The following applications for effects of deceased inmates are approved, and the treasurer is authorized to pay over same, taking proper vouchers therefor:

The application of Mrs. Caroline Slantenberg and Mrs. Catherine Ward for the effects of Elijah Peake, deceased, late New York Militia, war of 1812, is held inadmissible, as the money belongs to the National Home according to its rules and regulations.

The application of Bernard Juelg (son-in-law) for the effects of Nicholas Schmidt, deceased, late of Company K, Forty-seventh Regiment Ohio Volunteers, is granted for watch and chain, but application for money earned by labor is refused.

The application of J. A. J. Miller, township trustee, for amount of effects of William Storer, deceased, late Company G, Twenty-third Regiment Ohio Volunteers, necessary to pay bill of funeral expenses, is approved, so far as balance of pension money standing to the credit of deceased will pay it.

The application of Dr. John Wise for the effects of James A. Van Fleet, deceased, to pay bill for medical services, is refused.

The application of D. W. Bell, son, and Mrs. J. W. Vanetta, daughter, for the effects of their deceased father, George Bell, is refused, and the effects are ordered to be paid to the administrator.

The application of Mrs. Anna Winter for the effects of her deceased brother, John Dougherty, late Company B, Thirteenth Indiana Volunteers, is refused.

Northwestern Branch.

The following applications for effects of deceased inmates are approved, and the treasurer authorized to pay over the same, taking proper vouchers therefor:

APPLICATIONS FOR REMISSION OF PENALTIES.

The penalty heretofore imposed on Francis Schloegel, late Company H, Twelfth New York Cavalry, of the Central Branch, is hereby modified to the extent that he may labor six months from date without pay.

The application of John Cannon, late Company D, Seventh Maryland Volunteers, is approved, and the penalty heretofore imposed on him is hereby remitted.

The applications of the following for remission of penalties heretofore imposed are refused:

Patrick McDonald, late Company B, Thirty-fourth New York Volun teers, Central Branch.

Charles Morgan, late Company K, Thirteenth New York Volunteers, Eastern Branch.

John B. Eagan, late Company F, Sixth Vermont Volunteers, Eastern Branch.

GENERAL BUSINESS.

The board proceeded to consider the condition and requirements of the several branches of the Home, and the quarterly reports and estimates relating thereto, whereupon, after careful examination, the following resolutions were submitted by the President, and were severally adopted by the board:

Resolved, That to meet the wants of the Central Branch of the Home for the accommodation of disabled volunteer soldiers entitled to its benefits, there is hereby appropriated the sum of $20,000 for the erection of two buildings of substantially the same plan and form of construction as the present brick buildings Nos. 18 and 19, and that the governor is hereby authorized to press the work so that they may be ready for Occupancy before the cold weather of winter sets in.

Resolved, That a committee of two be appointed to advise with the governor of the Central Branch as to the location of the new brick buildings to be used as barracks, ordered in the foregoing resolution, and that General Martindale and General Coulter are hereby appointed such committee.

Resolved, That Maj. J. B. Thomas, treasurer of the Central Branch of the National Home for Disabled Volunteer Soldiers, at Dayton, Ohio, be, and he is hereby, authorized to dispose, at current market rates, of $3,000 face value of the United States four per cent. bonds now in his possession and registered in the name of the treasurer of the Central Branch of the Home, and apply the proceeds according to the resolutions of the Board of Managers passed at its meeting held at the Eastern Branch, near Angusta, Me., June 20, 1878 (printed minutes, page 407), for the completion of the music hall. Resolved, That an amount of $4,500 be appropriated toward continuing the work on the structure for the water supply for the Central Branch, this being $1,000 less than is asked for by the governor of that branch, he relying upon the printed minutes of the board, which make the appropriation in December, 1877, to appear as $5,000 instead of $5,000, which last amount it appears by the written records was appropriated, and of which $1,000 remains to be expended.

Resolved, That in order to relieve the main barracks at the Eastern Branch and make room for the beneficiaries during the coming winter, $2,500 be and the same is hereby appropriated for building a house for the surgeon near the hospital, so that he may vacate the quarters he now occupies as soon as such house is ready for occupation. · Resolved, That the bakery at the Eastern Branch is inadequate for present necessity. It was originally designed for 300 men only, and the average number now present being over 700, the estimated cost of a new bakery, to wit, $905, is hereby appropriated for the erection of such new bakery.

ESTIMATES AND APPROPRIATIONS.

The president then presented to the board the estimates for the additional funds required for the purposes of the National Home for Disabled Volunteer Soldiers for the quarter ending September 30, 1878, which, after careful revision, were agreed upon, as follows:

Resolved, That the Board of Managers of the National Home for Disabled Volunteer Soldiers estimate and appropriate the sum of $200,771.26 as necessary to meet the current expenses of the four branches of the Home for the quarter ending September 30, 1878, and for construction, repairs, clothing, bedding, outdoor relief, and incidental expenses of the National Home for the quarter; and that the acting treasurer be, and he is hereby, authorized and empowered to take such measures as may be necessary to obtain said sum from the Treasury of the United States, and to receipt for the same in the name and behalf of the National Home.

ESTIMATES FOR THE FISCAL YEAR COMMENCING JULY 1, 1879.

The Board of Managers of the National Home for Disabled Volunteer · Soldiers, having carefully reviewed the quarterly expenditures at the four several branches during the fiscal year last past, do estimate the necessary expenditures for the fiscal year commencing July 1, 1879, and authorize the president of the board to transmit the same to the Secretary of War, as follows:

MISCELLANEOUS BUSINESS.

General Coulter was appointed by the president as a member of the committee to examine and audit the accounts of the Northwestern Branch, in place of Mr. Gunckel.

Judge Bond and General Coulter were appointed a committee to inspect the Southern Branch and its management.

Colonel Harris was appointed by the president as a member of the committee to examine and audit the accounts of the Central Branch, in place of General Negley.

The account of Col. E. F. Brown for special personal expenses, incurred in services directed by the board, was referred to General Martindale and General Coulter to be audited.

The application of the following for readmission to the Central Branch is refused, he not being entitled to the benefits of the Home, under the law:

John Gallagher, late United States Navy.

Action upon the following applications for readmission is postponed, for the consideration of the board at its next meeting at the Central Branch:

PROCEEDINGS OF THE BOARD OF MANAGERS OF THE NATIONAL HOME FOR DISABLED VOLUNTEER SOLDIERS.

DAYTON, OHIO,

Wednesday, September 18, 1878.

The managers met at the Central Branch. There were present the President of the United States; the Chief Justice, M. R. Waite; General John H. Martindale; Dr. E. B. Wolcott; General Richard Coulter, and Col. Leonard A. Harris.

The board was received by the officers and men of the Home, and, escorted by the Brown Guard, proceeded to an inspection and review. An address of welcome was then presented by Col. E. F. Brown, governor of the Home, in the memorial hall, which had just been completed. Responses were made by the President of the United States, and several members of the board.

There being less than a quorum in attendance, the members present proceeded to an informal consideration of the affairs of the Home, and then, on motion, adjourned, to meet at the Boody House, in Toledo, on the 19th day of September, at 8 o'clock p. m.

The board met pursuant to adjournment, at the Boody House, in Toledo, at 8 o'clock p. m.

General B. F. Butler appeared and the other members who had been present at Dayton. A quorum being in attendance, the board proceeded to business.

The regular quarterly reports from the several branches, including returns, estimates, &c., were received, examined, and placed on file.
