trade dollars of full weight, dollar for dollar, the silver dollar coined by authority of the act of February 28, 1878, entitled, "An act to authorize the coinage of the standard silver dollar and to restore its legal tender character;" and the trade dollars so received shall be regarded as silver bullion, and shall be deemed a part of the monthly purchase of bullion required by the act of February 28, 1878.

SEC. 2. That all provisions of law authorizing the coinage and issuance of the trade dollar are hereby repealed.

IN HOUSE.

1882, March 4-The House unanimously adopted the resolution of the Committee on Elections that the contest of Alexander Smith vs. Edward W. Robertson, sixth district of Louisiana, be dismissed.

June 6-The House unanimously adopted the resolutions of the Committee on Elections that the contestant-G. W. Witherspoon vs. R. H. M. Davidson, first district of Florida-have leave to withdraw his contest without prejudice.

June 27-The House unanimously adopted

the resolution of the Committee on Elections that the contestant in the second district of Alabama, Mr. Paul Strobach, be allowed to withdraw his contest without prejudice.

July 18-The House unanimously_adopted the resolutions of the Committee on Elections that Mr. JOHN T. STOVALL (Readjuster) was

not, and that Mr. Cabell was duly elected from the fifth district of Virginia.

July 18-The House unanimously adopted the resolutions of the Committee on Elections that Mr. Samuel J. Anderson was not, and that Mr. Reed was duly elected from the first district of Maine,

July 19-The House rejected without a division the resolutions of the minority of the Committee on Elections, that Robert Smalls was not elected, and George D. Tillman was duly elected a representative from the fifth district of South Carolina. The resolution of the majority of the Committee that Mr. Tillman was not elected was agreed to-yeas 145, nays I. The resolution that Mr. Smalls was duly elected was agreed to-yeas 141, nays 5.

July 20-The House adopted-yeas 145, nays I-resolutions of the majority of the Committee on Elections that Mr. Charles M. Shelley was not elected a Representative from the fourth district of Alabama, and that Mr. James Q. Smith was duly elected; but, having died, the seat is declared vacant.

July 25-The report of the Committee of Conference was submitted. [The report reduces the appropriation for the survey of the Chesapeake and Delaware Canal from $20,000 to $10,000, and adds a new item, being a provision for a survey between City Island and New Rochelle Harbor, N. Y. The appropriation to the Potomac River at Washington is reduced from $500,000 to $400,000; that for the survey of the Hennepin Canal from $100,000 to $30,000, and a proviso added "that nothing

herein contained shall be construed to commit. the Government to proceed with the said improvement," and that for the Mississippi river below Cairo from $5,000,000 to $4,123,000, as fixed in the House bill. The changes made reduce the aggregate of the bill to $18,743,875. The bill as passed by the House appropriated $17,367,875. As passed by the Senate, it ap propriated $20,147,575. Under the report, the Mississippi River has appropriated for its improvement from Cairo to the passes $4,123,000. It has $600,000 additional from Cairo to the Illinois River, including Alton Harbor; $200,000 additional from the Illinois River to the Des Moines Rapids; $250,000 additional from the

Des Moines Rapids to the Falls of St. Anthony; | $10,000 above the Falls of St. Anthony, and $300,000 for the reservoirs.]

Be it enacted, etc., That on and after the passage of this act, except as hereinafter provided, the taxes herein specified imposed by the internal revenue laws now in force be, and the same are hereby, repealed, namely: The stamp tax on bank checks, drafts, orders, and vouchers; the tax on the capital and deposits of banks and bankers under section 3408 of the Revised Statutes of the United States, as amended; the tax on the capital and deposits of national banks under section 5214 of said Revised Statutes, not including the taxes on the capital and deposits of said banks, bankers and national banks for the six months' period ending in the case of national banks on the 30th day of June, 1882, and in the case of other banks and bankers on the 31st day of May, 1882; the tax on matches, perfumery, medicinal preparations, and other articles imposed by Schedule A following section 3437 of said Revised Statutes.

SEC. 2. That from and after the 1st day of May, eighteen hundred and eighty-three, dealers in leaf-tobacco shall pay $12; dealers in manufactured tobacco shall pay $2.40; all manufacturers of tobacco shall pay $6; manufacturers of cigars shall pay $6. Peddlers of tobacco, snuff and cigars shall pay special taxes as follows: Peddlers of the first-class, as now defined by law, shall pay $30; peddlers of the second class shall pay $15; peddlers of the third class shall pay $7.20; and peddlers of the fourth class shall pay $3.60. Retail dealers in leaftobacco shall pay $250, and 30 cents for each dollar on the amount of their monthly sales in excess of the rate of five hundred dollars.

SEC. 3. That on cigars which shall be manufactured and sold, or removed for consumption or use, there shall be assessed and collected the following taxes, to be paid by the manufacturer thereof: On cigars of all descriptions, made of tobacco or any substitute therefor, $4 per thousand; on cigarettes weighing not more than three pounds per thousand, 75 cents per thousand; on cigarettes weighing more than three pounds per thousand, $4 per thousand: Provided, That on all original unbroken packages of checks, matches, cigars, sheroots, and cigarettes held by manu

facturers or dealers on the passage of this act, upon which the tax has been paid, there shall be allowed a rebate or drawback of the full amount of the reduction. It shall be the duty of the Commissioner of Internal Revenue, with the approval of the Secretary of the Treasury, to adopt such rules and regulations and to prescribe and furnish such blanks and forms as inay be necessary to carry this act into effect.

Mr. SPRINGER moved to recommit the bill to the Committee on Ways and Means with instructions "to report a bill at the earliest time practicable repealing all internal revenue laws and abolishing all internal revenue offices, except section 3413 of the Revised Statutes and all amendments thereto, imposing a tax of 10 per cent. on certain circulating notes, and except also the laws relating to distilled spirits, the repeal to take effect on each particular subject of taxation at such time in the future as the committee may deem expedient, but not later on all subjects and offices than January 1, 1884; and to so reorganize the system of collecting taxation on distilled spirits as to dispense with all supernumerary officials and to secure the most economical and efficient method of raising such revenue."
