On motion of Mr. Sherman, the House resolved itself into the Committee of the Whole House on the state of the Union; and after some time spent therein, the Speaker resumed the chair, and Mr. Ellihu B. Washburne reported that the committee having, according to order, had the state of the Union generally under consideration, and particularly the annual message of the President of the United States, had come to no resolution thereon.

A message from the Senate, by Mr. Dickins, their Secretary: Mr. Speaker: The Senate have passed a bill of this House of the following title, viz:

H. R. 1. An act making appropriations to defray the deficiencies in appropriations for the service of the Post Office Department for the fiscal year ending the 30th of June, 1859, and in part for the support of the Post Office Department for the fiscal year ending the 30th of June, 1860,

with sundry amendments; in which I am directed to ask the concur rence of this House.

The Senate have also passed a bill of the following title, viz:
S. 146. An act authorizing the Secretary of the Treasury to issue

registers to schooners Helen Blood and Sarah Bond, of Oswego, in the State of New York;

in which I am directed to ask the concurrence of this House.

I am directed by the Senate to notify the House, as required by the act of March 3, 1859, of their orders to print documents on the 7th and 9th instant.

On motion of Mr. Sherman, by unanimous consent,

Ordered, That the said bill of the House, No. 1, with the amend ments of the Senate thereto, be referred to the Committee of Ways and Means.

Mr. Morrill presented the petition of William . A Howard, contesting the seat of George B. Cooper as a representative from the State of Michigan; which was referred to the Committee of Elections, and ordered to be printed.

Mr. Reynolds presented the petition of Francis P. Blair, jr., contesting the seat of J. R. Barrett as a representative from the State of Missouri; which was referred to the Committee of Elections, and ordered to be printed.

Notices were given, under the rules of motions, for leave to introduce bills, as follows, viz:

By Mr. Avery: A bill to provide for the erection of public buildings at the city of Memphis, Tennessee;

Also, a bill making an appropriation to erect a court-house, post office, and pension office at Jackson, Tennessee;

Also, a bill to provide for the erection of a marine hospital at Memphis, Tennessee;

Also, a bill creating an inspection district at Memphis, Tennessee; Also, a bill for the relief of R. U. Dobler.

By Mr. Buffinton: A bill for the improvement of Taunton river, in the State of Massachusetts.

By Mr. Cadwalader C. Washburn: A bill for the relief of Anson Dart, late superintendent of Indian affairs in Oregon.

By Mr. Grow: A bill to organize a territorial government for the Territory of Dakota;

Also, a bill for a territorial government for a Territory out of the western portion of Kansas.

By Mr. Reagan: A bill making appropriations for the support of a regiment of volunteers for service in the State of Texas, authorized to be raised by the act of Congress approved the 7th of April, 1858. By Mr. Niblack: A bill to amend an act to establish a court for the investigation of claims against the United States, approved February 24, 1855.

By Mr. Vallandigham: A bill to secure homesteads to actual settlers on the public lands;

Also, a bill to amend the act entitled "An act making provision for arming and equipping the whole body of the militia of the United States," approved April 23, 1808.

By Mr. Ely: A bill making an appropriation for the improvement of the harbor at the mouth of the Genesee river, at and near the city of Rochester, in the State of New York;
