Mr. Speaker-I am directed to inform the House of Representatives that the Senate has adopted the following preamble and joint resolution, in the adoption of which I am instructed to ask the concurrence of the House of Representatives, to wit:

SENATE JOINT RESOLUTION No. 10.

WHEREAS, A number of the great nations of the world are now engaged in armed conflict unparalleled in history, and which has become and is, the calamity of the ages; and,

WHEREAS, It is both wise and just that the United States of America should be and remain not only wholly neutral, but also wholly fair and impartial as between these nations in conflict, to the end that we may remain at peace with the world; and,

WHEREAS, In the interests of the world's humanity it is well that the United States of America do everything possible, consistent with our own honor and safety, to bring about a restoration of peace between those now engaged in a war deciminating the human race, devastating the world's industries and threatening the peace and welfare of our own people; be it therefore

Resolved, by the Senate, the House of Representatives concurring herein, That we hereby commend the President of the United States and those of his advisors, and the members of the Senate and House of Representatives of the United States, in so far as they have adopted a policy of strict neutrality in this crisis, and further that we commend the action of the President of the United States because of his offer of the good offices of the government, at any time when the same may become acceptable, in an attempt to bring about a restoration of peace among the nations now at war; and, be it further Resolved, That we urge the President and the members of the Senate and House of Representatives of the United States, to remain steadfast in a policy of strict neutrality and impartiality as between those in armed conflict, and that they do whatever seems possible to do, consistent with our own honor and safety, in behalf of the preservation of peace at home and the restoration of peace abroad; be it further

Resolved, That the Secretary of State be, and he is hereby instructed to transmit copies of this resolution to the President of the United States and to the members of the Senate and House of Representatives of the United States, from the State of Illinois.
