Mr. Provine offered the following resolution, which was referred, under the rules, to the Committee on Appropriations:

HOUSE RESOLUTION No. 68.

WHEREAS, A number of State boards and institutions have expended more money than was appropriated to them for their use, and as a result thereof they have no funds to pay their outstanding indebtedness; and,

WHEREAS, Many bills have been introduced which provide for the appropriation of money to meet the deficiencies created by said boards and institutions; and,

WHEREAS, The House of Representatives has already passed four appropriation deficiency bills amounting in the aggregate to the sum of $71,241.12; and,

WHEREAS, There are yet deficiency appropriation bills in the House aggregating an additional sum of $171,200.12, and others are yet to come before the House for its determination; and,

WHEREAS, The members desire to be informed as to the number and amount of the deficiency appropriations it will be required to consider and pass upon; therefore, be it

Resolved, That the Committee on Appropriations be and it is hereby instructed to notify the Executive Department that all appropriation bills which provide for the payment of deficiencies must be reported to the ComImittee on Appropriations not later than April 10, 1915; and, be it further Resolved, That a day certain be set for the consideration by the House of all deficiency appropriation bills or measures.

Mr. Ellis offered the following resolution and moved its adoption:

HOUSE RESOLUTION NO. 69.

WHEREAS, The Honorable John Stewart, who served as an able and faithful representative in the Thirty-fourth, Thirty-fifth and Forty-first General Assemblies, departed this life in Kane County, Illinois; and,

WHEREAS, The deceased throughout his life was a distinguished, honored, efficient and upright citizen of Kane County and of this State; and,

WHEREAS, By his death his neighbors have lost a broad, able and influential citizen, and his family one whose memory they, in common with ourselves and all who knew him, feel justly proud; therefore, be it

Resolved, by the House of Representatives of the Forty-ninth General Assembly, That we tender our profound sympathy to his grief stricken family; that this preamble and resolution be entered upon the Journal; that a suitably engrossed copy thereof be forwarded by the Clerk to the family, and as a further mark of respect to his memory that the House do now adjourn.

The resolution was unanimously adopted by a rising vote, and in accordance therewith at the hour of 11:50 o'clock a. m. the House stood adjourned.

The House proceeding upon the order of petitions, Mr. Shurtleff presented a petition from citizens of Elgin, Illinois, relating to a proposed bill to pension State employees after certain specified service had been performed,

Which was referred, under the rules, to the Committee on Appropriations.

The Speaker presented a petition from the Board of Supervisors of McHenry County, relating to amendments to the present road laws, Which was referred, under the rules, to the Committee on Roads and Bridges.

The House proceeding upon the order of reports of standing committees, Mr. Smejkal, from the Committee on Appropriations, to which was referred House Bill No. 76, being a bill for "An Act making an appropriation of the sum of seventeen hundred (1700) dollars, to reimburse Cornelius Donovan for money expended, and to be expended in the management and maintenance of the Rock Island-Moline Free Employment Office, during the biennium ending with June 30, 1915,"

Reported the same back with amendments thereto, with the recommendation that the amendments be adopted and that the bill, as amended, do pass.

Mr. Smejkal, from the Committee on Appropriations, to which was referred:

SENATE JOINT RESOLUTION No. 2.

PANAMA-PACIFIC INTERNATIONAL EXPOSITION, SAN FRANCISCO, CAL. WHEREAS, The Illinois State Commission to the Panama-Pacific International Exposition, to be held in San Francisco during the present year (1915) has decided to place in the Illinois State Building at the said PanamaPacific International Exposition an exhibit of material, such as letters, portraits and relics portraying a history of the life of Abraham Lincoln, the most illustrious son of Illinois, this exhibit to be known as the Lincoln Memorial Exhibit, for which a room has been especially prepared by the Illinois Commission to the Exposition.

The commissión has requested the Board of Trustees of the Illinois State Historical Library to lend to it certain articles, pictures, relics, and documents now in the custody of said Board of Trustees of the Illinois State Historical Library to be used as a part of said Lincoln Memorial Exhibit; and,

WHEREAS, It seems desirable that the request be granted; therefore, Resolved, by the Senate, the House of Representatives concurring therein, That the Board of Trustees of the Illinois State Historical Library be and are hereby authorized to loan to the Illinois State Commission to the Panama-Pacific International Exposition for the exhibit at said exposition, such historical relics, documents, etc., under its control as said commission may deem necessary for said exhibit, provided that said commission shall return at the conclusion of said exposition, to the custody of the Board of Trustees of the Illinois State Historical Library, all such articles, relics, documents; etc., in as good condition as when taken away, and without expense to the Board of Trustees of the Illinois State Historical Library; Resolved, That such additional historical matter collected by the Illinois State Commission to the Panama-Pacific International Exposition for making said exhibit, shall, at the close of the exposition, be the property of the State of Illinois, and shall be placed in the Illinois State Historical Library at Springfield, Illinois.

Reported the same back with the recommendation that it be adopted. The report of the Committee was concurred in, and Senate Joint Resolution No. 2 was adopted.
