The House met pursuant to adjournment,

The Journal of yesterday was being read, when, on motion of Mr. Atwood, the further reading of the same was dispensed with, and it was ordered to stand approved.

The House proceeding upon the order of reports of standing committees,

Mr. Scholes, from the Committee on Elections, to which was referred House Bill No. 137, being a bill for "An Act to amend an Act entitled, 'An Act regulating the holding of elections and declaring the result thereof in cities, villages and incorporated towns in this State,' approved June 19, 1885, in force July 1, 1885, as amended by all subsequent Acts, by amending section three (3) of article III thereof,"

Reported the same back with amendments thereto, with the recommendation that the amendments be adopted and that the bill, as amended, do pass.

The report of the committee was concurred in and the bill ordered to a first reading.

The Speaker, from the Committee on Rules, laid before the House the following report, with the recommendation that it be adopted:

Amend last paragraph in rule 14 by striking out in the third line the words "with a duplicate thereof."

The Committee on Rules further recommends that Senate Joint Resolution No. 3 be made a special order on Wednesday, March 31, at 11:00 o'clock a. m.

The report of the committee was adopted and it was so ordered.

Mr. Merritt asked and obtained unanimous consent to be recorded as voting "Aye" on the roll on the passage of House Bill No. 415 on Thursday, March 25, 1915.

Mr. Lynch, from the Committee on Engrossed and Enrolled Bills, reported that House bills of the following titles have been correctly engrossed and returned herewith:

HOUSE BILL No. 17.

A bill for "An Act to enable county boards of supervisors in counties under township organization and county commissioners in counties not under township organization to appropriate county funds for use for county poultry exhibitions by societies organized for that purpose."

HOUSE BILL No. 40.

A bill for "An Act to amend sections twenty-six (26) and thirty-seven (37) of and to add a section numbered forty-four-a (44a) to an Act entitled, 'An Act to provide for the construction, reparation and protection of drains, ditches, and levees across the lands of others for agricultural, sanitary and

mining purposes, and to provide for the organization of drainage districts,' approved and in force May 29, 1879; as amended by an Act approved June 30, 1885, in force July 1, 1885; as amended by an Act approved June 4, 1889, in force July 1, 1889; as amended by an Act approved June 24, 1895, in force July 1, 1895; as amended by an Act approved May 10, 1901, in force July 1, 1901; as amended by an Act approved May 14, 1903, in force July 1, 1903; as amended by an Act approved and in force May 20, 1907; as amended by an Act approved and in force May 29, 1909; as amended by an Act approved and in force June 27, 1913."

HOUSE BILL No. 45.

A bill for "An Act giving to the board of education of any school district having a population of less than 500,000 inhabitants, and existing by virtue of any special charter and governed by any or all such special charters, the power to borrow money for certain purposes, and issue negotiable coupon bonds therefor, and providing that the proposition or question to borrow money and issue such bonds shall be submitted to the voters of such school district."

HOUSE BILL No. 152.

A bill for "An Act to amend an Act entitled, 'An Act to revise the law in relation to the adoption of children,' approved February 27, 1874, in force July 1, 1874."

HOUSE BILL No. 209.

A bill for "An Act for an appropriation to meet a deficit in the appropriation for incidental expenses of the office of Auditor of Public Accounts."

HOUSE BILL No. 215.

A bill for "An Act to prescribe the conditions and restrictions under which public vaults, crypts or mausoleums for the interment of human bodies may be constructed, and fixing penalties for failure to comply therewith."

HOUSE BILL No. 240.

A bill for "An Act to amend an Act entitled, 'An Act to revise the law in relation to roads and bridges,' approved June 27, 1913, in force July 1, 1913, by amending sections 108, 115, and 122, thereof."

The foregoing House bills numbered 17, 40, 45, 152, 209, 215, and 240 were placed in the order of House bills on third reading.

Mr. Holaday, from the Committee on Judiciary, to which was referred bills of the following titles, to wit:

HOUSE BILL No. 72.

A bill for "An Act to amend an Act to regulate the assignment of notes secured by chattel mortgage and to regulate the sale of property under the power of sale contained in chattel mortgages, approved June 21, 1895, in force July 1, 1895, by amending section 2 of said Act," which section as amended, shall read as follows:

HOUSE BILL No. 328.

A bill for "An Act to amend an Act entitled, 'An Act concerning fees and salaries, and to classify the several counties of this State with reference thereto,' approved March 29, 1872, in force July 1, 1872, which title was amended as recited herein by an Act approved March 28, 1874, by adding thereto a new section to be known as section 182."

HOUSE BILL No. 199.

A bill for "An Act to amend an Act entitled, 'An Act to revise the law in relation to criminal jurisprudence,' approved March 27, 1874, in force July 1, 1874, as amended by an Act approved June 8, 1909, in force July 1, 1909, by repealing section ninety-seven (97) thereof, and substituting another section for said section ninety-seven (97), and to further amend said Act by adding thereto one additional section to be known as section 97a."

HOUSE BILL No. 71.

A bill for "An Act to amend section 1 of 'An Act in regard to attachments in courts of record,' approved December 23, A. D. 1871, in force July 1, 1872."

Reported the same back with the recommendation that the bills do pass.

The report of the committee was concurred in and House bills numbered 72, 328, 199, and 71 were ordered to a first reading.

Mr. Holaday, from the Committee on Judiciary, to which was referred House Bill No. 73, being a bill for "An Act to amend 'An Act in regard to garnishment,' approved March 9, 1872, in force July 1, 1872, by adding thereto one additional section to be known as section 7a, which said additional section shall read as follows,"

Reported the same back with amendments thereto, with the recommendation that the amendments be adopted and that the bill, as amended, do pass.

The report of the committee was concurred in and the bill ordered to a first reading.

Mr. Dudgeon, from the Committee on Agriculture, to which was referred House Bill No. 150, being a bill for "An Act to amend an Act entitled, 'An Act to revise the law in relation to fences,' approved March 21, 1874, in force July 1, 1874, as amended by subsequent Acts, by amending sections 2, 5, 7, and 11, respectively, thereof,"

Reported the same back with the recommendation that the bill do pass.

Mr. DeYoung introduced a bill, House Bill No. 538, a bill for “An Act to amend section 7 of an Act entitled, 'An Act to provide for and regulate the administration of trusts by trust companies,' approved June 15, 1887, and in force July 1, 1887, as amended."

Mr. DeYoung introduced a bill, House Bill No. 539, a bill for “An Act to amend section 6 of the Act entitled, 'An Act to provide for the organization, management and regulation of surety companies,' approved and in force April 17, 1899."

Mr. Ellis, by request, introduced a bill, House Bill No. 540, a bill for "An Act to amend sections 4 and 9 of an Act entitled, 'An Act to revise the law in relation to the sentence and commitment of persons convicted of crime, and providing for a system of parole, and to provide compensation for the officers of said system of parole,' approved April 21, 1899, in force July 1, 1899; as amended by an Act approved May 10, 1901, in force July 1, 1901; as amended by an Act approved June 5, 1911, in force July 1, 1911."

Mr. Gorman introduced a bill, House Bill No. 541, a bill for "An Act to provide for a deficiency in the office of the Chief Inspector of Private Employment Agencies for the fiscal year ending June 30, 1915."

Mr. T. E. Graham introduced a bill, House Bill No. 542, a bill for "An Act to amend an Act entitled, 'An Act to revise the law in relation to recorders,' approved March 9, 1874, in force July 1, 1874, as subsequently amended by amending section thirteen (13) thereof."
