State Voting-machine- Commission, and prescribing its compensation, duties and powers; establishing rules for the care and use of voting-machines; providing for election boards of three members in certain cases; repealing chapter 184 of the Session Laws of 1901 and all acts and parts of acts relating to the use of voting-machines, and suspending the operating of all laws and parts of laws when inconsistent with the provisions of this act, be passed over and retain its place on the Calendar.

That Senate bill No. 132, An act relating to the control and operation of water-works, power, fuel and lighting plants in cities of the third class having a population 1000 or over, be amended by changing the word "six" in line 3 to "three," the word "two" in line 10 to "one," the word "four" in line 11 to "two," the word "six" in line 13 to "three"; all in section 2 of printed bill. Also, that section 8 be renumbered section 7. Also, strike out all of line 2, section 1, after word "class." Also, strike out the words "and fix their salaries" from line 5, section 1, and insert the words "who shall serve without pay." And that the bill be passed as amended.

That Senate bill No. 48, An act authorizing any city of the third class to issue bonds to fund its existing floating indebtedness, be amended as recommended by the committee. Also, that the words "second or" be inserted after the word "the," in line 1 of committee amendment, and that the same words be inserted in the title before the word "third." And that the bill pass as amended.

That Senate bill No. 284, An act repealing chapter 413, Laws of 1907, being an act authorizing the county treasurer of Stevens county, Kansas, to accept in payment of taxes coupons, warrants, orders and other evidences of municipal indebtedness, be passed.

That Senate bill No. 476 be passed over and retain its place on the Calendar.

That the committee amendment to Senate bill No. 114, An act to amend section 1, chapter 386 of the Session Laws of 1905, relating to the discontinuing of schools and education of the pupils in other schools, be adopted. Also, after the word "schools," in title, that the words "and repealing said original section" be added. And that the bill pass as amended. That Senate bill No. 35, An act to amend section 1 of chapter 380 of the Session Laws of 1905, entitled "An act relating to annual school meetings," be amended by striking out the words "in all union school districts and in all school districts not located in any city," in lines 6, 7 and 8 of section 1. Also, strike out from lines 5 and 6 the words "located wholly or in part in cities of the third class" and insert "in which is located a city of the third class." Also, strike out "Saturday" in lines 8 and 9 of section 1 and insert "Friday." Also, that the following be substituted for the title:

An act to amend section 1, chapter 380, Session Laws of 1905, entitled "An act to amend section 1 of chapter 426, Session Laws of 1903, entitled 'An act relating to annual school meetings, and repealing said original section 1 of chapter 380 of the Session Laws of 1905.'"

And that the bill be passed as amended.

COMMITTEE OF THE WHOLE.

Senator Brady moved that the Senate go into committee of the whole for the consideration of bills on the Calendar under the head of "General Orders." A vote being had, the motion prevailed.

The Senate went into committee of the whole, with Senator Cambern in the chair.

After some time spent therein the committee rose, and through the chairman submitted the following report:

MR. PRESIDENT: The committee of the whole Senate have had under consideration bills on the Calendar under the head of "General Orders, and I am directed to report as follows:

Recommend that Senate bill No. 123, An act amending section 6103 of the General Statutes of 1901, relating to school district boundaries, be amended by inserting "6103" before the word "that," in line 3, section 1. Also, that the words "and repealing said original section" be added to the title. And that the bill be passed as amended.

That Senate bill No. 125, An act to amend section 6240 of the General Statutes of 1901, relating to the employment of relatives, be amended by inserting "6249" before the word "any," in line 2, section 1. Also, that the words "official state paper" be stricken from section 3 and the words "statute-book" be inserted. Also, that the title be amended by adding "and repealing said original section." And that the bill be passed as

That Senate bill No. 358 and House bills Nos. 313 and 476 be passed over and retain their places on the Calendar.

That Senate bill No. 356, An act relating to the issuance and countersigning of insurance policies and surety bonds, be amended by striking out comma after the word "plate" in line 2, section 1. Also, that the words "president, secretary or" be inserted after the word "company's" in line 8, section 1. Also, in section 1, line 8, after word "agent," insert "state agent or special agent." Strike out all of section 2, down to word "every," in line 6. And that the bill be rereferred to the Committee on Insurance.

That Senate bill No. 371, An act to regulate joint-stock life-insurance companies now or hereafter organized under the laws of this state, be amended as follows: Strike out all after the word "and" in line 9, section 4, and all of the section thereafter, and that the bill be passed as amended.

That substitute for Senate bill No. 301, An act relating to public bridges, be passed.

That Senate bill No. 428, An act concerning assessment and taxation, and to amend section 1, chapter 110, Laws of 1893, and repealing original section 1, chapter 110, Laws of 1893, be passed over and retain its place on the Calendar.

That Senate bill No. 395, An act relating to fish and game, amending

sections 4, 5, 7, 8, 10, 12, 13 and 20 of chapter 267 of the Session Laws of 1905, be passed over and retain its place on the Calendar.

That Senate bill No. 378 be passed over and retain its place on the Calendar.

That Senate bill No. 366, An act to provide permanent quarters for the State Board of Medical Registration and Examination, be passed.

That Senate bill No. 6, An act relating to the printing and distribution or primary and general election ballots, and amending chapter 229 of the Laws of 1903, be amended as follows: Change the word "these" to "those" in line 10, section 1. Change "25" to "50" in line 2, section 3. Change "25" to "50" in line 4, section 5. Change "25" to "50" in line 3, section 6. Change "25" to "50" in line 4, section 7. After the word "paper," in line 4, section 8, insert the words "the primary ballots may be printed in one or more columns, as may be most convenient." Also, that the bill be referred to the Committee on Printing, with instructions to consult the state printer in regard to prices therein mentioned, and that the bill when reported back to the Senate be placed at the head of the Calendar.

That House bill No. 45, An act to amend sections 1 and 2 of chapter 197, Laws of 1907, entitled "An act concerning drainage," be passed, subject to amendment and debate. L. S. CAMBERN, Chairman.

On motion of Senator Cambern, the report of the committee of the whole was adopted.

Senator Avery gave notice that to-morrow he would move to advance Senate bill No. 247 to the head of the Calendar under "General Orders."

The following bills were introduced and read the first time: By Senator Stavely: Senate bill No. 584, An act providing for the cutting of weeds and for the trimming of hedge-fences along and upon public highways, and providing a penalty for the violation of this act.

By Committee on Assessment and Taxation: Senate bill No. 585, An act concerning assessment and taxation, to confer on the trustee, clerk and treasurer of each township as a township board the power to levy taxes for township purposes and for road purposes, and to limit such power.

Also, Senate bill No. 586, An act limiting the creation of indebtedness in counties, cities, school districts, by boards of education, and repealing section 1, chapter 39, Laws of 1874; chapter 113, Laws of 1893; section 4, chapter 196, Laws of 1891; chapter 132, Laws of 1883; chapter 42, Laws of 1903, special session; chapter 126, Laws of 1903; chapter 398, Laws of 1905, and chapter 128, Laws of 1907, and all acts and parts of acts in conflict with the provisions of this act.

By Senator Myers (by request): Senate bill No. 587, An act to authorize the creation of a tame-grass fund in townships, and prescribing the procedure.

Also, Senate bill No. 588, An act relating to judicial districts, defining the boundaries of the second, fourth, fifth, sixth, eighth, ninth, twelfth, seventeenth, nineteenth, twenty-third, thirtieth, thirty-first, thirty-second, thirty-third, thirty-fourth, and thirty-sixth judicial districts, and fixing the time for holding regular terms of the district court therein, and abolishing

the tenth, thirteenth, fifteenth, twentieth, twenty-first, twentysecond, twenty-fourth, thirty-fifth and thirty-eighth judicial districts, and repealing all acts and parts of acts in conflict with this act.

By Senator Bender: Senate bill No. 589, An act authorizing common-school examinations and providing for the issuing of common-school diplomas of graduation, and defining the manner in which such diplomas shall be issued.

Also, Senate bill No. 590, An act to amend chapter 341, section 1 and section 2, of the Session Laws of 1907, and chapter 424, section 5 and section 6, of the Session Laws of 1903.

By Senator Quincy: Senate bill No. 591, An act to prohibit the dealing in futures in grain, stocks, bonds, securities, provisions and other commodities, where actual sale and delivery thereof is not made and where such deals or trades are based upon a margin deposited with the condition, expressed or understood, that such deal or trade shall terminate when the margin so deposited shall become exhausted, without regard to the time the contract is to run, and to prohibit the buying or selling of privileges, commonly known as "puts" and "calls," and prohibit the keeping and maintaining of places for the purpose of transacting such business, and fixing penalties for the violation of the provisions hereof.

By Senator Hunter: Senate bill No. 592, An act making an appropriation to aid in the erection and maintenance of a wireless telegraphy signal-station for the use of the signal corps of the Kansas National Guard, at Wellington, Kan.

By Senator Lower: Senate bill No. 593, An act authorizing newspapers located in cities situated in two or more counties in this state and having a general circulation in said counties, to publish all notices required published by law, the same as if said newspaper was located in such county.

By Senator Chapman: Senate bill No. 594, An act making an appropriation for the expenses of keeping up and maintaining the historic spot of Pawnee Rock.

By Senator Porter: Senate bill No. 595, An act empowering subordinate lodges or organizations of any established fraternal, benevolent or beneficiary order or association to purchase, own and control real estate and stock in a corporation for the purposes herein provided, and to amend section 1 of chapter 164 of the Session Laws of 1899, being "An act empowering subordinate lodges or organizations of any established fraternal, benevolent or beneficiary order or association to purchase, own and control real estate for purposes and in the manner herein provided."

By Committee on Temperance and Hygiene: Senate bill No. 596, An act relating to public health, authorizing and empowering the State Board of Health to make and publish sanitary rules and regulations, and providing penalties for their violation.
