READMISSIONS TO SOUTHERN BRANCH.

The following soldiers, heretofore discharged, were, for sufficient reasons, readmitted unconditionally:

John F. Knoble, late Company H, Eighty-first New York Volunteers. And the following, on condition that he does such work or duty as the deputy governor shall direct, for the period of three months, without pay, and subject to semi-annual examination:

James McGreavy, late Company H, Fifth New York Heavy Artillery. And the following, on condition that he does such work or duty as the deputy governor shall direct, for the period of six months, without pay:

And the following, on condition that he assigns absolutely, to the National Home, one-half of his entire pension for the period of four months:

The application of Michael F. Kelley, late Company A, Ninety-eighth Pennsylvania Volunteers, for readmission to Southern Branch, is refused, as the applicant appears to be able to take care of himself.

REMISSION OF PENALTY.

The application of George L. Briggs, late Company D, Seventy-third New York Volunteers, for remission of penalty, heretofore imposed as condition upon his readmission to Southern Branch, is refused.

GENERAL BUSINESS.

On motion of Colonel Harris, it was

Resolved, That the acting treasurer of the National Home for Disabled Volunteer Soldiers, by and with the advice and consent of the standing committee on finance, daly made in writing, be, and he is, authorized to sell in parcels, which shall not in the aggregate exceed $31,000, the 4 per cent. United States bonds, registered in the name of the National Home for Disabled Volunteer Soldiers, as he may deem necessary for the purpose of adjusting the pension-fund account; such adjustment being required by the fact that the acting treasurer subscribed for 4 per cent. bonds to the amount of $15,000, which subscription was through misappreliension duplicated in part by the treasurer of the Central Branch.

The board then proceeded to consider

ESTIMATES AND APPROPRIATIONS.

The president of the board then presented the estimates for the additional funds required for the purposes of the National Home for Disabled Volunteer Soldiers, for the quarter ending December 31, 1878, which, after careful revision, were agreed upon as follows:

Central Branch:

Addition to kitchen and bakery.

Steam radiators..

Deep-well pump.

Ice-houses

Low-water gauges.

Current expenses..

Northwestern Branch:

Current expenses, construction and repairs......

And whereas the estimates for the Northwestern Branch included $500 for continuance of insurance on building, on motion of the Chief Justice, it was

Resolved, That it is not expedient to continue insurance on the buildings at the Northwestern Branch.

Eastern Branch:

Current expenses and repairs

Southern Branch:

Current expenses and repairs.......

For outdoor relief and incidental expenses.

Resolved, That the Board of Managers of the National Home for Disabled Volunteer Soldiers estimate and appropriate the sum of one hundred and eighty-nine thousand five hundred and fifty-six dollars and sixty-four cents ($189,556.64) as necessary to meet the current expenses of the four branches of the Home for the quarter ending December 31, 1878, and for construction, repairs, outdoor relief, and incidental expenses of the National Home for the quarter, and that the acting treasurer be, and he is hereby, authorized and empowered to take such measures as may be necessary to obtain said sum from the Treasury of the United States, and to receipt for the same in the name and behalf of the National Home,

MISCELLANEOUS BUSINESS.

On motion, the consideration of miscellaneous business was postponed to the next meeting of the board.

There being no further business, the board adjourned to meet at the Surgeon-General's Office in Washington, on Wednesday, the 4th day of December, 1878, at 10 o'clock a. m.

PROCEEDINGS OF THE BOARD OF MANAGERS OF THE NATIONAL HOME FOR DISABLED VOLUNTEER SOLDIERS.

OFFICE OF SURGEON-GENERAL U. S. A.,

Washington, D. C., December 4, 1878. The board met at the office of the Surgeon-General, Washington, D. C., on the 4th day of December, 1878, at 10 o'clock a. m.

There were present General J. H. Martindale, Gov. Frederick Smyth, Dr. E. B. Wolcott, and Col. Leonard A. Harris.

There being less than a quorum in attendance, the members present proceeded to an informal consideration of the affairs of the Home, and then, on motion, adjourned to meet at the same place, on Thursday, December 5, 1878, at 10 o'clock a. m.

The board met pursuant to adjournment on Thursday, December 5, 1878. There were present General Coulter and the other members who had attended on the day previous. There being less than a quorum in attendance, the members present again proceeded to an informal consideration of the affairs of the Home, and then adjourned to meet at the same place on the following day, Friday, December 6, 1878, at 10 o'clock

a. m.

The board met pursuant to adjournment on Friday, December 6, 1878. There were present, in addition to the members who were in attendance on the previous day, Chief Justice M. R. Waite and Hon. Geo. W. McCrary, Secretary of War.

A quorum being in attendance, the board proceeded to business. The first vice-president, J. H. Martindale, in the absence of the presi dent, took the chair.

REPORTS.

The regular quarterly reports from the several branches, including returns, estimates, &c., were received, examined, and placed on file. The board proceeded to consider applications of discharged soldiers for readmission to the several branches of the National Home.
