CONSIDERATION OF MESSAGES FROM THE GOVERNOR.

Senator Allen moved that the appointments of the governor for trustees of State Charities and Corrections: H. J. Allen, for term ending April 1, 1906; Geo. W. Kanavel, for term ending April 1, 1905; Reuben Vincent, for term ending April 1, 1904, be confirmed in open session.

Motion prevailed, and appointments were confirmed.

REPORTS OF STANDING COMMITTEES.

Senator Chaney, chairman of the Committee on Ways and Means, offered the following reports:

MR. PRESIDENT: Your Committee on Ways and Means, to whom was referred Senate bill No. 123, An act to amend section 1, chapter 134, Session Laws 1901, providing for the appointment of stenographers by county attorneys, fixing the salary and providing for the payment thereof and prescribing their duties, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be referred to the Judiciary Committee.

Also, Senate bill No. 134, An act to amend section 11 of an act entitled "An act providing for the health and safety of persons em. ployed in coal-mines," etc., and instruct me to report the bill back to the Senate with the recommendation that it be referred to the Committee on Mines and Mining.

Also, Senate bill No. 219, An act for the relief of O. C. Beeler, city treasurer of Leavenworth, Kan., and instruct me to report the bill back to the Senate with the recommendation that it be referred to the Judiciary Committee.

Also, Senate bill No. 220, An act for the relief of O. C. Beeler, city treasurer and er officio treasurer of the board of education of the city of Leavenworth and state of Kansas, and instruct me to report the bill back to the Senate with the recommendation that it be referred to the Judiciary Committee.

Also, Senate bill No. 239, An act to erect and maintain certain dams across the Kansas river, granting the right to erect and maintain certain dams across the Kansas river, and the right of way over a certain strip of land over and across the insane asylum grounds in Shawnee county for certain purposes, and instruct me to report the bill back to the Senate with the recommendation that it be referred to the Judiciary Committee. MR. PRESIDENT: Your Committee on Roads and Bridges, to whom was referred Senate bill No. 195, An act authorizing the levy of a road tax, providing for the appointment of township road overseers and prescribing their duties, and providing for the

removal of the same for cause, authorizing the collection of certain road-tax by suit, and repealing sections 23, 24, 25, 26 and 27 of chapter 154 of the General Statutes of 1897, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

PRESIDENT: Your Committee on Public Health, to whom was referred Senate bill No. 50, An act to regulate the practice of dentistry, prescribing penalties for the violation thereof, and repealing chapter 123 of the Session Laws of 1885, chapter 152 of the Session Laws of 1887, and chapter 110 of the Session Laws of 1891, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be bassed.

Also, Senate bill No. 247, An act to enable Hodgeman county to drill for gas, coal, and oil, and to provide for the control and disposition of the same, and to issue bonds therefor, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 69, An act relating to the bonds of certain county officers, and amending sections 1656, 1678, 1740 and 1791 of the General Statutes of 1901, and instruct me to report the bill back to the Senate with the recommendation that it be passed.

Also, Senate bill No. 46, An act for the protection of trade-marks, and instruct me to report the bill back to the Senate with the recommendation that it be amended by striking out sections 2 and 3 and substituting the following: "Sec. 2. Any person who shall, without the consent of the owner, dispose of or make use of any vessel bearing a registered trade-mark, with the view of defrauding the owner or the public, or who shall destroy, secrete, injure or deface said trade-mark, with the view of defrauding the owner or the public, shall be guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine of one dollar for each vessel so treated," and that the bill be passed as amended.
