes of Kansas of 1897, relating to the contesting of wills, and to repeal said section 20, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, Senate bill No. 318, An act regulating the meetings of the board of county commissioners of Saline county, Kansas, and providing for the compensation of the members of said board, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, Senate bill No. 222, An act to provide for the extermination of prairie-dogs, prescribing additional duties for the township trustees, and for the levy and collection of tax for the purpose of carrying this act into effect, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 318, An act to amend section 7100 of the General Statutes of 1901, and instruct me to report the bill back to the Senate with the recommendation that it be printed and placed on the Calendar.

Also, Senate bill No. 321, An act to amend section 8 of chapter 139 of the Session Laws of 1901, it being an act entitled "An act to provide for a commissioner of the poor in Douglas county, Kansas," and to repeal section 8 of chapter 139 of the Session Laws of 1901, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, Senate bill No. 322, An act providing for the election of township officers, and repealing sections 7758 and 7769 of the General Statutes of 1901 and all laws in conflict herewith, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also Senate bill No. 326, An act to authorize the board of county commissioners of Labette county, Kansas, to build a bridge across the Neosho river in said county, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, Senate bill No. 308, An act to establish a juvenile court and regulate and control the treatment of delinquent children, and instruct me to report the bill back to the Senate with the recommendation that after the word "first," in the third line of section 2, and insert the words "second and third" and be passed as amended.

Also, Senate bill No. 323, An act to provide for the election of county commissioners, and amendatory of section 2, chapter 129, of the Session Laws of 1901, and repealing original section 2 of said chapter and all laws in conflict herewith, and instruct me to report the bill back to the Senate with the recommendation that it be passed.
