Senator Wright introduced the following motion:

That the docket clerk be instructed to place all local bills under "General Orders" under a separate heading as "Local Bills," and all local bills on third reading under the head of "Local Bills on Third Reading."

The motion prevailed.

Senator Caldwell asked that Senate bill No. 26 be rereferred to Committee on Judiciary.

The request was granted.

Senator White asked permission to withdraw Senate bill No. 149 from the Calendar.

The request was granted.

MESSAGES FROM THE HOUSE.

The sergeant-at-arms announced a message from the House, by its chief clerk:

MR. PRESIDENT: I am directed by the House to inform the Senate that the House has now concurred in Senate concurrent resolution No. 21, relating to the committee appointed to investigate the International Harvester Machine Company of North America.

Also, passed Senate bill No. 298, An act extending the provisions of chapter 72 of the Laws of 1886 and amendments thereto relating to the establishment and maintenance of free public libraries and reading-rooms in cities to the city of Lawrence.

Also, have amended and passed as amended Senate bill No. 127, An act making appropriation for postage, express and freight for the Thirteenth Biennial Report of the State Board of Agriculture. The resolutions and bills are transmitted herewith.

MR. PRESIDENT: I am directed by the House to inform the Senate that the House has passed House bill No. 12, An act regulating the meetings of the board of county commissioners of Saline county, Kansas, and providing for compensation of the members of said board.

Also, passed House bill No. 23, An act authorizing the board of county commissioners of Linn county, Kansas, to construct and maintain a bridge across the Marais des Cygnes river and appropriate money for the payment of the same.

Also, passed House bill No. 29, An act to provide for the sale of the present Atchison county asylum site and the purchase of another and the levying of taxes to erect buildings thereon.

Also, passed House bill No. 83, An act to authorize and empower the township board of Walton township, Harvey county, Kansas, to build and erect (or buy a building already erected) a township building and pay for the same.

The bills are transmitted herewith.

MR. PRESIDENT: I am directed by the House to inform the Senate that the House has passed House bill No. 99, An act to empower the mayor and city council of the city of Thayer, Kan., to transfer eight hundred dollars of the money now in the city treasury belonging to the improvement fund to the general fund.

Also, passed House bill No. 149, An act authorizing the board of county commissioners of Linn county, Kansas, to construct and maintain a bridge across the middle fork of Big Sugar creek and appropriate money for the payment of the same.

Also, passed House bill No. 160, An act to enable Peters township, in Kingman county, Kansas, to erect a township hall, furnish and locating same, and conferring power on township board to issue bonds to pay for same and provide for an election upon petition to vote upon said proposition.

Also, passed House bill No. 176, An act authorizing the board of county commissioners of Sedgwick county, Kansas, to fund its outstanding indebtedness accrued and accruing and still unpaid.

Also, passed House bill No. 182, An act to authorize and empower the board of county commissioners of Ness county, Kansas, to levy a special tax to create a sinking-fund for the erection of a courthouse in said county and to invest the funds arising from the collection of said tax.

Also, passed House bill No. 184, An act relating to the fees and salaries of certain officers of Hodgeman county, Kansas, and defining the duties of the board of county commissioners in connection therewith.

Also, passed House bill No. 195, An act authorizing the board of county commissioners of Sedgwick county, Kansas, to make an appropriation for additional clerk hire in the county clerk's office from June 1 to December 31, 1902.

Also, passed House bill No. 273, An act authorizing the county commissioners of Linn county, Kansas, to construct and maintain a bridge across Big Sugar creek and appropriate money for the payment of the same.

Also, passed House bill No. 1, An act authorizing the erection,

equipment and furnishing of a county building for a court-house and county-office building in Neosho county, Kansas; the purchase or condemnation of a site therefor; providing the means to pay for the erection, equipment and furnishing of said building and to pay for said site, and authorizing the sale or leasing of the present county building and court-house of said county.

Also, passed House bill No. 10, An act to authorize and enable school district number 36, situated in Saline county, Kansas, to levy and collect an additional tax to pay certain improvement indebtedness now owing by said district.

Also, passed House bill No. 14, An act relating to fees and salaries of probate judges of the counties of Saline and Dickinson, in the state of Kansas, and to repeal section 14 of chapter 141 of the Session Laws of 1899, and all acts and parts of acts in conflict herewith.

Also, passed House bill No. 57, An act to enable the city of Abilene to levy special taxes to construct sewers outside of the city. The bills are transmitted herewith.

Senator Simons introduced the following resolution and moved its adoption:

Senate resolution No. 49: Resolved, That the secretary of the Senate be instructed to have printed all concurrent and joint resolutions proposing to amend the constitution, and that the same be placed upon the desk of each member at least one day before being considered.

Resolution adopted.

INTRODUCTION OF BILLS.

By Senator Allen (by request): Senate bill No. 328, An act to authorize school district No. 42, in Wyandotte county, Kansas, to make a levy of taxes not to exceed fifty mills for the various school purposes.

By Senator McMillan: Senate bill No. 329, An act to prohibit railroad companies doing business in the state of

Kansas from charging freight rates on any greater amount of coal than is by such railroad companies delivered to the consignee thereof by any such railroad company, and providing for the weighing of such coal at the points of destination, or the points nearest thereto having railroad-track scales, and providing penalty for the violations of the provisions of this act.

By Senator Wulfekuhler: Senate bill No. 330, An act for the establishment of an industrial home for the blind of Kansas.

By Senator Ward: Senate bill No. 331, An act authorizing counties to purchase real estate sold for taxes in certain counties and to prevent such counties thereafter to sell and dispose of the real estate so purchased.

By Senator Morehouse: Senate bill No. 332, An act for the relief of Phillip Morse.

Senator Miller asked the unanimous consent to withdraw Senate bills 118, 119, and 120.

COMMITTEE OF THE WHOLE.

Senator Smith moved that the Senate go into committee of the whole for the consideration of bills on the Calendar under the head of "General Orders." A vote being had, the motion prevailed.

The Senate went into committee of the whole, with Senator Wulfekuhler in the chair.

After some time spent therein the committee rose, and through the chairman submitted the following report:

MR. PRESIDENT: The committee of the whole Senate has had under consideration bills on the Calendar under the head of "General Orders," and I am directed to report as follows:

Recommend that Senate bill No. 59, An act authorizing the board of county commissioners of Finney county, Kansas, to issue bonds for the purpose of funding the outstanding warrants existing against said county prior to January 15, 1903, be passed, subject to amendment and debate.

Also, Senate bill No. 15, An act to amend section 150 of chapter 37 of the General Statutes of 1868, entitled "An act respecting executors and administrators and the settlement of the estates of deceased persons,” be passed.
