House Bill No. 4, a bill for "An Act to amend an Act entitled, 'An Act to provide for the appointment of school directors, and members of the board of education in certain cases,' approved May 29, 1879, in force July 1, 1879, as amended by subsequent Acts, by adding two (2) new sections to be known as sections five (5) and six (6), empowering school directors and boards of education in certain school districts to draw and issue warrants in anticipation of taxes levied by the proper authorities for school purposes and validating warrants theretofore issued by said school directors or boards of education in certain cases,' Having been engrossed and all amendments adopted thereto having been printed, was taken up and read at large a third time,

This bill expressing an emergency in the body of the Act, rendering it necessary that it shall take effect immediately upon its passage and approval, and having received the votes of two-thirds of the members elected, was declared passed.

House Bill No. 415, a bill for "An Act to provide for the payment of 50 per cent of losses sustained on account of the slaughter of live stock to suppress the foot and mouth disease and to make an appropriation therefor,"

Having been engrossed and all amendments adopted thereto having been printed, was taken up and read at large a third time.

And the question being, "Shall this bill pass?" it was decided in the affirmative by the following vote: Yeas, 106; nays, 1.

Mr. Smejkal, from the Committee on Appropriations, to which was referred House Bill No. 515, being a bill for "An Act making an appropriation for the ordinary and contingent expenses of the Board of Commissioners of State Contracts, and declaring an emergency,' Reported the same back with the recommendation that it [the bill] do not pass.

The report of the committee was concurred in and the bill ordered to lie on the table.

Mr. Smejkal, from the Committee on Appropriations, reported the following Committee Bill, House Bill No. 528, being a bill for "An Act making an appropriation to meet the deficiencies in the appropriations to the Board of Commissioners of State Contracts for the purchase of printing paper and stationery for public printing and for public binding under contract by the State of Illinois,"

And recommended that it do pass.

The report of the committee was concurred in and the bill read at large a first time, ordered printed and to a second reading.

Mr. Smejkal, from the Committee on Appropriations, to which was referred House Bill No. 165, being a bill for "An Act to make an appropriation for the benefit, aid and maintenance of the Illinois Firemen's Association,"
