By Senator Chapman: Senate bill No. 309, An act providing for the security of depositors in incorporated state banks, trust companies and national banks, creating the "bank depositors' guaranty fund" of the state of Kansas, and providing regulations therefor.

By Senator Bender: Senate bill No. 310, An act making an appropriation for the Parsons Home Hospital, located at Parsons, Kan.

By Senator Stewart: Senate bill No. 311, An act to promote the safety of the traveling public and protect the lives and limbs of railway employees, and to prescribe the minimum number of employees to be used in the operation of freighttrains and yard engines in the state of Kansas, and providing penalties for the violation thereof.

Also, Senate bill No. 312, An act to repeal an act entitled "An act relating to the fees and salary of the probate judge of Sedgwick county, in the state of Kansas, and to repeal section 14 of chapter 141 of the Session Laws of 1899, and all acts and parts of acts inconsistent therewith."

Senator Chapman moved that the rules be suspended, an emergency declared, and that Senate bill No. 309 be placed on second reading, which motion prevailed. The bill was thereupon read the second time and referred to the Committee on Banks and Banking.

Senator Carey moved that the rules be suspended, an emergency declared, and that Senate bill No. 306 be placed on second reading, which motion prevailed. The bill was thereupon read the second time and referred to the Committee on Assessment and Taxation.

Senate bill No. 275, An act prohibiting expectorating or spitting in public places, buildings, theaters, railways and street-cars and other public conveyances, and requiring a sufficient number of spittoons or cuspidors to be provided in smoking compartments and smoking-cars when so requested, and also requiring the posting of copies of this act, and to provide penalties and conferring power on the State Board of Health.

Senate bill No. 278, An act relating to civil procedure, and to amend section 4733 of the General Statutes of Kansas, 1901, and repealing said section 4733 of the General Statutes of Kansas, 1901.

Senate bill No. 279, An act to amend section 4542, article 8, of chapter 80, of the General Statutes of 1901, being section 108 of the code of civil procedure, and to repeal said section.

Senate bill No. 280, An act to amend section 3056 of the General Statutes of 1901, and to repeal said section.

Senate bill No. 284, An act repealing chapter 413, Laws of 1907, being an act authorizing the county treasurer of Stevens county, Kansas, to accept in payment of taxes coupons, warrants, orders and other evidences of municipal indebtedness.

Senate bill No. 285, An act making it a misdemeanor for any state, county, township or city officer to fail to cause publication to be made of any matter or information required by law to be published by such officer, and providing punishment therefor, and repealing all acts and parts of acts in conflict with this act.

Senate bill No. 286, An act authorizing the boards of county commissioners to designate an official county paper, provide for publications therein, and defining the requirements of any paper that shall be designated as an official county paper, and repealing all acts and parts of acts in conflict herewith.

Senate bill No. 287, An act providing that all legal publications required by law to be published a certain number of weeks shall be legal publications if the same are made once a week in a daily newspaper which is authorized by law to print such legal publications, and providing that such weekly publications shall be made in the edition of such daily paper printed and published upon Thursday.

Senate bill No. 283, An act relating to the office of dairy commissioner of the state of Kansas, and amendatory of and supplemental to chapter 404 of the Session Laws of 1907, being an act entitled "An act creating the office of dairy commissioner of the state of Kansas; fixing the salary and defining the duties thereof; providing for deputies; prescribing_rules and methods for the education of Kansas dairymen and producers of dairy products, for improving and advancing the value of such products; regulating the production, sale and shipment of milk, cream, butter and cheese; providing for the inspection of creameries, cheese factories, dairy barns and utensils; providing penalties for the violation of this act, and making an appropriation for the carrying out of its provisions, and repealing all acts or parts of acts in conflict herewith."

State Affairs:

Senate bill No. 289, An act to provide for the licensing of architects, and regulating the practice of architecture as a profession, and providing penalties for the violation thereof.

MR. PRESIDENT: Your Committee on Judiciary, to whom was referred Senate bill No. 127, An act to establish a board of commissioners for the promotion of uniformity of legislation in the United States, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be not passed.

Also, Senate bill No. 180, An act to amend section 7 of chapter 177 of the Session Laws of 1907, and recommend that it be not passed.

Also, Senate bill No. 204, An act to amend section 5132 of the General Statutes of Kansas, 1901, and repealing original section 5132 of the General Statutes of 1901, and recommend that it be not passed.

Also, Senate bill No. 225, An act in relation to persons hiring conveyances from livery-stables who fail and neglect to return the same to the owner thereof in fair condition, and providing a penalty for its violation, and recommend that it be not passed.

Also, Senate bill No. 229, An act to protect benevolent, humane, fraternal or charitable corporations in the use of their names and emblems, and providing penalties for the violation thereof, and recommend that it be not passed.

Also, Senate bill No. 80, An act relating to liens for labor and materials furnished to owners of leaseholds for oil and gas purposes and for materials and labor for the construction of oil and gas pipe-lines, and recommend that it be passed.

Also, Senate bill No. 205, An act to prohibit sales of merchandise in bulk in fraud of creditors, and recommend that it be not passed. FRANCIS C. PRICE, Chairman.

MR. PRESIDENT: Your Committee on Temperance and Hygiene, to whom was referred Senate bill No. 209, An act defining the powers and duties of local health officers and boards of health in the matter of the protection of the people of the state of Kansas from the disease known as tuberculosis, and providing penalties for the violation herewith, have had the same under consideration, and instruct me to report the bill back to the Senate with the recommendation that it be amended by striking out section 10 and inserting the words to section 9 as follows: "Any physician who shall certify falsely as to any of the precautions taken to prevent the spread of infection shall be deemed guilty of a misdemeanor, and on conviction thereof shall be subject to a fine of not more than fifty dollars." Also, to strike out the word "nuisance" wherever it appears in section 7 and insert the word "offenses." That the bill be passed as amended.

Also, Senate bill No. 217, An act for the protection of the public health, and making an appropriation to the State Board of Health for a statewide educational campaign for the study and prevention of tuberculosis, and to create a state tuberculosis exhibit, with power to make rules and regulations concerning the same, and recommend that it be referred to the Ways and Means Committee. Also, Senate bill No. 37, An act providing a chief clerk to the State Board of Health, and fixing the salary thereof, and recommend that it be not passed.
