An act to prohibit the dealing in futures in grain, stocks, bonds, securities, provisions and other commodities, where actual sale and delivery thereof is not made and where such deals or trades are based upon a margin deposited with the condition, expressed or understood, that such deal or trade shall terminate when the margin so deposited shall be.come exhausted, without regard to the time the contract is to run, and to prohibit the buying or selling of privileges, commonly known as "puts" and "calls, and prohibit the keeping and maintaining of places for the purpose of transacting such business, and fixing penalties for the violation of the provisions hereof.
