The COMMITTEE ON WAYS AND MEANS:

I have the honor to transmit herewith in accordance with your request, a report by the United States Tariff Commission, suggesting a reclassification and revision of Schedule G and of related provisions of the tariff act of October 3, 1913, dealing with agricultural products and provisions. This report contains other information which may be helpful in determining rates of duty and tariff policies. Statistics of production, imports, and exports are also appended. Very respectfully,

SUGGESTED REVISION OF SECTIONS OF THE TARIFF RELATING TO AGRICULTURAL PRODUCTS AND PROVISIONS.

The Tariff Commission has made a careful and detailed study of the present tariff law and of the litigation and decisions arising in its operation. This investigation has revealed many provisions in which the names or descriptions of commodities could be so modified as to: make the tariff law clearer, less liable to give rise to litigation, easier to administer, and more in accord with commercial practice and nomenclature. The growth, moreover, in the imports of some commodities now dutiable under basket or general clauses suggests the desirability of making more specific provision for such commodities. This report deals with the tariff provisions relating to agricultural products and provisions. It consists of two sections. Part I presents the acts of 1909 and 1913, the emergency tariff of May 27, 1921, the suggested revision, and explanatory comment. Part II contains statistical matter relating to the commodities herein considered-domestic production, imports, and exports.

To the revision of the tariff paragraphs relating to agricultural products, and the comments explanatory thereof, has been added useful incidental information with regard to commercial practices. An important feature of the report is the information needed in computing differences in the rates of duty upon raw materials and their derivatives.

In accordance with the request of your subcommittee upon agricultural products and provisions, the proposed revision follows in general the arrangements and paragraphs of the act of 1909 rather than that of 1913. It has seemed desirable, however, entirely to
