By Senator Householder: Senate bill No. 27, An act to amend sections 14, 16 and 19 of chapter 78 of the laws of 1893, being "An act to provide for the printing and distribution of ballots at the public expense, and for nomination of candidates for public offices; to regulate the manner of holding elections and to enforce secrecy of the ballot, and to provide for the punishment of the violation of this act," and repealing sections 14, 16 and 19 of said act

Also, Senate bill No. 28, An act relating to charities and corrections, and providing penalties for the violation of the provisions of this act, and repealing sections 6150 to 6201 inclusive, and 6211 to 6224 inclusive, and sections 6479 to 6629 inclusive, sections 6572 and 6533, of the general statutes of 1889.

Also, Senate bill No. 29, An act regulating the fees and salaries and prescribing certain duties of the officers of Cherokee county, Kansas, and providing penalties for the violation of this act.

By Senator Young: Senate bill No, 30, An act to amend section 48 of chapter 110 of the general statutes of Kansas, entitled "An act relating to townships and township officers," approved February 29, 1868.

Also, Senate bill No. 31, An act regulating the fees to be charged by the publishers of newspapers for local notices and county printing.

Also, Senate bill No. 32, An act in relation to the state historical society, and to provide for the transfer of the miscellaneous books of the state library to the library of the society.

By Senator Sheldon: Senate bill No. 33, An act for the protection of birds and to prevent hunting upon ́certain lands and roads adjacent thereto, without the consent of the owner, providing at what season certain game may be shot, and repealing chapter 167 of the laws of 1872, and 97 of the laws of 1873.

Also, Senate bill No. 34, An act regulating the rate of

interest upon the loan or forbearance of money, goods or things in action, prohibiting usury and providing penalties therefor, and repealing sections 1, 2, 3 and 5 of chapter 51, general statutes of 1889.

By Senator Hart: Senate bill No. 35, An act to provide the schools of Kansas with good and sufficient school books at the lowest prices at which such books can be furnished, and to constitute the state board of education a schoolbook board for that purpose.

Also, Senate bill No. 36, An act to establish a state school tax.

Also, Senate bill No. 37, An act concerning railroads, amending section 168, chapter 124, laws 1883, being paragraph 1324, revised statutes 1889.

By Senator Armstrong: Senate bill No. 38, An act regulating the fees and salaries and prescribing certain duties of the county officers of Barton county, Kansas.

Also, Senate bill No. 39, An act providing for the levying of a county tax for the support of the common schools of the counties, and providing for the distribution of the money raised by said county tax.

Also, Senate bill No. 40, An act to prevent the dockage. of hogs, or the inspection of hogs for the purpose of dockage, in any market or public stock-yards in the state of Kansas, and providing penalties therefor.

Also, Senate bill No. 41, An act granting to the superintendent of Barton county, Kansas, power to disorganize partially depopulated districts and attach the same to adjoining districts for school purposes.

Also, Senate bill No. 42, An act to dissolve school district No. 86, in Barton county, Kansas, and attaching the territory thereof to school district No. 29, in Barton county, Kansas.

By Senator Zimmer: Senate bill No. 43, An act providing for the marking and branding of articles manufactured by convict labor in the state of Kansas, and providing penalties for the violation thereof.

Also, Senate bill No. 44, An act relating to officers therein named in Kansas City township, in Wyandotte county, Kansas.

Also, Senate bill No. 45, An act relating to procedure in criminal cases before justices of the peace.

Also, Senate bill No. 46, An act requiring county treasurers in counties containing more than 50,000 people to make and publish monthly statements of the funds in the county treasury.

Also, Senate bill No. 47, An act to amend section 27 of chapter 248 of the laws of 1891.

Also, Senate bill No. 48, An act to remove the political disabilities of John J. Turner, of Wyandotte county.

Also, Senate bill No. 49, An act to amend an act entitled "An act for the regulation, support and maintenance of the common schools in cities of the first class," being chapter 196, laws of 1891.

By Senator Titus (by request): Senate bill No. 50, An act providing for the levying of a state tax for the support of common schools of the state and providing for the distribution of the money raised by said tax.

Also, Senate bill No. 51, An act to remove the political disabilities of certain persons herein named.

By Senator Helmick: Senate bill No. 52, An act fixing the time for holding the regular terms of the district court in thirteenth judicial district, and amendatory of section 8, chapter 106, of the laws of 1895.

By Senator Sterne: Senate bill No. 53, An act to absolutely exempt from garnishment, attachment and all other process or proceeding the labor, wages, earnings, pay and salary of laborers, journeymen, mechanics, artisans, clerks and any and all persons engaged in occupations of manual labor, service, work or toil, whether skilled or not, who are heads of families residing in the state of Kansas or elsewhere, and to repeal all laws and parts of laws in conflict therewith or repugnant thereto.

By Senator Stocks: Senate bill No. 54, An act authorizing graduates of the school of law of the university of the state of Kansas to be admitted to practice law.

By Senator Jumper: Senate bill No. 55, An act entitled "An act to repeal an act for the encouragement of silk cult ure and for the dissemination thereof, and for the education of reelers, and to make appropriation therefor."

Also, Senate bill No. 56, An act to repeal sections 8, 9, 10, and 11, chapter 73, of the general statutes of 1889.

Also, Senate bill No. 57, An act to repeal an act entitled "An act regulating inspection and sale of oil for illuminating purposes in the state of Kansas," and also to repeal an act entitled "An act to provide for a state inspector of

Also, Senate bill No. 58, An act fixing passenger rates on railroads in the state of Kansas, and preventing rebate or reduction in any form from the rates fixed by law, the issuance of passes except under conditions specified in this act and repealing paragraphs 1324 and 1325 of the general statutes of 1889.

Also, Senate bill No. 59, An act to abolish the office of commissioner of fisheries, and to repeal all laws and parts of laws in conflict with this act.

Also, Senate bill No. 60, An act to provide for uniformity of text-books, maps, and charts, and to provide for printing and distributing the same.

Also, Senate bill No. 61, An act to abolish the office of commissioner of forestry and to repeal all acts in conflict with this act.

By Senator Reser: Senate bill No. 62, An act to vacate certain additions to the city of Salina, Saline county, Kansas, and placing all of said additions outside of said city and the corporation limits thereof in which said additions are now situated.

By Senator Campbell: Senate bill No. 63, An act to enable townships and cities to employ idle labor and to pay for the same in treasury notes, authorizing counties to issue said notes and providing for their redemption by the state of Kansas, and for other purposes.

By Senator Braddock: Senate bill No. 64, An act fixing the times for holding the regular terms of the district court in the thirteenth judicial district.

Senator Jumper announced the appointment of Miss Maud Wellman as clerk of the Committee on Fees, Salaries, and Mileage.

The journal of January 12 was then read. Senator King moved to omit reading that part of the journal containing the governor's message, which motion prevailed.

Senator King offered Senate resolution No. 20, and moved its adoption.

The resolution was then read, and is as follows:

Resolved, That a committee of three be appointed by the president to correct the journal of January 12.

A vote being taken, the motion prevailed.

The president announced the following as the committee to correct the journal of January 12: Senators King, Householder, and Hessin.

Senator Lewelling offered Senate concurrent resolution No. 2, Providing for the inspecting and appraising the Garfield university building, at Wichita, Kas., for the purpose of a state normal school.

Senator Forney moved to reconsider the vote by which the secretary of state was directed to furnish each Senator and chairman of committee with the general statutes of 1889 and the session laws, being Senate resolution No. 18.

After discussion a vote was taken, division being called for. The motion did not prevail, the vote being as follows: Senators voting in the affirmative were:

Messrs. Armstrong, Braddock, Cooke, Crossan, Forney, Hanna, Helm, Helmick, Householder, Jumper, King, Lupfer, Mosher, Pritchard, Reser, Shaffer, Sheldon. Total, 17. Senators voting in the negative were:

Messrs. Battey, Benson, Caldwell, Campbell, Coleman, Farrelly, Field, Fulton, Hart, Hessin, Johnson, Lamb, Lewelling, Matthews, Morrow, Ryan, Sterne, Stocks, Titus, Wallack, Young, Zimmer. Total, 22.

On motion of Senator King, the Senate then adjourned till 1:30 P. M.
