The Journal of Friday, March 19, was being read, when, on motion of Mr. W. M. Brown, the further reading of the same was dispensed with, and it was ordered to stand approved.

The House proceeding upon the order of petitions, Mr. Gorman presented a petition from citizens of Peoria, Illinois, relating to changes in the game laws,

Which was referred, under the rules, to the Committee on Fish and Game.

The House proceeding upon the order of reports of standing committees, Mr. Holaday, from the Committee on Judiciary, to which was referred House Bill No. 215, being a bill for "An Act to prescribe the conditions and restrictions under which public vaults, crypts or mausoleums for the interment of human bodies may be constructed, and fixing penalties for failure to comply therewith,"

Reported the same back with amendments thereto, with the recommendation that the amendments be adopted and that the bill, as amended, do pass.

The report of the committee was concurred in and the bill ordered to a first reading.

Mr. Holaday, from the Committee on Judiciary, to which was referred House Bill No. 121, being a bill for "An Act to amend section A1 of an Act entitled, 'An Act to revise the law in relation to divorce,' approved March 10, 1874, in force July 1, 1874; added by amendment by Act approved May 13, 1905, in force July 1, 1905,"

pass.

By unanimous consent, Mr. W. M. Brown introduced a bill, House Bill No. 417, a bill for "An Act authorizing townships to acquire and maintain lands for park purposes."

By unanimous consent, Mr. Bentley introduced a bill, House Bill No. 418, a bill for "An Act to amend an Act entitled, 'An Act to establish the Illinois State Reformatory, and making an appropriation therefor,' approved June 18, 1891, in force July 1, 1891, as subsequently amended by amending section three (3) thereof."

The bill was taken up, read by title, ordered printed and referred to the Committee on Appropriations.

By unanimous consent, Mr. Lyle introduced a bill, House Bill No.

419, a bill for "An 'Act to amend an Act to provide for the printing and distribution of ballots at public expense, and for the nomination of candidates for public offices, to regulate the manner of holding elections, and to enforce the secrecy of the ballot, approved June 22, 1891, in force July 1, 1891."

The bill was taken up, read by title, ordered printed and referred to the Committee on Elections.

By unanimous consent, Mr. Madsen introduced a bill, House Bill No. 420, a bill for "An Act to amend an Act entitled, 'An Act to authorize judges of Courts of Record to appoint jury commissioners and prescribing their powers and duties,' approved June 9, 1897, in force July 1, 1897, as amended by subsequent Acts by amending sections two (2), three (3), four (4), and five (5) thereof."

The bill was taken up, read by title, ordered printed and referred to the Committee on Judicial Department and Practice.

By unanimous consent, Mr. Harry Wilson introduced a bill, House Bill No. 421, a bill for "An Act reappropriating funds appropriated for paving in front of the grounds of the Southern Illinois State Normal University."

By unanimous consent, Mr. Harry Wilson introduced a bill, House Bill No. 422, a bill for "An Act to make an appropriation for the purpose of erecting and equipping a gymnasium, auditorium and administrative offices on the campus of the Southern Illinois State Normal University."

By unanimous consent, Mr. Harry Wilson introduced a bill, House Bill No. 423, a bill for "An Act making appropriations for the Southern Illinois State Normal University."

By unanimous consent, the Speaker laid before the House a communication from the Secretary of State transmitting a copy of House Joint Resolution No. 92, adopted by the General Assembly of the state of Connecticut, in relation to an amendment to the Constitution of the United States, concerning polygamy,

The House proceeding upon the order of House bills on first reading, House Bill No. 247, a bill for "An Act for an emergency appropriation to meet a deficit in the appropriation for the office expenses of the State Factory Inspector,"

House Bill No. 148, a bill for "An Act concerning larceny and embezzlement of funds and property,"

Was taken up, read at large a first time, and ordered to a second reading.

The House proceeding upon the order of House Bills on second reading, House Bill No. 4, a bill for "An Act to amend an Act entitled, 'An Act to provide for the appointment of school directors, and members

of the board of education in certain cases,' approved May 29, 1879, in force July 1, 1879; as amended by subsequent Acts, by adding two (2) new sections to be known as sections five (5) and six (6), empowering school directors and boards of education in certain school districts to draw and issue warrants in anticipation of taxes levied by the proper authorities for school purposes and validating warrants theretofore issued by said school directors or boards of education in certain cases," Having been printed, was taken up and read at large a second time, And the question being, "Shall the bill be engrossed for a third reading?" it was decided in the affirmative.

House Bill No. 265, a bill for "An Act to re-appropriate for the use of the Illinois State Horticultural Society the sum of five thousand dollars already appropriated by the Forty-eighth General Assembly," Having been printed, was taken up and read at large a second time, Whereupon, the Committee on Appropriations offered the following amendment and moved its adoption:

AMENDMENT No. 1.

Amend House Bill No. 265 as follows: Amend section 2 line 3 of printed bill by inserting after the word "and" the words "approved by the Governor."

And the amendment was adopted.

There being no further amendments, the foregoing amendment was ordered printed,

And the question then being, "Shall the bill, as amended, be engrossed for a third reading?" it was decided in the affirmative.

The House proceeding upon the order of resolutions, Mr. Gorman offered the following resolution, and moved its adoption:

HOUSE RESOLUTION No. 59.

WHEREAS, The late Hon. Peter Cahill, who died on October 21, 1913, was a member of the House of Representatives of the State of Illinois, during the Thirty-eighth, Thirty-ninth and Forty-first sessions of the General Assembly; and,

WHEREAS, The said Peter Cahill was held in high esteem by all his associates and acquaintances and especially honored in the community in which he lived, by selection as member of the board of supervisors and to other important positions, representing his neighbors and associates; and, WHEREAS, His public acts furnish conclusive evidence of his desire to serve the best interests of the public; therefore, be it

Resolved, by the House of Representatives of the Forty-ninth General Assembly, That we express merited appreciation of the said Peter Cahill, as a citizen and public servant; and, be it further

Resolved, That a copy of this preamble and resolution be spread upon the Journal, that a suitably engrossed copy thereof be forwarded by the Clerk to the family, and as a further mark of respect to his memory, that the House do now adjourn.

The resolution was unanimously adopted by a rising vote, and in accordance therewith, at the hour of 5:50 o'clock p. m., the House stood adjourned.

Which was referred, under the rules, to the Committee on Waterways.

The House proceeding upon the order of reports of standing committees, Mr. Smejkal, from the Committee on Appropriations, to which was referred

HOUSE BILL No. 1.

A bill for "An Act making an appropriation for the payment of one-half of the loss occasioned by the slaughter, under the direction of the State and Federal authorities, of cattle, sheep, swine, and other animals, and for the necessary expense incurred in disposing of the slaughtered animals and the disinfecting of the infected premises for the purpose of controlling and eradicating the hoof and mouth disease."

HOUSE BILL No. 2.

A bill for “An Act appropriating one million, nine hundred thousand dollars ($1,900,000.00) for the payment of claims arising from losses sustained on account of the slaughter of animals and the destruction of, or damage to other property by authority of the Government of the United States and of the State of Illinois, for the purpose of eradicating, controlling or preventing the spread of the hoof and mouth disease."

HOUSE BILL NO. 3.

A bill for "An Act to provide for the payment of losses sustained by owners of animals and other property on account of the slaughter of animals and the destruction or damaging of other property for the purpose of eradicating or controlling, or preventing the spread of the hoof and mouth disease."

HOUSE BILL No. 98.

A bill for "An Act making appropriations for the payment of claims for animals and property destroyed in connection with efforts to stamp out and prevent the spread of the contagious disease among animals known as foot and mouth disease, and for the payment of expenses incident to and connected therewith, and to provide a fund for the use of the State Board of Live Stock Commissioners for the suppression and prevention of the spread of contagious diseases among domestic animals in the future."

Mr. Smejkal, from the Committee on Appropriations, to which was referred Senate Bill No. 1, being a bill for "An Act making an appropriation for the payment of claims arising from loss on account of the slaughter of animals having the foot and mouth disease,"

Reported the same back with the recommendation that the bill do not pass.

The report of the committee was concurred in and the bill ordered to lie on the table.

Mr. Lynch, from the Committee on Engrossed and Enrolled Bills, reported that House bills of the following titles have been correctly engrossed and returned herewith:

HOUSE BILL NO. 106.

An Act to amend section 13 of "An Act entitled, 'An Act for the assessment of property, and for the levy and collection of taxes,' approved March 30, 1872, in force July 1, 1872, as amended by an Act in force July 1, 1905."

HOUSE BILL No. 102.

An Act to provide for the deficiency in office and other expenses of the Industrial Board for the period beginning January 1, and ending June 30, 1915.

HOUSE BILL No. 79.

An Act making an appropriation to meet the deficiencies in the appropriation to the Insurance Superintendent for expenses in the prosecution of violations of the insurance laws, for all examinations and investigations, such amount for expenses incurred and services of assistants employed as shall be collected from the companies or associations examined, for additional office help, etc.

HOUSE BILL No. 176.

An Act to provide for an increase in the number of judges of the Circuit Court of Cook County.

The foregoing bills were placed in the order of House bills on third reading.

A bill for "An Act to provide for the incidental expenses of the Fortyninth General Assembly for the State of Illinois."
