COMMITTEE ON EDUCATION AND LABOR,

The subcommittee met at 10 a.m., pursuant to notice, in room 429, Old House Office Building, Hon. James Roosevelt (chairman of the subcommittee) presiding.

Present: Representatives Roosevelt, Dent, and Pucinski.

Also present: Representatives Griffin and Martin.

Staff members present: Edmund Edelman, subcommittee counsel; Richard T. Burress, minority clerk; and Adrienne Fields, subcommittee clerk.

Mr. ROOSEVELT. The committee will come to order, please.

The subcommittee today is beginning the second phase of the hearings on administration of the Davis-Bacon Act. This phase is concerned with giving the subcommittee an opportunity to requestion various witnesses from whom we initially heard testimony and an opportunity to invite other witnesses who would have something meaningful to contribute.

Before calling upon our witnesses today I should like to ask, if there is no objection, that the following statements received by the subcommittee be inserted into the record: Statement of Frank Cantrell on behalf of the Conference of State Manufacturers Association; statement of Hon.
