On motion by Mr. Mason, of New-Hampshire, Ordered, That the further consideration thereof be postponed until the third Monday in March

next.

The Senate resumed, as in committee of the whole, the consideration of the resolution for a proposed amendment to the Constitution of the United States, that the Senators shall be chosen for three years; and

On the question-" Shall this resolution be engrossed and read a third time?"

It was determined in the negative, yeas 7, nays 24.

A message from the House of Representatives by Mr. Dougherty, their Clerk:

Mr. President-The House of Representatives have passed a bill which originated in the Senate entitled "An act for the relief of lieutenant colonel William Lawrence, of the army of the United States, and of the officers, non-commissioned officers, and privates, composing the garrison of Fort Bowyer, in the year one thousand eight hundred and fourteen."

The Speaker of the House of Representatives having signed an enrolled bill, I am directed to bring it to the Senate for the signature of their President. And he withdrew.

The President signed the enrolled bill last reported to have been examined, and it was delivered to the committee to be laid before the President of the United States.

The Senate resumed the bill entitled "An act to authorize the payment for property lost, captured, or destroyed, by the enemy, while in the military service of the United States."

On motion by Mr. Turner,

Ordered, That the consideration thereof be further postponed until to-morrow.

The Senate resumed, as in committee of the whole, the consideration of the bill for the relief of Richard Mitchell, and

On the question-"Shall this bill be engrossed and read a third time?"

It was determined in the affirmative.

The Senate resumed, as in committee of the whole, the consideration of the bill concerning the District of Columbia.

On motion by Mr. Lacock,

Ordered, That the further consideration thereof be postponed until Thursday next.

The Senate resumed, as in committee of the whole, the consideration of the bill dividing the State of Pennsylvania into two judicial districts. On motion by Mr. Lacock,

The Senate resumed, as in committee of the whole, the consideration of the bill entitled "An act granting bounties in land and extra pay to certain Canadian volunteers ;" and, no amendment having been proposed thereto,

Ordered, That it pass to a third reading.

The Senate resumed the bill for the relief of Edward Wilson.

On motion by Mr. Ruggles,

Ordered, That the further consideration thereof be postponed until to-morrow.

Mr. Barry, from the committee to whom was recommitted the bill relating to settlers on the lands of the United States, reported it without amendment.

The Senate adjourned to eleven o'clock tomorrow morning.

FRIDAY, MARCH 1st, 1816.

Mr. Sanford presented the petition of George Rossier and others, of the city of New-York, praying the renewal of certain treasury notes, miscarried, or lost in the public mail, as stated in the petition; which was read.

On motion by Mr. Sanford,

Resolved, That it be referred to a select committee, to consider and report thereon, by bill or otherwise.

Ordered, That Mr. Sanford, Mr. Bibb, and Mr. Campbell, be the committee.

Mr. Campbell, from the committee on finance

and an uniform national currency, to whom was referred the petition of Alfred M. Carter, for himself, and the heirs of Landon Carter, made a report thereon, together with the following resolution; which were read:

Resolved, That the prayer of the petitioner ought not to be granted.

Mr. Campbell, from the committee on finance and an uniform national currency, to whom was referred the bill, entitled "An act, making appropriations for ordnance and ordnance stores for the year 1816," reported it with amendments.

Mr. Roberts, from the committee to whom was referred the bill, entitled "An act, for the relief of the heirs of George Nebinger," reported it without amendment.

Mr. Tait, from the committee on naval affairs, to whom was referred the bill, to increase the pension of William Munday, reported it without amendment.

Mr. Tait, from the committee on naval affairs, to whom the subject was referred, reported a bill, in addition to an act entitled "An act, in relation to the navy pension fund;" and the bill was

read.

Ordered, That it pass to the second reading.
