The Senate met pursuant to adjournment; the president in the chair.

The roll was called; a quorum present.

Absent: Senator Sterne.

INTRODUCTION OF BILLS.

The following bills were introduced, and read the first time:

By Senator Lewelling: Senate bill No. 219, An act relating to assessment, taxation and exemption of property from taxation, and to amend section 6848 of the general statutes of Kansas, 1889, and to repeal said original section 6848 and all acts and parts of acts in conflict herewith.

Also, Senate bill No. 220, An act providing a protection for motormen and cablemen on street cars, and providing a penalty for the violation thereof.

Also (by request), Senate Bill No. 221, An act to wholly exempt from seizure under any process whatever, the wages and pay of any laborer, mechanic, clerk or artisan whose pay is $50 per month or less, resident of the state of Kansas, and who is a married man or the head of a family.

Also, Senate bill No. 222, An act making an appropriation for a deficiency in the payment of salaries of district judges for the fiscal year ending June 30, 1896.

By Senator Titus: Senate bill No. 223, An act to amend section 1 of chapter 77 of the laws of 1891, in relation to civil procedure.

By Senator Young: An act regulating the rates to be charged for berths in sleeping-cars and providing penalties for the violation thereof.

By Senator Farrelly: Senate bill No. 225, An act au thorizing the township trustee, treasurer and clerk in the original townships of the state to purchase land and erect thereon buildings for public purposes within said townships.

By Senator Field: Senate bill No. 226, An act legalizing the printer's affidavit of the publication of notice to sell real estate for delinquent taxes, and the collection of taxes and charges thereunder by the treasurer in the county of Kingman, state of Kansas, in the year 1891.

By Senator Morrow: Senate bill No. 227, To amend an act entitled "An act for the regulation and support of common schools, being chapter 92 of the general statutes of the state of Kansas of 1889, and to repeal sections 28. 136 and 178 of said act.

Also, Senate bill No. 228, An act to amend an act entitled "An act relating to counties and county officers." being chapter 25 of the general statutes of the state of Kansas of 1889, and to repeal section 220 of said act.

By Senator Reser: Senate bill No. 229, An act to vacate certain lots, blocks, streets and alleys and public grounds. in J. C. Jash & Sons addition, Hughes addition, Eberhard's addition and West Park addition to the city of Salina, Saline county, Kansas, and to exclude the same from the limits of said city, and to make the same a part of Smoky Hill township, in said county and state.

By Senator Lupfer: Senate bill No. 230, An act to authorize the county commissioners of counties having a population of less than 3.000 to post their proceedings and all other notices that officials are by law required to have published in some newspaper in said county, and providing for the furnishing to the electors in each county casting less than 500 votes at the last general election copies of the ballots to be voted, instead of publishing the same in two newspapers in said county, and to provide for the printing of the official ballots.

Also (by request), Senate bill No. 231, An act declaring certain county records of Kearny county, Kansas, that were saved from the court-house fire of January, 1894, wherein certain county records of Kearny county, Kansas, were destroyed, that said county records from the court-house fire shall by this act remain prima facie evidence of deeds recorded before said fire occurred, and of land titles in said county, and to provide for their care and examination by the public.

By Senator Mosher: Senate bill No. 232, An act to establish the department for the inspection, grading, weighing and appointment of chief inspector, assistant inspectors and weighmasters of grain in the state of Kansas, and to repeal all acts and parts of acts in conflict with the same.

By Senator Zimmer (by request): Senate bill No. 233, An act in relation to the garnishment and attachment of wages.

Also (by request), Senate bill No. 234, An act to repeal a part of section 286 of chapter 80 of the general statutes of 1889.

Also (by request), Senate bill No. 235, An act authorizing cities of the first class containing 40,000 inhabitants or over to issue bonds to pay judgments and refund bond issued to pay judgments.

SECOND READING AND REFERENCE OF BILLS.

The following bills were read the second time and referred to the proper committees, as indicated:

Penal Institutions:

Senate bill No. 185, An act prohibiting the contracting of convicts or the products of convict labor, and regulate the price of products, and prohibiting the sale of same be low cost.

Ways and Means:

Senate bill No. 210, An act for the relief of G. G. Groeger.

Railroads:

Senate bill No. 186, An act to regulate railroad corpora tions and other common carriers in this state, and to increase and enlarge the powers and define the duties of the board of railroad commissioners, and to authorize them to establish rates, classifications, and fares, and to provide a joint tariff for two or more connecting railroads, and to prevent and punish extortions and unjust discriminations in the rates charged for transportation of passengers and freights on the railroads in this state, and to prescribe a mode of procedure by the board of railroad commissioners.

Senate bill No. 193, An act concerning express companies, and authorizing the board of railroad commissioners to regulate the charges thereof, and to provide penalties for the violation of the provisions of this act.

Senate bill No. 196, An act to prevent the removal of journal bearings and other attachments of locomotives. tenders and cars of railroads and waste or packing from journal boxes of railroad engines, tenders, and cars, and to provide punishment therefor.

Senate bill No. 197, An act for the protection of railroad property and to define certain offenses against such property, and providing punishment therefor.

Judiciary:

Senate bill No. 187, An act providing for the purchase and distribution of the compiled laws of Kansas, 1897.

Senate bill No. 188, An act fixing the terms of the district court in the seventh judicial district, and repealing chapter 94 of the session laws of Kansas for the year 1883.

Senate bill No. 195, An act relating to the recording of instruments conveying real estate, and amendatory of section 21 of chapter 22 of the general statutes of 1868. printed as paragraph 1130 of the general statutes of 1889.

Senate bill No. 198, An act declaring false entries in books of corporations or false statements made by any overseer, foreman, time keeper, clerk, bookkeeper, accountant, or any other agent or employee of any corporation, to be forgery, and prescribing penalties therefor.

Senate bill No. 199, An act making it a misdemeanor to purchase without proper authority certain railroad supplies, and providing a penalty therefor.

Senate bill No. 201, An act relating to the duties of county attorneys, and repealing paragraph 1798 of the general statutes of 1889.

Senate bill No. 204, An act to amend section 4558 of the compiled laws of 1889.

Senate bill No. 206, An act providing for the appointment of deputy clerk of the probate court of Labette county, Kansas, and for other purposes.

Senate bill No. 208, An act to protect employees and laborers in their claims for wages.

Senate bill No. 211, An act to amend section 81 of chapter 81 of the general statutes of 1889.

Senate bill No 213, An act to amend section 78 of article 7 of chapter 81 of the general statutes of 1889.

Senate bill No. 214, An act authorizing the board of county commissioners of Ellsworth county, Kansas, to refund certain taxes.

Senate bill No. 215, An act to legalize sales and dispositions of real property of minors had in probate court of Ellsworth county, state of Kansas.

Agriculture and Irrigation:

Senate bill No. 189, An act for the protection of fish, providing for their capture, and repealing sections 3, 4, 5, 6,7 and 10 of session laws of 1895.

Fees, Salaries, and Mileage:

Senate bill No. 191, An act to repeal chapter 138 of the laws of 1895.

Senate bill No. 216, An act fixing the fees and salary of the county treasurer of Marion county, Kansas, defining his duties, and providing penalties for violation thereof.

Senate bill No. 217, An act fixing the fees and salary of the county clerk and register of deeds of Marion county, Kansas, defining their duties, and providing penalties for violation thereof.
