The House met pursuant to adjournment,

The Journal of yesterday was being read, when, on motion of Mr. McGloon, the further reading of the same was dispensed with, and it was ordered to stand approved.

The House proceeding upon the order of petitions, Mr. W. M. Brown presented a petition, relating to House Bill No. 8, which was referred, under the rules, to the Committee on Municipalities.

Mr. Smejkal presented a petition, relating to the fish and game laws, which was referred, under the rules, to the Committee on Fish and Game.

Mr. Merritt presented a petition, from the Board of Supervisors of St. Clair County, Illinois, relating to amendments to the Tice Road Law, which was referred, under the rules, to the Committee on Roads and Bridges.

Mr. Merritt presented a petition, from school teachers in LaSalle County, Illinois, relating to a State-wide Teachers Retirement Fund, which was referred, under the rules, to the Committee on Education.

By unanimous consent, the attention of the House was called to the absence of Messrs. Farrell and Elliott, on account of sickness.

The House proceeding upon the order of reports of standing committees, Mr. Smejkal, from the Committee on Appropriations, to which was referred House Bill No. 102, being a bill for "An Act to provide for a deficiency in office and other expenses of the Industrial Board, for the period beginning January 1, and ending June 30, 1915,"

pass.

Reported the same back with the recommendation that the bill do

The report of the committee was concurred in, and the bill ordered to a first reading.

By unanimous consent, Mr. Burns called up House Bill No. 12, in the order of second reading, and House Bill No. 12, a bill for "An Act to amend an Act entitled, 'An Act to provide for the holding of primary elections by political parties,' approved March 9, 1910, in force July 1, 1910, by amending section 6 thereof,"

Having been printed, was taken up and read at large a second time. Whereupon, Mr. W. J. Graham offered the following amendment, and moved its adoption:

AMENDMENT No. 1.

Amend House Bill No. 12, by striking out lines 33, 34, and 35 of the printed bill.

The question recurring on the adoption of Amendment No. 1, a division of the House was had, resulting as follows: Yeas, 77; nays, 28. And the amendment was adopted.

Mr. Purdunn offered the following amendment and moved its adoption:

AMENDMENT No. 2.

Amend House Bill No. 12, by striking out the enacting clause.

And the question being on the adoption of Amendment No. 2, a division of the House was had, resulting as follows: Yeas, 25; nays, 62, And the amendment was lost.

There being no further amendments, the foregoing Amendment No. 1 was ordered printed,

And the question then being "Shall the bill as amended be engrossed for a third reading?" it was decided in the affirmative.

The House proceeding upon the order of House Bills on first reading, House Bill No. 102, a bill for "An Act to provide for a deficiency in office and other expenses of the Industrial Board for the period beginning January 1, and ending June 30, 1915,"

Was taken up, read at large a first time, and ordered to a second reading.

The House proceeding upon the order of Senate Bills on third reading, Senate Bill No. 4, a bill for "An Act making appropriations for the payment of employees of the Forty-ninth General Assembly,"

Was taken up, and all amendments adopted thereto having been engrossed and printed, was read at large a third time,

And the question being, "Shall this bill pass?" it was decided in the affirmative by the following vote: Yeas, 118; nays, 0.

This bill expressing an emergency in the body of the Act, rendering it necessary that it shall take effect immediately upon its passage and approval, and having received the vote of two-thirds of the members elected, was declared passed.

Ordered that the title be as aforesaid, and that the Clerk inform the Senate thereof.

Senate Bill No. 5, a bill for "An Act to provide for the incidental expenses of the Forty-ninth General Assembly of the State of Illinois, to be incurred by the Secretary of State, and for the care and custody of the State House and grounds, to be incurred and now unprovided for,"

Was taken up, and all amendments adopted thereto having been engrossed and printed, was read at large a third time,

And the question being, "Shall this bill pass?" it was decided in the affirmative by the following vote: Yeas, 119; nays, 0. Those voting in the affirmative are: Messrs.

Mr. Speaker-I am directed to inform the House of Representatives that the Senate has adopted the following joint resolution, in the adoption of which I am instructed to ask the concurrence of the House of Representatives, to wit:

SENATE JOINT RESOLUTION No. 3.

Resolved, by the Senate, the House of Representatives concurring herein, That a convention is necessary to revise, alter or amend the Constitution of this State, and that the question of the calling of such convention shall be submitted to the electors of this State at the next general election, as provided for in Article 14 of the present Constitution.

Adopted March 11, 1915.

Mr. Boyer introduced a bill, House Bill No. 287, a bill for "An Act to amend an Act entitled, 'An Act to provide for the regulation of public utilities,' approved June 30, 1913, in force January 1, 1914."
