Mr. Brown, from the committee to whom was referred the bill further extending the time for issuing and locating military land warrants, and for other purposes, reported it with amendments.

The Senate resumed, as in committee of the whole, the consideration of the bill concerning the District of Columbia; and

Ordered, That the consideration thereof be postponed to Thursday next.

Agreeably to the order of the day, the Senate resumed the consideration of the bill entitled “An act to authorize the payment for property lost, captured, or destroyed by the enemy, while in the military service of the United States,” as amended; and the bill having been further amended,

Ordered, That the consideration thereof be further postponed to Monday next.

The bill respecting the late officers and crew of the sloop of war Wasp, was, by the committee reported correctly engrossed.

It was agreed that when the Senate adjourn, it be to Monday next.

After the consideration of executive business, the Senate adjourned to 11 o'clock on Monday morning; to which time the several orders of the day were postponed.

MONDAY, March 18, 1816.

The honourable Mr. Barbour arrived on Friday the 15th instant, and resumed his seat this day.

Mr. Roberts reported from the committee that they had examined and found duly enrolled, the bill entitled “An act to change the mode of compensation to the members of the Senate and House of Representatives of the United States, and the Delegates from Territories ;" also the bill entitled "An act for the relief of Gustavus Loomis."

Mr. Wilson presented the petition of John Johnson, and others, owners of an etablishment for the manufacturing of woollen cloth in the State of New-Jersey, praying the patronage and protection of government, for reasons stated in the petition; which was read.

On motion by Mr. Wilson,

Ordered, That it be referred to the committee appointed on so much of the message of the President of the United States as relates to manufactures, to consider and report thereon by bill or otherwise.

Mr. Wilson submitted the following motion for 'consideration,

Resolved, That the message of the President of the United States, of the 9th instant, transmitting a statement of the militia of the United States, according to the latest returns, be referred to the militia committee, with instructions to devise and report such provisions as may be necessary and expedient to ensure the annual returns of the militia of the several States, now required by law,

to be made by their respective adjutant generals, to the War Department of the United States.

A message from the House of Representatives, by Mr. Dougherty, their Clerk:

Mr. President-The Speaker of the House of Representatives having signed several enrolled bills, I am directed to bring them to the Senate, for the signature of their President.

The House of Representatives have passed a bill entitled "An act for the relief of certain claimants to lands in the district of Vincennes ;" a bill entitled "An act for the relief of Erastus Loomis;" also a bill entitled "An act to alter the times of holding the circuit and district courts of the United States for the district of Vermont;" in which bills they request the concurrence of the Senate.

They have also passed the bill which originated in the Senate, entitled "An act relative to evidence in cases of naturalization," with amendments, in which they request the concurrence of the Senate. And he withdrew.

The Senate proceeded to consider the amendments to the bill last mentioned.

On motion by Mr. Horsey,

Ordered, That the further consideration thereof be postponed until to-morrow.

The bill to limit the right of appeal from the circuit court of the United States for the District of Columbia, having been reported by the com mittee correctly engrossed, was read a third

time.

Resolved. That this bill pass, and that the title thereof be, "An act to limit the right of appeal from the circuit court of the United States for the District of Columbia."

Ordered, That the Secretary request the conconcurrence of the House of Representatives in this bill.

The engrossed bill respecting the late officers and crew of the sloop of war Wasp, was read a third time.

Resolved, That this bill pass, and that the title thereof be "An act respecting the late officers and crew of the sloop of war Wasp."

Ordered, That the Secretary request the concurrence of the House of Representatives in this bill.

The Senate resumed the motion made the 15th instant, for referring the report of the Secretary of War of the 7th instant, to the committee on military affairs.

On motion by Mr. Wilson,

Ordered, That the further consideration thereof be postponed until to-morrow.
