Senator Cubbison presented Senate petition No. 15, as follows: We, the undersigned, citizens of representative district No. 11, Wyandotte county, Kansas, who are interested in promoting the best interests of horticulture in our state, believe that Kansas fruits and Kansas vegetables should be eminently represented at the Louisiana Purchase Exposition, to be held at St. Louis, Mo., a. d. 1904. Therefore we deem it our duty as well as privilege to solicit our representatives and state senators to set apart at least $10,000 of the appropriation for this exposition to be made by our state Legislature during the winter session of 1903, to be used exclusively and solely for a horticultural exhibit of Kansas products at and during said exposition; and we especially urge that the said amount be placed subject to the order of the officers and trustees of the Kansas State Horticultural Society, or those whom said officers and trustees shall elect to manage the Kansas state horticultural exhibit at said exposition. Senator Carpenter presented Senate petition No. 16, as follows: To the honorable Senate and House of Representatives of the state of Kansas: We respectfully ask the honorable Senate and House of Representatives of the state of Kansas "That section 2069 of Revised Statutes of 1901, providing what shall constitute grand larceny, should be amended so as to include all domestic fowls, wheat, oats, potatoes, cured, fresh, or salt meat, or canned goods of any description, lard or butter, and harness or saddles, without regard to the value thereof." It has become the practice of what is known as "petty thieves" to steal just enough of the domestic fowls to be below the twentydollar mark, leaving it petit larceny instead of grand larceny, making their trips frequent; so that a law of this kind becomes a necessity. Also, Senate bill No. 275, An act amending chapter 127 of the Laws of 1901 and repealing said original chapter. Also, Senate bill No. 276, An act to amend section 49 of chapter 80 of the General Statutes of 1901, and repealing said original section 49 and all acts and parts of acts in conflict herewith. By Senator Noftzger: Senate bill No. 277, An act authorizing the board of county commissioners of Gray county, Kansas, to issue bonds for the purpose of funding the outstanding warrants existing against said county prior to January 15, 1903. By Senator Chaney: Senate bill No. 278, An act making appropriation for detached closet building,, tower foundation, new equipmant and repairs and for current expenses for the Reform School, at Topeka, for the fiscal years ending June 30, 1904, and June 30, 1905. Also, Senate bill No. 279, An act making an appropriation for the relief of William H. Fisher. By Senator Kennedy: Senate bill No. 280, An act relating to filling vacancies in the office of mayor and councilmen in cities of the third class. Also, Senate bill No. 281, An act amending "An act authorizing any city of the second class to issue bonds to fund its outstanding indebtedness," the same being section 129, chapter 19, paragraph 1063, of the General Statutes of Kansas of 1901. By Senator Hurrel: Senate bill No. 282, An act relating to judicial districts, detaching Pottawatomie county from the thirty-fifth judicial district, and defining the boundaries of the thirty sixth judicial district and providing for holding terms of court therein, and defining certain duties of the trial court in regard to cases undecided in Pottawatomie county at the time of the taking effect of this act, and repealing all acts and parts of acts in conflict with this act. By Senator Leidy: Senate bill No. 283, An act to amend section 2 of chapter 122 of the Laws of 1874, the same being paragraph 5590 of the Compiled Laws of 1889, relating to the appraisement of school property, and repealing the original section. By Senator Stewart: Senate bill No. 284, An act to amend section 36 of chapter 19 of the General Statutes of Kansas of 1901. relating to the general powers of the mayor and council in cities of the second class. W. Sheeler to avail himself of the provisions of section 2, chapter 174, of the Session Laws of 1887, being section 6681 of the Statutes of 1901. Also, Senate bill No. 291, An act to clean, improve and furnish the rooms occupied by the Kansas State Horticulture Society. Also, Senate bill No. 292, An act to amend section 22 of chapter 286 of the Session Laws of 1901, concerning railroads and other common carriers. Also, Senate bill No. 293, An act to appropriate money for the support and maintenance of the Mercy Hospital, at Fort Scott, Kan. Also, Senate bill No. 294, An act to appropriate money for the support and maintenance of the Goodlander Home, at Fort Scott, Kan. By Senator Pestana: Senate bill No. 295, An act creating the office of state accountant, prescribing his duties, term, salary, etc., providing penalties for the violations of this act, and repealing all acts and parts of acts inconsistent herewith. By Senator Allen: Senate bill No. 296, An act to amend section 2396 of the General Statutes of 1901, the same be ing section 396 of an act entitled "crimes and punishments." Also, Senate bill No. 297, An act amending section 3392 of the General Statutes of Kansas of 1901, and repealing said section 3392, in relation to insurance. By Senator Henley: Senate bill No. 298, An act extending the provisions of chapter 72 of the Laws of 1886 and amendment thereto, relating to the establishment and maintenance of free public libraries and reading-rooms in cities, to the city of Lawrence. Senator Henley moved that an emergency be declared, the rules be suspended, and that Senate bill No. 298 be placed on second reading at this time. The motion prevailed. By Senator Henley: Senate bill No. 298, An act extending the provisions of chapter 72 of the Laws of 1886. and amendments thereto, relating to the establishment and maintenance of free public libraries and reading-rooms in cities, to the city of Lawrence, was read a second time. Senator Henley moved that a further emergency be declared, and that Senate bill No. 298 be placed on third reading. The motion prevailed, and Senate bill No. 298 was read the third time: The question being, Shall the bill pass? the roll was called, with the following result: Yeas 23, nays 0: absent or not voting, 17.
