Pending the question on the remaining amendments to the rules reported from the Committee of the Whole House on the state of the Union, and the amendments submitted by Mr. Vallandigham and Mr. Israel Washburn, jr., respectively,

On motion of Mr. Branch, by unanimous consent,

Ordered, That an amendment, which he gave notice of his intention at the proper time to submit to the bill of the House, No. 7, heretofore reported from the Committee on the Judiciary, be printed. And then,

On motion of Mr. Garnett, at 4 o'clock and 30 minutes p. m., the House adjourned.

The following memorials and petitions were laid upon the Clerk's table, under the 24th rule of the House, to wit:

By Mr. Boteler: The petition of John Wilson-heretofore referred December 9, 1851; which was referred to the Committee of Claims.

By Mr. Taylor: The memorial of merchants and other citizens of the city of New Orleans, praying an appropriation for the completion of the United States custom-house; which was referred to the Committee on Commerce.

By Mr. Pugh: The memorial of N. M. Rhodes and others, asking the confirmation of certain entries of land in Alabama.

By Mr. Phelps: The petition of citizens of the State of Missouri, asking the confirmation of certain entries of land under the graduation

act.

Ordered, That the said memorial and petition be referred to the Committee on Public Lands.

By Mr. Jones: The petition of the heirs of Captain Richard Jones, praying for arrears of pension; which was referred to the Committee on Revolutionary Pensions.

By Mr. Underwood: The petition of George W. Allen, praying pension for services in the Mexican war;

Also, the petition of George W. Malone, praying pension for services in the war of 1812.

By Mr. McKnight: The petition of citizens of the State of Pennsyl vania, praying pensions to soldiers of the war of 1812.

By Mr. Olin: The petition of William Patterson-heretofore referred January 25, 1859.

Ordered, That the said petitions be referred to the Committee on Invalid Pensions.

By Mr. Jones: The petition of the heirs of Lieutenant John Wilson, praying for arrears of pension; which was referred to the Committee on Revolutionary Pensions.

By Mr. Hooper: The memorial of citizens of the Territory of Utah, praying the establishment of a land office in said Territory; also, for the passage of a law giving them the benefits of the act of May 23, 1844, relative to town sites; which was referred to the Committee on Public Lands.

By Mr. Delano: The memorial of Charles Stearns-heretofore referred February 3, 1858; which was referred to the Committee on Military Affairs.

By Mr. Curtis: The memorial of Suter, Lea & Co., assignees, praying for a law supplemental to the act of July 17, 1854; which was referred to the Committee on Military Affairs.

By Mr. Howard: The petition of John G. Broze, praying compensation for the services of his son, Frederick F. Broze, late a lieutenant on board the United States frigate Savannah; which was referred to the Committee on Naval Affairs.

By Mr. Morse: The memorial of J. M. Gillis, superintendent of the naval astronomical expedition, praying for the settlement of his account under the act of March 3, 1851; which was referred to the Committee on Naval Affairs.

By Mr. Ellihu B. Washburne: The memorial of the Board of Trade of the city of Chicago, Illinois, praying the establishment of an assay office in said city; which was referred to the Committee on Com

merce.

By Mr. Ashley: The petition of citizens of the State of Ohio, praying the passage of a homestead bill.

By Mr. Avery: The petition of citizens of the State of Tennessee, praying the passage of an act making good the deficiency in the land grant to the Memphis and Little Rock railroad.

Ordered, That the said petitions be referred to the Committee on Public Lands.

By Mr. Logan: The petition of the heirs of Thomas Riggs, praying pension; which was referred to the Committee on Revolutionary Pensions.

By Mr. Ashley: The petition of citizens of the State of Ohio, praying for specific duties on imported iron; which was referred to the Committee of Ways and Means.

By Mr. John G. Davis: The memorial of H. T. Titus-heretofore referred February 15, 1858; which was referred to the Committee of Claims.

By Mr. Ashley: The petition of John U. Pease, praying pension for services in the war of 1812.

By Mr. Moorhead: The petition of Edward Mayo, praying for an increase of pension.

By Mr. Rice: The petition of Daniel Doland, praying for increase of pension.

By Mr. Pottle: The petition of citizens of the State of New York, praying pensions to soldiers of the war of 1812.

By Mr. Sherman: The petition of citizens of the State of New York, praying pensions to soldiers of the war of 1812.

Ordered, That the said petitions be referred to the Committee on Invalid Pensions.

Notices were given, under the rule of motions, for leave to introduce bills of the following titles, viz:

By Mr. Simms: A bill for the relief of Wendal Trout;

Also, a bill granting an increase of pension to Jane W. McKee;

Also, a bill granting an invalid pension to Wendal Trout; Also, a bill granting an increase of pension to John Breast. By Mr. Boteler: A bill to provide for the construction of a railroad and telegraph communication from a point on the Mississippi river, south of latitude thirty-seven, to the Pacific ocean.

By Mr. Florence: A bill to regulate the fees and costs to be allowed the district attorneys of the United States, clerks, marshals, attorneys, and other officers of the circuit and district courts of the United States, and for other purposes.

By Mr. Noell: A bill to amend an act entitled "An act to establish a territorial government for Utah," approved September 9, 1850, and for other purposes.

A message from the Senate, by Mr. Hickey, their Chief Clerk:
Mr. Speaker: The Senate have passed bills of the following titles,

viz:

S. 49. An act to grant the right of pre-emption to a certain tract of land, in the State of Missouri, to the heirs and legal representatives of Thomas Maddin, deceased;

S. 52. An act for the relief of Jeremiah Pendergast;

S. 71. An act for the relief of the American Board of Commissioners for Foreign Missions;

S. 96. An act for the relief of Abner Merrill;

S. 97. An act to authorize the institution of a suit against the United States to test the title to lots numbered five and six in the hospital square in San Francisco;

S. 99. An act for the relief of Miles Devine; and

S. 100. An act for the relief of Samuel H. Taylor;

in which I am directed to ask the concurrence of this House.

The Senate have passed a bill of this House of the following title, viz:

H. R. 241. An act authorizing publishers to print on their papers the date when subscriptions expire, with sundry amendments; in which I am directed to ask the concurrence of this House.

As soon as the journal was read, the Speaker proceeded, under the amended rule in regard to the calling of committees for reports on the alternate Mondays, to call the committees for reports of bills, for reference only.

When

Mr. Morrill, from the Committee of Ways and Means, reported a bill (H. R. 338) to provide for the payment of outstanding treasury notes, to authorize a loan, to regulate and fix the duties on imports, and for other purposes; which was read a first and second time, com mitted to the Committee of the Whole House on the state of the Union, and ordered to be printed.

Mr. Morrill moved that there be printed one thousand copies extra of the said bill; which motion was referred to the Committee on Printing.

Mr. Sherman, from the same Committee, reported a bill of the fol lowing title, viz:

H. R. 339. A bill making appropriations for the legislative, execu

tive, and judicial expenses of government for the year ending the 30th of June, 1861; which was read a first and second time, committed to the Committee of the Whole House on the state of the Union, and, together with sundry communications in reference to certain items of said bill, ordered to be printed.

Mr. Sherman, from the same committee, to whom was referred the bill of the House (H. R. 216) entitled "An act making appropriations for fulfilling treaty stipulations with the Ponca Indians and with certain bands of Indians in the State of Oregon and Territory of Washington for the year ending June 30, 1860," with the amendments of the Senate thereto, reported the same, recommending concurrence in all of the said amendments.

Ordered, That the said bill and pending amendments be committed to the Committee of the Whole House on the state of the Union, and printed.

Mr. Walton, from the Committee of Claims, reported bills of the following titles, viz:

H. R. 340. A bill for the relief of Charles James Lanman;

H. R. 341. A bill for the relief of Moses Meeker;

H. R. 342. A bill for the relief of James Phelan;

accompanied by reports in writing in each case; which bills were severally read a first and second time, committed to a Committee of the Whole House, made the order of the day for to-morrow, and the bills and reports ordered to be printed.

On motion of Mr. Hutchins, by unanimous consent,

Ordered, That the Committee of Claims be discharged from the further consideration of the petitions of James Monroe and George Hall, and that the same be referred to the Committee on Military Affairs.

Mr. Hutchins, from the Committee of Claims, reported bills of the following titles, viz:

H. R. 343. A bill for the relief of Dr. Edward Jarvis;

H. R. 344. A bill for the relief of the legal representatives of Sylvester Day, late a surgeon in the United States army;

accompanied by reports in writing thereon; which bills were severally read a first and second time, committed to a Committee of the Whole House, made the order of the day for to-morrow, and the bills and reports ordered to be printed.

Mr. Hutchins, from the same committee, to whom was referred the bill of the Court of Claims (H. R. C. C. 91) for the relief of Thomas Fillebrown, with the report of the said court thereon, reported the same without amendment.

Ordered, That the said bill be committed to a Committee of the Whole House, made the order of the day for to-morrow, and that the bill and report be printed.

Mr. Tappan, from the same committee, reported bills of the following titles, viz:

H. R. 345. A bill for the relief of David Myerle;

H. R. 346. A bill for the relief of the legal representatives of P. P. Hall, deceased;

H. R. 347. A bill for the relief of Oliver Harris; and

H. R. 348. A bill for the relief of Hannibal Graham; accompanied by reports in writing thereon; which bills were severally read a first and second time, committed to a committee of the Whole House, made the order of the day for to-morrow, and the bills and reports ordered to be printed.

Mr. Ellihu B. Washburne, from the Committee on Commerce, to whom was referred the petition of Peter Rogerson & Son, of St. John's, Newfoundland, owners of the British brig "Jessie," made a report thereon, accompanied by a bill (H. R. 349) for their relief; which bill was read a first and second time, committed to a Committee of the Whole House, made the order of the day for to-morrow, and the bill and report ordered to be printed.

Mr. Eliot, from the same committee, reported a bill (H. R. 350) making appropriations for light-houses, beacons, buoys, &c.; which was read a first and second time, committed to the Committee of the Whole House on the state of the Union, and ordered to be printed. Mr. John Cochrane, from the same committee, to whom were referred bills of the Senate of the following titles, viz:

S. 78. An act for the relief of Francis Hüttman; S. 79. An act for the relief of Tench Tilghman; reported the same severally without amendment.

Ordered, That the said bills be committed to a Committee of the Whole House, made the order of the day for to-morrow, and printed. Mr. Helmick, from the Committee on the Post Office and Post Roads, to whom was referred the bill of the House (H. R. 221) for the relief of Arthur Edwards and others, reported the same without amendment, accompanied by a report in writing thereon.

Ordered, That the said bill be committed to a Committee of the Whole House, made the order of the day for to-morrow, and that the bill and report be printed.

Mr. Helmick, from the same committee, to whom was referred the petition of Allen L. Porter, reported a bill (H. R. 351) for his relief; which bill was read a first and second time, committed to a Committee of the Whole House, made the order of the day for to-morrow, and ordered to be printed.

Mr. Colfax, from the same committee, to whom was referred the bill of the Senate (S. 22) for the relief of John Scott, Hill W. House, and Samuel O. House, reported the same without amendment, accom panied by a report in writing thereon.

Mr. Woodruff, from the same committee. to whom was referred the petition of James Hooten, made a report thereon, accompanied by a bill (H.
