Railroads.

Senate bill No. 294, An act to establish, regulate and enforce maximum charges and freight rates for carrying and transporting grain and hay, providing penalties for the violation thereof.

Also, Senate bill No. 302, An act to prohibit the providing and acceptance of free transportation for the purpose of aiding voters in returning to their precincts to vote at elections, and prescribing penalties for the violations of the provisions hereof.

Education and Educational Institutions:

Senate bill No. 295, An act to establish and maintain a uniform system of school books for the use of the common schools of the state of Kansas, and to make appropriations for the payment therefor.

Also, Senate bill No. 299, An act to amend an act entitled "An act for the regulation and support of the common schools," being chapter 92 of the general statutes of 1889, and to repeal section 23 of said act.

Judiciary:

Senate bill No. 289, An act relating to crimes and punishments, and amending section 71 of an act entitled "An act regulating crimes and punishments," being chapter 31 of the general statutes of Kansas, approved March 3, 1868.

Also, Senate bill No. 290, An act in relation to appeals from judgments of the police judge of cities of the second class, and the proceedings on the trial of said appeals, and amending section 90 of chapter 100 of the session laws of Kansas for the year 1872, as amended by section 1 of chapter 127 of the session laws of Kansas for the year 1891, and repealing said above-named sections.

Also, Senate bill No. 291, An act in relation to appeals from judgments of the police judge of cities of the third class, and the proceedings of the trial of said appeals,

and amending section 84 of chapter 60 of the session laws of Kansas for the year 1871.

Also, Senate bill No. 296, An act to amend section four of chapter 28, general statutes of 1868, by providing for the interchange of judges in the several judicial districts of the state.

Also, Senate bill No. 298, An act regulating the term of office of township officers.

Also, Senate bill No. 305, An act requiring persons, societies or asylums engaged in placing minor children from other states in homes in this state to give bond, and providing penalties for violations of this act.

Banks and Insurance:

Senate bill No. 297, An act relating to insurance policies and prohibiting insurance companies from canceling policies without first giving notice.

Agriculture and Irrigation:

Senate bill No. 300, An act for the protection of birds and naming what birds shall not be killed, and prohibiting the transportation of and sale of certain birds, and prescribing punishment for the violation of the provisions. of this act, and to repeal paragraphs 3195, 3196, 3197, 3198, 3199, 3200, 3201, 3202, and 3203, being all of chapter 45 of the general statutes of 1889, relating to game, and sections 1, 2, 3, 4, 5, 6, 7 and 8 of chapter 97 of the session laws of 1893, relating to the game law.

State Affairs:

Senate bill No. 287, An act to declare unlawful and void all arrangements, contracts, agreements, trusts or combinations made with a view to lessen free competition in the importation or sale of articles imported into this state or in the manufacture or sale of articles of domestic growth or of domestic raw material; to declare unlawful and void all arrangements, contracts, agreements, trusts or combinations between persons or corporations designed, or which tend to advance, reduce or control the price of such product or articles to producer or consumer or any such product or article; to provide for the for

feiture of the charter and franchise of any corporation organized under the laws of this state violating any of the provisions of this act; to prohibit every foreign corporation violating any of the provisions of this act from doing business in this state; to require the county attorneys of the several counties of this state and the attorney-general of this state to institute legal proceedings against any such corporations violating the provisions of this act, and to enforce the penalties hereinafter prescribed; to prescribe penalties for any violation of this act; to authorize any person or corporation damaged by any such trust, agreement or combination to sue for the recovery of such damage, and for other purposes.

Also, Senate bill No. 303, An act locating on the Fort Hays abandoned military reservation in Ellis county, Kansas, a western branch of the Kansas agricultural college; a western branch of the state normal school; and establishing a public park when the said Fort Hays military reservation or 1,100 acres of the same, inclusive the buildings, is deeded to the state of Kansas, free of cost, and making an appropriation therefor.

Cities of the Second and Third Class:

Senate bill No. 304, An act to vacate certain parts of town sites in Riley county, state of Kansas.

Senator Lupfer, chairman of Committee on District Apportionment, submitted the following report:

MR. PRESIDENT; Your Committee on District Apportionment, to whom was referred Senate bill No. 160, An act relating to appellate courts and amendatory to section 3, chapter 96 of the laws of 1895, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be amended by inserting the counties of Linn and Anderson, and that it be passed as amended. Senator Farrelly moved that Senate bill No. 160 be referred to the Committee on Judiciary.

Senator Crossan, chairman of the Committee on Judiciary, submitted the following report:

MR. PRESIDENT: Your Committee on Judiciary, to whom was referred Senate bill No. 94, An act to establish the measure of damages in actions for the value of timber, orchards, fences, buildings or other structures destroyed or injured, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 206, An act providing for the appointment of a deputy clerk of the probate court of Labette county, Kansas, and for other purposes, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 177, An act to amend sections 94 and 286 of chapter 80 of the general statutes of 1889, the same being an act entitled "An act to establish a code of civil procedure," have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be passed, with the following amendments: By inserting after the word "court" in the sixth line of the second section the words "shall if requested by either party," and by striking out the word "may" immediately following said word "court."

Also, Senate bill No. 51, An act to remove the political disabilities of certain persons named herein, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be referred to Committee on State Affairs.

Also, Senate bill No. 32, An act in relation to the state historical society, and to provide for the transfer of the miscellaneous books of the state library of the library of the society, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 201, An act relating to the duties of county attorney and repealing paragraph No. 1798 of the general statutes of 1889, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be passed with the following words stricken out of the first section: "All applications for writ of habeas corpus."

Senator King, chairman of the Committee on Agriculture and Irrigation, submitted the following report:

MR. PRESIDENT: Your Committee on Agriculture and Irrigation, to whom was referred Senate bill No. 189, An act for the protection of fish, providing for their capture, and repealing sections 3, 4, 5, 6, 7 and 10 of the session laws of 1895, have had the same under consideration, and instruct me to report the bill back to the Senate with

the recommendation that it be passed as amended by inserting in section 3, line 3, after the word "kind," "with not less than twoinch meshes;" in section 5, line 1, strike out all after the figure “7," and including "1895;" amend title by striking out all the words after the figure "7" in line 2.

Also, Senate bill No. 155. An act for the protection of birds and providing at what seasons game may be shot; to prohibit hunting on certain lands without consent of owner; to prohibit the sale and shipment of game from the state and precribing a punishment for the violation of the provisions of this act, and to repeal chapter 97 of the laws of 1893, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be not passed, for the reason that the main provisions are covered in Senate bill No. 33.

Also, Senate bill No. 190, An act for the protection of birds and to prohibit hunting on certain lands without consent of owner; providing at what seasons game may be shot and prescribing punishment for violations of the provisions of this act, and to repeal chapter 97 of session laws of 1893, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be not passed as the provisions have been covered in a bill reported. PRESIDENT: Your Committee on Banks and Insurance, to whom was referred Senate bill No. 259, Being an act in regard to persons publishing, editing and distributing to insurance companies any pamphlet, leaflet, or other papers upon which shall be written or printed the rate on any insurable property or risk within the state of Kansas, for compensation, or doing other certain acts herein specified in the matter of regulating and maintaining fire insurance rates, and subjecting such persons and their said acts, and agents of companies using such schedule rates, to the provisions and penalties of chapter 257 of the session laws of the state of Kansas for the year 1889, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be passed.
