Pacific Grove, Calif.-Post office

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the acquisition of a site and the construction of a building.

The maximum net space to be provided for post office was 2,700 square feet. Subsequent space requirements for post office indicate that 3,340 square feet net will be required.

Due to the increase of space requirements and topographical conditions at the site selected, it is estimated that an additional $20,000 will be needed.

Pasadena, Calif.-Post office

The above project was authorized under the provisions of the act approved June 19, 1934, and contemplated the extension and remodeling of the existing building to furnish 15,168 square feet net for post office.

In the development of the drawings it became evident that the remodeling of the existing building would be greater than anticipated. It also became necessary to increase the net space for post office to 17,579 square feet to meet Government requirements, thereby making a second floor over a portion of the extension necessary due to limited size of site. The estimated cost of this project on the basis of the above, is $275,000.

Richmond, Calif.-Post office

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the acquisition of a site and construction of a building. The maximum net space that can be provided for post office under the present limit of cost is 3,900 square feet.

Subsequent investigation of Government requirements indicates that 8,085 square feet will be required for post office and 2,600 net square feet for other activities to be provided for on a second floor.

The maximum limit of cost for this project as set forth in House Report 1879, dated June 2, 1934, was $2,900,000. An amount of $2,600,000 was allotted from funds authorized under the act approved June 19, 1934, contemplating acquisition of a site and construction of a building. It was felt at that time that a saving of $300,000 could be effected under the limit of cost as fixed in House Report 1879. Since the allocation was made, there has been extended delay due to inability to agree with the city of Los Angeles and the railroads with respect to a site; and also due to the delay of the new terminal station in Los Angeles. These matters now have been cleared. A site has been purchased and the Department is ready to proceed with the working drawings and specifications. In the interval, however, the Post Office Department has found, under a careful survey, that the space originally requested is not sufficient and have requested an increase. Likewise, there has been a material increase in building cost in the last 18 months due to recovery to normal conditions and the imposition of a 3-percent sales tax in the State of California and other taxes, such as Social Security.

It is requested that the limit of cost be increased to $3,200,000, permitting the design of a three-story and basement building, with the structure so designed to put on a fourth floor at a later date. The three-story and basement building will provide approximately 20,000 square feet less than the request of the Post Office Department but that Department agrees to the decrease in space.

The above project was authorized under the provisions of the act approved August 12, 1935, and contemplated the acquisition of a site and the construction of a building.

Construction bids for this project were opened on July 10, 1936, which bids indicated that approximately $45,000 additional will be required to construct a suitable building at this place.

All bids have been rejected and the project is being held pending approval of the necessary increase in the limit of cost.

Hartford, Conn.-East Hartford Branch, post office

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the acquisition of a site and the construction of a building.

The maximum net space that can be provided for post office under this limit of cost is 2,700 square feet. Subsequent investigation of the Government requirements indicates that the space necessary for post office is 3,100 square feet.

Preliminary survey of the cost of sites indicates a site will cost $4,000 more than anticipated. It is estimated that an additional $11,000 will be required to provide for the above conditions.

Evanston, Ill.-Post office, etc.

The above project was authorized under the provisions of the act approved August 12, 1935, and contemplated the acquisition of a site and the construction of a building thereon.

Bids for this project were received November 27, 1936, and the average of the first five bids was approximately $125,000 in excess of the funds available for contract.

It is the intention to readvertise this project, including certain items taken as alternates in the previous bidding, and it is estimated that $150,000 additional will be required for the construction of this building.

Geneva, Ill.-Post office

The above project was authorized under the provisions of the act approved August 12, 1935, and contemplated the acquisition of a site and the construction of a building.

The low bid received on this project in June 1936 was approximately $16,600 in excess of the amount available for main contract.

It is the intention to readvertise this project and it is estimated that an additional amount of $20,000 will be required to take care of the anticipated increase in construction costs.

Spencer, Ind.-Post office

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the acquisition of a site and construction of a building providing 2,800 net square feet for postal activities.

Subsequent investigation indicates that the post office will require 3,680 square feet and other activities request 1,000 square feet net. The space for other activities can be provided in the basement.

It is estimated that an additional $23,000 will be required to take care of the above conditions.

Covington, Ky.-Post office and courthouse

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the acquisition of a site and the construction of a building to provide 9,500 square feet net space for post office; 11,000 square feet net for Justice Department, and 7,000 square feet net for other activities.

Subsequent investigation of Government requirements indicates it will be necessary to provide 11,500 square feet for post office; 11,350 square feet for Justice Department, and 6,650 square feet for other activities.

In addition, the cost of retaining walls and preparation of site will be greater than originally anticipated. It is estimated that an increase in the limit of cost of $125,000 will be required to provide a suitable building at that place.

Paducah, Ky.-Post office and courthouse

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the demolition of the present building and the construction of a new building providing 9,720 square feet net for post office; 8,250 square feet net for Justice Department, and 2,749 square feet net for other activities.

Subsequent investigation of Government space requests will require 11,800 square feet net for post office; 7,600 square feet net for Justice Department, and 5,265 square feet net for other activities. In addition, air conditioning of court space not previously anticipated, has been included.

It is estimated that an additional $60,000 will be required to take care of these conditions.

New Orleans, La.-Federal office building

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the acquisition of a site and the construction of a building.

Construction costs have increased since this project was originally estimated. The major portion of the increase in cost occurs in the great extent of exterior walls on three street frontages, where a large increase in cost has occurred in all of the various materials used in their construction, together with a large increase in all steel construction, together with an increase in the cost of plumbing, heating, electrical supplies, and elevators.

Adams, Mass.-Post office

Preliminary survey of the cost of sites indicates a site will cost approximately $15,000 more than anticipated.

Concord, Mass.-Post office

The project when released contemplated the construction of a building to provide 6,000 square feet net space for post office.

Subsequent investigation of Government requirements indicates a minimum of 6,800 square feet net space for post office will be required.

Preliminary survey of site costs indicates $10,000 more than originally allotted will be needed to secure a suitable site.

Whitman, Mass.-Post office

The above project was authorized under the provisions of the act approved August 12, 1935, and contemplated the acquisition of a site and the construction of a building.

The low bid received on this project in July 1936 was approximately $16,000 in excess of the amount available for main contract. The requested augmentation, $22,000, is due to this deficit and anticipated increase in construction costs. Calumet, Mich.-Post office

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the construction of a building on the Government-owned site. The maximum net space that can be provided for post office under this limit is 3,450 square feet net.

Subsequent investigation indicates a larger building than originally contemplated will be necessary due to the consolidation by the Post Office Department of the Laurium and Claumet, Mich., offices.

The post office now requires 4,304 square feet net and other activities have requested 870 square feet net. Space for the other activities can be provided in the basement.

St. Louis, Mo.-Post-office garage

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the construction of a building on the Government-owned site.

Under the present limit of cost the maximum number of trucks that can be housed and serviced is 137. Subsequent investigation indicates a building to house and service 206 trucks will be required.

Original estimates were based on using short-span construction. This method has since been abandoned in favor of long-span construction to facilitate handling of large-size trucks.

Due to the above reasons, it is estimated that an additional $250,000 will be needed.

Concord, N. H.-Post office and courthouse

The above project was authorized under the provisions of the act approved August 12, 1935, and contemplated extension and remodeling of the existing building.

In the development of the drawings it became evident that the remodeling of the existing building would be substantially greater than anticipated, and in addition it was found the elevator would have to be replaced.

The present building is in a prominent location and the extension should be architecturally in keeping with the balance of the structure. It is estimated that

an additional $35,000 will be required to construct a suitable extension and the necessary remodeling of the old building.

Newton, N. J.-Post office

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the acquisition of a site and the construction of a building. The net space that can be provided for post office under this limit is 3,100 square feet.

Union City, N. J.-Post office

The above project was authorized under the provisions of the act approved June 19, 1934, and contemplated the construction of a building. Construction bids for this project were opened on July 30, 1936, and the low bid submitted was approximately $67,000 in excess of the amount available for

contract.

Drawings and specifications have been revised, and it is estimated that $60,000 additional will be required based on these drawings.

West New York, N. J.-Post office

The above project was authorized under the provisions of the act approved June 19, 1934, and contemplated the acquisition of a site and the construction of a building.

The cost of the site was $49,500 more than originally estimated. Construction bids for this project were opened on December 2, 1936, and the low bid was approximately $81,500 in excess of the amount available. All construction bids have been rejected and it is estimated that $85,000 additional will be required to construct a suitable building.

New York, N. Y.-Grand Central Station

The above project was authorized under the provisions of the act approved June 22, 1936, and contemplated the remodeling of the building acquired under act of July 12, 1932.

The requirements of the Post Office Department, due to the transferring of various activities to meet business demands and effect economies of operation, necessitated more extensive alterations than was originally contemplated.

The mechanical equipment has deteriorated to such an extent, due to the age of the building and the chemical reaction of the cinder concrete in the floor arches that such equipment must be entirely replaced. The two upper office floors which are to be occupied by the Bureau of Internal Revenue will require more extensive alteration than originally proposed. The building in general is in such poor condition mechanically and a general rehabilitation will be required along with the alterations.

The cost of construction work has increased since this project was originally estimated and there is an anticipated further increase in costs before the project can be placed under contract.
