carrying the mails, mails established, allowances to contractors for additional service, and curtailments within the last fiscal year; which was laid upon the table, and ordered to be printed.

Mr. Branch moved a reconsideration of the vote by which the bill of the Senate (S. 464) to amend an act entitled "An act in addition to the acts prohibiting the slave trade" was referred to the Committee on the Judiciary.

Pending which,

Mr. Branch moved the previous question; which was seconded and the main question ordered, and under the operation thereof the motion to reconsider was agreed to.

The question then recurring on the motion to refer,

Mr. Branch, by unanimous consent, moved to amend the same by adding thereto the words "with leave to report at any time;" which motion was agreed to.

The said motion as amended was then agreed to.

So it was ordered that the said bill be referred to the Committee on the Judiciary, with leave to report at any time.

Mr. Thomas moved, at 4 o'clock p. m., that the House adjourn; which motion was disagreed to.

On motion of Mr. Branch, all further proceedings in the call were dispensed with.

The following petitions and memorials were laid upon the Clerk's table, under the 24th rule of the House, to wit:

By Mr. Landrum: The petition of citizens of the State of Louisiana, praying for the removal of the Red river raft; which was referred to the Committee on Commerce.

By Mr. Briggs: The memorial of citizens of the State of New York, praying for permission to return cents to the United States mint, and to receive for the same gold or silver; which was referred to the Committee of Ways and Means.

By Mr. William A. Howard: The petition of citizens of the State of Michigan, praying for a general bankrupt law; which was referred. to the Committee on the Judiciary.

Mr. Davidson, from the Committee on Enrolled Bills, reported that the committee had examined and found truly enrolled bills of the following titles, viz:

H. R. 4. An act making appropriations for the consular and diplomatic expenses of the government for the year ending the 30th of June, 1861, and for other purposes.

H. R. 637. An act to settle the titles to certain lands set apart for the use of certain half-breed Kansas Indians in Kansas Territory.

H. R. 706. An act to authorize the President of the United States, in conjunction with the State of California, to run and mark the boundary lines between the Territories of the United States and the State of California.

Mr. Ashmore, as a question of privilege, submitted the following resolution, viz:

Resolved, That the Sergeant-at-arms be, and he is hereby, instructed to withhold further payment of the salary of such of the members of this Congress as have neglected or refused to report their mileage to the Committee on Mileage.

Pending which,

Mr. Kunkel moved that it be laid upon the table; which motion was disagreed to.

The question then recurring on the said resolution,

Mr. Ashmore modified the same by adding at the end thereof the following words: "until they do report such mileage."

Pending which,

Mr. Ashmore moved the previous question; which was seconded and the main question ordered, and under the operation thereof the said resolution as modified was agreed to.

Mr. Ashmore moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid upon the table; which latter motion was agreed to.

The Speaker having proceeded, as the regular order of business, to call the committees for reports of a private nature

Mr. Tappan, from the Committee of Claims, to whom was referred the petition of George W. Mundy, administrator of Major General Eleazur W. Ripley, deceased, made a report thereon, accompanied by a bill (H. R. 794) for his relief; which bill was read a first and second time, committed to a Committee of the Whole House, made the order of the day for to-morrow, and the bill and report ordered to be printed.

On motion of Mr. Hutchins, by unanimous consent,

Ordered, That leave be granted for making an additional report from the Committee of Claims upon the bill of the Senate (S. 117) for the relief of Guadalupe Estudillo de Argüello, widow of Santiago E. Argüello, and that the same be printed.

Mr. Stanton, from the Committee on Military Affairs, reported bills of the following titles, viz:

H. R. 795. A bill for the relief of Aria M. Rolas y Robaldo, widow of Francisco Robaldo, deceased;

H. R. 796. A bill supplemental to "An act to refund to the Territory of Utah the expenses incurred by said Territory in suppres sing Indian hostilities, approved July 17, 1854;

accompanied by reports in writing thereon; which bills were severally read a first and second time, committed to a Committee of the Whole House, made the order of the day for to-morrow, and the bill and report ordered to be printed.

On motion of Mr. E. Joy Morris, by unanimous consent, the Committee of the Whole House were discharged from the consideration of the bill of the House (H. R. 587) for the relief of Anton L. C. Portman, and the House proceeded to its consideration.

Ordered, That the said bill be engrossed and read a third time. Being engrossed, it was accordingly read the third time and passed. Ordered, That the Clerk request the concurrence of the Senate therein.

Mr. E. Joy Morris moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid upon the table; which latter motion was agreed to.

On motion of Mr. Allen, by unanimous consent, the Committee of the Whole House were discharged from the further consideration of the bill of the House (H. R. 578) for the relief of William Y. Strong, and the House proceeded to its consideration.

Ordered, That the said bill be engrossed and read a third time. Being engrossed, it was accordingly read the third time and passed.

Mr. Allen moved that the vote by which the said bill was passed be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Mr. Millward, from the Committee on Patents, to whom was referred the bill of the Senate (S. 52) for the relief of Jeremiah Pendergast, reported the same without amendment.

Ordered, That the said bill be read a third time.

It was accordingly read the third time and passed.

Mr. Millward moved that the vote by which the said bill was passed be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

On motion of Mr. Thomas L. Anderson, by unanimous consent, the Committee of the Whole House were discharged from the further consideration of the bill of the House (H. R. 693) for the relief of Richard C. Martin, and the House proceeded to its consideration.
