A message from the President of the United States, by Mr. Todd, his Secretary:

Mr. President-The President of the United States this day approved and signed "An act in addition to an act entitled An act in relation to the Navy Pension Fund," "An further extending the time for issuing and locating military land warrants, and for other purposes," "An act to increase the pension of William Munday," "An act to authorize the legislature of the State of Ohio to sell a certain part of a tract of land reserved for the use of that State," "An act authorizing the sale of a lot of ground belonging to the United States, situated in the town of Knoxville, and State of Tennessee," "An act confirming to the navigation company of New-Orleans, the use and possession of a lot in said city," "An act supplementary to an act entitled 'An act to incorporate a company for making certain turnpike roads within the District of Columbia," "An act to authorize the President of the United States to alter the road laid out from the foot of the rapids of the river Miami of Lake Erie, to the western

line of the Connecticut Reserve," also a "Resolution for printing the laws relative to naturaliza

tion."

Ordered, That the Secretary notify the House of Representatives accordingly.

The following written message was also received from the President of the United States, by Mr. Todd, his Secretary:

To the Senate and House of Representatives of the United States.

I lay before Congress copies of a convention concluded between the United States and the Cherokee Indians, on the second day of March, last, as the same has been duly ratified and proclaimed. And I recommend that such provision be made by Congress as the stipulations therein contained may require.

April 16, 1816.

The Senate proceeded to consider the amendments of the House of Representatives to the bill entitled "An act further supplementary to the act entitled An act providing for the indemnification of certain claimants of public lands in the Mississippi Territory."

Ordered, That the Secretary notify the House of Representatives accordingly.

Mr. Brown, from the committee to whom was referred the bill entitled "An act to enable the people of the Mississippi Territory to form a Constitution and State Government, and for the admission of such State into the Union on an equal footing with the original States," reported it without amendment. He also made a report on the subject; which was read.

The bill entitled "An act to establish postroads," was read the second time by unanimous

consent.

Ordered, That it be referred to the committee to whom was referred on the 13th of December, the petition of John Duckworth and others, to consider and report thereon.
