Also, Senate bill No. 281, An act to locate, establish and maintain a state normal school at Stockton, Rooks county, Kansas, and making an appropriation therefor.

By Senator Cooke: Senate bill No. 282, An act making appropriations for the current expenses of the industrial school for girls for the fiscal year ending June 30, 1898, and June 30, 1899, and a supplementary appropriation for furnishing new detached cottage and for building a storage building and for furniture and equipage for hospital and laundry, and for new roof for administration building.

By Senator Reser: Senate bill No. 283, An act to disorganize district No. 5, Saline county, Kansas, and to attach the same to district No. 18 in said county for school purposes.

By unanimous consent, Senator Pritchard moved the rules be suspended and Senate bill No. 281 be now read the second time and referred.

Also, Senate bill No. 239, An act amending section 1623 of the general statutes of 1889, relating to county commissioners.

Also, Senate bill No. 244, An act to amend a chapter of the general statutes of the state of Kansas, entitled "An act to establish a code of civil procedure," and to repeal section 56 thereof.

Also, Senate bill No. 246, An act to amend section 286 of chapter 80 of the general statutes of the state of Kansas, the same being an act entitled "An act to establish a code of civil procedure."

Also, Senate bill No. 247, An act applicable to Kearny county, Kansas, only, to require owners of mortgages upon real estate in Kearny county, Kansas, to file an affidavit within two years after the passage of this act showing their interest in the same, and to affect all mortgages and other liens where owners of real-estate mortgages in said county fail to comply with said act to become void.

Also, Senate bill No. 250, An act creating two city courts. in Kansas City township, Wyandotte county, Kansas, and defining the jurisdiction thereof, and the powers and duties of the officers thereof, and limiting the jurisdiction of justices of the peace in said township.

Also, Senate bill No. 252, An act to amend paragraph 6074 of the general statutes of 1889, and repealing said paragraph.

Also, Senate bill No. 253, An act to amend 6078 of the general statutes of 1889.

Also, Senate bill No. 256, An act to prevent abandonment, pauperism and abuse of children.

Also, Senate bill No. 260, An act to amend an act entitled "An act in relation to landlords and tenants."

Ways and Means:

Senate bill No. 245, An act for the relief of Mrs. Thomas Mahany for losses sustained in the Quantrill raid.

Banks and Insurance:

Senate bill No. 243, An act relating to the investment of the funds of life-insurance companies, and amendatory of section 54, chapter 50, of the general statutes of 1889.

Also, Senate bill No. 259, An act in regard to persons publishing, editing and distributing to insurance compa nies any pamphlet, leaflet or other papers upon which shall be written or printed the rate on any insurable property or risk within the state of Kansas for compensation, or doing certain other acts herein specified in the matter of regulating and maintaining fire-insurance rates, and agents of companies using such schedule of rates, and subjecting such persons and their said acts and agents of companies. using such schedules of rates to the provisions and penalties of chapter 257 of the session laws of the state of Kansas for the year 1889.

Corporations:

Senate bill No. 248, An act relating to private corporations which may now or hereafter furnish gaslights, electric lights, electric power, water or heat to cities of the first, second or third class in the state of Kansas, and to repeal sections 1401, 1402, of the general statutes of Kansas, 1889, and all other acts and parts of acts in conflict with this act.

Military Affairs and Claims:

Senate bill No. 249, An act to amend section 3, chapter 198. laws 1895, entitled "An act fixing charges to be paid to the railroads for transporting the Kansas national guard or the Kansas reserve militia and stores, horses, ammunition, equipments and baggage of the same, the terms of transporting the same, and prescribing a penalty for the violation of said act," and repealing section 3 of said act.

Cities of the First Class:

Senate bill No. 250, An act creating two city courts in Kansas City township, Wyandotte county, Kansas, and defining the jurisdiction thereof, and the powers and duties of the officers thereof, and limiting the jurisdiction of justices of the peace in said township.

Also, Senate bill No. 251, An act relating to constables in Kansas City township, Wyandotte county, Kansas.

Also, Senate bill No. 258, An act to authorize cities of the first class having a population of forty thousand (40,000) inhabitants and over to provide and secure for the inhabitants thereof, by purchase, gift, appropriation or condemnation, land and property for public parks, parkways, streets and boulevards, and to possess, manage, improve and control the same, and provide for payment thereof; to enable park commissioners or corporate authorities, in conjunction with the board of county commissioners, to take, regulate, control and improve public streets and highways leading to and from public parks and boulevards, and to pay for the improvements thereof, and providing for making and the collection of special assessments and special taxes on contiguous and abutting property of such highways, streets or boulevards within or adjacent to the corporate limits of said city, and authorizing such park commission to receive, by gift, devise of conveyance, land and property for the purpose declared in this act.

Temperance:

Senate bill No. 254, An act to provide for the medical treatment of inebriates.

Education and Educational Institutions:

Senate bill No. 257, An act to establish and permanently locate a state normal school at Norton, Kas., and making appropriation therefor.

Senator Coleman asked unanimous consent to move suspension of the rules, in order to place Senate bill No. 242 on third reading and final passage.

There being objections, the motion was laid over and the bill not referred.

The sergeant-at-arms appeared and announced a message from the governor by his executive clerk.

The governor's executive clerk submitted a message in writing.

CONSIDERATION OF MESSAGES FROM THE GOVERNOR.

Senator King moved that the part of the message referring to the appointment of the police commissioners of Atchison be referred to the Committee on Cities of the First Class.

The motion prevailed and the message was so referred. The part of the governor's message relating to appointment of the board of pardons was referred to the Committee on Penal Institutions.

President Harvey asked to be excused from further attendance for the day.

The request was granted, and President pro tem. Householder took the chair.

REPORTS OF STANDING COMMITTEES.

Senator Crossan, chairman of the Committee on Judiciary, submitted the following report:

MR. PRESIDENT: Your Committee on Judiciary, to whom was referred Senate bill No. 75, An act to amend and repeal paragraph 7085, being section 23 of the general statutes of 1889, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that the author be permitted to withdraw the bill from the consideration of the Senate.

Also, Senate bill No. 21, An act to remove political disabilities, have had the same under consideration, and instruct me to report the bill back to the Senate with recommendation that it be passed with recommendation that title be amended so as to read: "To remove political disabilities of all persons whoever voluntarily bore arms against the government of the United States."

Also, Senate bill No. 48, An act to remove the political disabilities of John J. Turner, of Wyandotte county, have had the same under consideration, and instruct me to report the bill back to the Senate
