Strike out all the resolution after the word "assembled," in the second line, and insert in lieu thereof the following:

That all duties, taxes, debts, or sums of money accruing or becoming due to the United States, ought to be collected and received in the lawful money of the United States, or in treasury notes, or in notes of the bank of the United States, as by law provided and declared.

And resolved further, That from and after the day of next, no such duties, taxes, debts, or sums of money accruing or becoming payable to the United States as aforesaid, ought to be collected or received otherwise than in the lawful money of the United States, or in treasury notes, or notes of the bank of the United States as aforesaid: Provided, nevertheless, That until the day of next, it shall be lawful for the Secretary of the Treasury to cause the said duties, taxes, debts, or sums of money so accruing and becoming payable, to be collected and received in the notes of any bank established by authority of the United

States, or of any of them, which shall be equal in value to treasury notes, bearing an interest of five and two fifths per cent. per annum. And in case the notes of any of the said banks shall be of less value than the treasury notes aforesaid, the same may be received at a discount equal to the difference in value between such notes and the aforesaid treasury notes, at the time the same shall be so received. And that it shall be lawful for the Secretary of the Treasury, from time to time, to ascertain the difference aforesaid, and to issue instructions directing the rates of discount, at which such notes shall respectively be so received.

And resolved further, That whenever the notes of any of the aforesaid banks, which shall be of less value than the aforesaid treasury notes, shall be paid in satisfaction of any debt or sum of money due from the United States, the same shall be paid at a discount equal to the difference in value between such notes and the aforesaid treasury notes at the time of such payment.
