"Provided always, That nothing in this act con

tained shall be construed, deemed, or taken, to affect or impair the right or rights of any person or persons claiming any of the lands aforesaid." It was determined in the affirmative, yeas 16, nays 9.

Mr. Barbour communicated a resolution of the legislature of the State of Virginia, adopting the amendment to the Constitution of the United States, proposed by the legislature of North-Carolina, for dividing each State into districts for the purpose of choosing representatives in the Congress, and of appointing electors of President and Vice-President of the United States.
