The Journal of yesterday was being read, when, on motion of Mr. Dahlberg, the further reading of the same was dispensed with, and it was ordered to stand approved.

The House proceeding upon the order of petitions, Mr. Shurtleff presented a petition from citizens of Boone County, Illinois, relating to the Illinois State Teachers' Pension and Retirement Fund Bill,

Which was referred, under the rules, to the Committee on Education. Mr. Carl Green asked and obtained unanimous consent to have House Bill No. 170 re-referred from the Committee on Judiciary, to the Committee on Insurance, and it was so ordered.

The House proceeding upon the order of introduction of bills, the roll was called for that purpose, whereupon,

Mr. Bruce introduced a bill, House Bill No. 403, a bill for "An Act to amend an Act entitled, 'An Act to regulate the civil service of cities,' approved and in force March 20, 1895, as subsequently amended by amending sections nine (9), ten (10) and twelve (12) thereof and adding thereto a new section to be known as section 12a."

The bill was taken up, read by title, ordered printed and referred to the Committee on Civil Service.

Mr. Burns introduced a bill, House Bill No. 404, a bill for “An Act to establish a minimum wage commission and to define its powers and duties, to provide for the creation of wage boards, and for the determination of minimum wages for women and minors in the various occupations, trades and industries in which women and minors are employed, and for putting into effect the findings of said commission and for the punishment of any violations of the provisions of the Act." The bill was taken up, read by title, ordered printed and referred to the Committee on Industrial Affairs.

Mr. Burres introduced a bill, House Bill No. 405, a bill for "An Act to amend an Act entitled, 'An Act to enable associations of persons to become a body corporate to raise funds to be loaned only among the members of such association,' in force July 1, 1879, as amended by subsequent Acts by amending section 5c thereof."

The bill was taken up, read by title, ordered printed and referred to the Committee on Banks, Banking and Building and Loan Associations.

Mr. Thomas Curran introduced a bill, House Bill No. 406, a bill for "An Act to provide for the licensing of structural engineers, to regulate the practice of structural engineering, and to exempt licensed structural engineers from the provisions of the Act, relating to the practice of architecture."

The bill was taken up, read by title, ordered printed and referred to the Committee on License and Miscellany.

Mr. Davis introduced a bill, House Bill No. 407, a bill for “An Act to amend an Act entitled, 'An Act to revise the law in relation to roads and bridges,' approved June 27, 1913, in force July 1, 1913, by amending sections 9, 15a, and 32, thereof."

The bill was taken up, read by title, ordered printed and referred to the Committee on Roads and Bridges.

Mr. Gregory introduced a bill, House Bill No. 408, a bill for "An Act to amend an Act entitled, 'An Act to revise the law in relation to the Secretary of State,' approved March 30, 1874, in force July 1, 1874, by adding a new section thereto to be known as section 6a thereof."

The bill was taken up, read by title, ordered printed and referred to the Committee on Efficiency and Economy.

Mr. Hennebry introduced a bill, House Bill No. 409, a bill for "An Act to amend an Act entitled, 'An Act to authorize the employment of convicts and prisoners in the penal and reformatory institutions of the State of Illinois in the preparation of road building materials and in working on the public roads."

The bill was taken up, read by title, ordered printed and referred to the Committee on Industrial Affairs.

Mr. McCormick introduced a bill, House Bill No. 410, a bill for "An Act for an appropriation for the repair and rearrangement of the interior of the Capitol Building."

Mr. Roderick introduced a bill, House Bill No. 411, a bill for "An Act to amend an Act entitled, 'An Act in relation to practice and procedure in courts of record,' approved June 3, 1907, in force July 1, 1907, and subsequent Acts amendatory thereof, by amending sections seventy-three (73), one hundred and thirteen (113), and one hundred and twenty (120)."

The bill was taken up, read by title, ordered printed and referred to the Committee on Judicial Department and Practice.

Mr. Scanlan introduced a bill, House Bill No. 412, a bill for "An Act to amend section 46 of an Act entitled, 'An Act to establish and maintain a system of free schools,' approved and in force June 12, 1909, as amended."

The bill was taken up, read by title, ordered printed and referred to the Committee on Education.

Mr. Schuberth introduced a bill, House Bill No. 413, a bill for “An Act to amend sections seven (7) and eighteen (18) of an Act entitled, 'An Act concerning land titles,' approved and in force May 1, 1897, as amended by an Act to amend sections seven (7) and eighteen (18) of an Act entitled, 'An Act concerning land titles,' approved May 18, 1903, and in force July 1, 1903."

The bill was taken up, read by title, ordered printed and referred to the Committee on Judiciary.

Mr. Tuttle introduced a bill, House Bill No. 414, a bill for "An Act to amend an Act entitled, 'An Act to amend an Act entitled, 'An Act to provide for the incorporation of cities and villages,' approved April 10, 1872, in force July 1, 1872, and all Acts amendatory thereto

by adding thereto article XIII,' approved March 9, 1910, in force July 1, 1910, by amending sections fifty-four (54) and fifty-four and onehalf (542) thereof."

The bill was taken up, read by title, ordered printed and referred to the Committee on Municipalities.

The House proceeding upon the order of reports of standing committees, Mr. Smejkal, from the Committee on Appropriations, reported the following committee bill, House Bill No. 415, being a bill for "An Act to provide for the payment of fifty per cent of losses sustained on account of the slaughter of live stock to suppress the foot and mouth disease and to make an appropriation therefor,"

And recommended that it do pass.

The report of the committee was concurred in and the bill read at large a first time, ordered printed and to a second reading.

Mr. Smejkal, from the Committee on Appropriations, to which was referred House Bill No. 247, being a bill for "An Act for an emergency appropriation to meet the deficit in the appropriation for the office expenses of the State Factory Inspector,"

Reported the same back with amendments thereto, with the recommendation that the amendments be adopted and that the bill, as amended, do pass.

The report of the Committee was concurred in and the bill ordered to a first reading.

Mr. Holaday, from the Committee on Judiciary, to which was referred House Bill No. 35, being a bill for "An Act making it a misdemeanor for any person to neglect or refuse, without reasonable cause, to provide for the support or maintenance of his wife, or, without lawful excuse to desert or neglect or refuse to provide for the support or maintenance of his or her child or children under the age of eighteen years in destitute or necessitous circumstances, to provide punishment for violation thereof and to provide for suspension of sentence and release upon probation in such cases,"

pass.

House Bill No. 147, a bill for "An Act to amend section seventyfive (75) of an Act entitled, 'An Act to revise the law in relation to roads and bridges,' approved June 27, 1913, in force July 1, 1913,"

Was taken up, read at large a first time and ordered to a second reading.

House Bill No. 265, a bill for "An Act to reappropriate, for the use of the Illinois State Horticultural Society, the sum of $5,000.00 already appropriated by the Forty-eighth General Assembly,"

Was taken up, read at large a first time and ordered to a second reading.

The House proceeding upon the order of House bills on second reading, House Bill No. 106, a bill for "An Act to amend section 13 of an Act entitled, 'An Act for the assessment of property and for the levy and collection of taxes,' approved March 30, 1872, in force July 1, 1872. as amended by an Act in force July 1, 1905,"

Having been printed, was taken up and read at large a second time, Whereupon, the Committee on Revenue offered the following amendment and moved its adoption:

AMENDMENT No. 1.

Amend House Bill No. 106 as printed in the House, section 13, page 2, by striking out the following words and figures after the word "certificates" on lines 31, 32, and 33, "based upon the National Fraternal Congress Table of Mortality with interest at 4 per centum per annum."

And the amendment was adopted.

There being no further amendments, the foregoing amendment was ordered printed,

And the question then being, "Shall the bill, as amended, be engrossed for a third reading?" it was decided in the affirmative.

House Bill No. 79, a bill for "An Act making an appropriation to meet the deficiencies in the appropriations to the Insurance Superintendent for expenses in the prosecution of violations of the insurance laws for all examinations and investigations such amount for expenses incurred and services of assistants employed as shall be collected from the companies or associations examined; for additional office help; for printing reports of examination; and for office expenses,"

Having been printed, was taken up and read at large a second time, Whereupon, the Committee on Appropriations offered the following amendment, and moved its adoption:

AMENDMENT No. 1.

Amend House Bill No. 79, as printed in the House, section 2, line 4, by inserting after the word "superintendent" the following words: "and approved by the Governor."

And the amendment was adopted.

There being no further amendments, the foregoing amendment was ordered printed,

And the question then being, "Shall the bill as amended, be engrossed for a third reading?" it was decided in the affirmative.

By unanimous consent, Mr. Foster, by request, introduced a bill, House Bill No. 416, a bill for "An Act to amend an Act entitled, ‘An Act for the conservation of game, wild fowl, birds and fish in the State of Illinois, for the appointment of a commission and staff for the enforcement thereof, and to repeal certain Acts relating thereto,' approved June 23, 1913, in force July 1, 1913, by amending sections 1, 2, 3, 4, 6, 15, 21, 22, 34, 40, 41, 44, 48 and 51 respectively thereof; by adding sections 9a, 21a, 40b, 63a and 63b respectively thereto; by repealing sections 25, 29, 30, 31, and 46 respectively thereof; and by renumbering section 50 as section 45 thereof."

The bill was taken up, read by title, ordered printed and referred to the Committee on Fish and Game.

Mr. Rothschild moved that when the House adjourns today, it stand adjourned until Monday, March 22, 1915, at 5:30 o'clock p. m., And the motion prevailed.

The House proceeding upon the order of resolutions, Mr. Santry offered the following resolution, which was referred, under the rules, to the Committee on Rules:

HOUSE RESOLUTION No. 57.

Resolved, That the rules of the House be amended so as to read as follows: Any person or persons, representing associations or organizations of any kind, composed directly or indirectly, wholly or in part of firms, partnerships or corporations, shall file a list of such firms, partnerships or corporations, with the clerk of the committee before appearing before such committee.

Mr. Placek offered the following resolution, and moved its adoption:

HOUSE RESOLUTION NO. 58.

WHEREAS. Hon. Phillip Steiner, a former member of the House, from Cook County, departed this life at his home in Chicago, Cook County, Illinois; and,

WHEREAS, He was a distinguished and honored citizen of this State and a prominent and influential member of the House and highly esteemed in the community in which he lived; therefore, be it

Resolved, That the House of Representatives of the Forty-ninth General Assembly tender to his family and friends their sincere sympathy in their loss; and, be it further

Resolved, That this preamble and resolution be spread upon the Journal of the House, and that a suitably engrossed copy be forwarded by the Clerk to the family of the deceased, and that as a further mark of respect to his memory, the House do now adjourn.

The resolution was unanimously adopted by a rising vote, and in accordance therewith, at the hour of 11:25 o'clock a. m., the House stood adjourned until Monday, March 22, 1915, at 5:30 o'clock p. m.
