Also, Senate bill No. 223, An act in relation to automobiles and motor vehicles, regulating their speed and operation on public highways in this state, providing for their proper equipment, and providing penalties for the violation thereof;

Also, Senate bill No. 441, An act making appropriation for the current expenses of the Topeka State Hospital for the fiscal years ending June 30, 1904, and June 30, 1905, for laundry building and equipment, extending water service, building and equipping toiletrooms and corridor, and for the purchase of additional ground;

Also, Senate bill No. 563, An act making appropriation for the state printer for the fiscal years ending June 30, 1904, and June 30, 1905, and regulating the expenditure thereof;

Have compared the engrossed copies with the enrolled bills, and I am directed to report to the Senate that the same are correctly enrolled, that they have been properly signed by the president and secretary of the Senate and the speaker and chief clerk of the House, and have been presented to the governor for his approval, this 13th day of March, 1903. Also, Senate bill No. 288, An act prescribing a rule for the determination of the residence of voters who are officers or employees of this state or any municipal subdivision thereof;

Also, Senate bill No. 434, An act to prohibit the operation of what is known as slot-machines for gambling purposes, and to provide a penalty and punishment therefor;

Senator Vincent introduced Senate resolution No. 96, as follows:

Resolved, That the number of Senate Journals to be printed in book form for the year 1903 shall be 1000 copies.

Senator Smith moved that the title to House bill No.

992 be amended to include sections 1, 2, and 4.

The motion prevailed.

On motion of Senator Morrow, the Senate took a recess until to-morrow at two o'clock P. M.

Senator Morehouse offered resolution No. 41, as follows: Resolved by the Senate, the House of Representatives concurring therein, That a committee of five, consisting of two on the part of the Senate and three on the part of the House, be appointed by the presiding officers of the respective bodies, to wait upon the governor and ascertain if he has any further communication to make to the Legislature before its final adjournment.

The resolution was adopted.

I have this day received and approved the following Senate bills: No. 9, An act to amend section 643 of the General Statutes of 1901, entitled "An act to authorize cities to establish and maintain free public libraries and reading-rooms."

No. 17, An act making certified copies of United States government patents, certified to by the proper officer of the United States, at Washington, D. C., as true copies of the original patent issued, competent as evidence and conclusive proof of title as therein shown.

No. 283, An act to amend section 2 of chapter 122 of the Laws of 1874, the same being paragraph 5590 of the Compiled Laws of 1889, relating to the appraisement of school property, and repealing the original section.

No. 444, An act designating and declaring the helianthus or sunflower to be the state flower and floral emblem of the state of Kansas.

No. 519, An act making an appropriation to pay for the necessary furniture and fixtures in the Grand Army museum and to pay for publication of the reports of the department commander of the Grand Army of the Republic to the governor.

No. 566, An act to amend original sections 4 and 5 of chapter 107 of the Session Laws of 1897, of an act entitled "An act creating two city courts in Kansas City township, Wyandotte county, Kansas, and defining the jurisdiction thereof and the powers and duties, and fixing the salaries thereof, and limiting the jurisdiction of justices of the peace in said township," and repealing said original section 4 thereof.

No. 591, An act relating to the inspection and handling of grain, and amendatory of chapter 456 of the General Statutes of 1901.

No. 598, An act authorizing chartered institutions of learning to erect and maintain electric plants.

No. 642, An act making appropriations to pay salaries, per diem, mileage and expenses of the regents and trustees of the state institutions, board of directors of the Penitentiary, board of managers of the State Industrial Reformatory, board of managers of the State Soldiers' Home, and the School Text-book Commission, fixing the salaries, and providing for the giving of bond of certain officers herein stated.

No 664, An act to legalize all acts performed by S. W. McElroy as judge pro tempore of the district court of the seventeenth judicial district, while sitting in and for Rawlins county, Kansas.

No. 666, An act authorizing the county commissioners of Phillips county, Kansas, by unanimous vote, may allow the under-sheriff of said county for his services a sum not exceeding $400 per annum, and repealing all acts and parts of acts in conflict herewith.

No. 667, An act to vacate a part of Columbia street, in the city of Council Grove, Morris county, Kansas.

No. 668, An act providing for the election of county commissioners in Crawford county and prescribing their terms.

No. 671, An act providing for the application of the excess fees of the register of deeds of Coffey county, Kansas, and relating to the fees and salary of the sheriff of Coffey county, Kansas.

No. 673, An act relating to taxation in Leavenworth county.

No. 682, An act authorizing the secretary of the State Board of Medical Registration and Examination to issue temporary permits to practice medicine, surgery or osteopathy to applicants for registration under chapter 254 of the Session Laws of 1901.

No. 688, An act to enable Pawnee county to drill wells for gas and to provide for the control and disposition of the same and to issue bonds therefor.
