On motion of Mr. Thomas, all further proceedings in the call were dispensed with.

The following petitions and memorials were laid upon the Clerk's table, under the 24th rule of the House, to wit:

By Mr. Florence: The memorial of Messrs. Bowen & Company, praying payment for the execution of maps, charts, plans, and other lithography for "the American State Papers."

Also, the memorial of A. Harris & Company of a similar import. Also, the memorial of Messrs. Van Ingen & Snyder of a similar import.

Ordered, That the said memorials be referred to the Committee on Printing.

By Mr. Maclay: The memorial of Thomas H. Burley, praying that the right to use a machine invented and patented by him may be purchased by the government; which was referred to the Committee on Naval Affairs.

By Mr. Allen: The petition of citizens of the State of Ohio, praying for pensions to soldiers of the war of 1812; which was referred to the Committee on Invalid Pensions.

By Mr. H. Winter Davis: The petition of the Baltimore and Ohio Railroad Company, praying for certain privileges therein stated; which was referred to the Committee for the District of Columbia.

On motion of Mr. Barrett, by unanimous consent, the bill of the House (H. R. 132) to remove the United States arsenal from the city of St. Louis, and to establish the same, together with a national armory at Jefferson Barracks, with an amendment thereto, was taken up, (the Committee of the Whole House on the state of the Union having been discharged from its consideration,) and the said amendment was agreed to.

Ordered. That the bill be engrossed and read a third time.

Being engrossed, it was accordingly read the third time and passed. The title of the bill was then amended so as to read as follows, viz: "A bill to remove the United States arsenal from the city of St. Louis, and to provide for the sale of the lands on which the same is located;" and the said title as amended was also agreed to.

Ordered, That the Clerk request the concurrence of the Senate in the said bill.

Mr. Hatton, by unanimous consent, introduced a bill (H. R. 799) granting a pension to Samuel H. Bailey; which was read a first and second time, and referred to the Committeee on Invalid Pensions.

The Speaker having proceeded, as the regular order of business, to call the committees for reports

Mr. Fenton, from the Committee on Invalid Pensions, to whom was referred the bill of the House (H. R. 12) concerning invalid pensions, and regulating the times of their commencement, reported the same without amendment, accompanied by a report in writing thereon.

Pending the question on its engrossment,

Mr. Fenton moved the previous question; which was seconded. Pending the question on ordering the main question,

Mr. Branch moved that the bill be laid on the table.

And the question being put,

Mr. Fenton moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the Clerk request the concurrence of the Senate in the said bill.

The Speaker having announced as the business next in order the joint resolution (H. Res. 22) in relation to the public printing

On motion of Mr. Sherman, its further consideration was postponed for five minutes.

On motion of Mr. Sherman, the House then proceeded to the consideration of the business on the Speaker's table.

The bill of the Senate (S. 416) to secure homesteads to actual settlers on the public domain, and for other purposes, with the message from the Senate notifying the House of their disagreement to the amendment of the House thereto, was taken up.

On motion of Mr. Grow,

Ordered, That the House insist on its amendment disagreed to by the Senate, and ask a conference with the Senate on the disagreeing votes of the two houses thereon.

Subsequently

Mr. Barksdale moved a reconsideration of the vote by which the said motion was agreed to.

Pending which,

Mr. Sherman moved that the motion to reconsider be laid on the table.

And the question being put,
