Mr. Colfax moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the Clerk request the concurrence of the Senate in the amendment of the House to the said bill.

A message was received from the President of the United States by J. Buchanan, his private secretary, notifying the House that he did this day approve and sign a bill of the following title, viz:

H. R. 499. An act to supply deficiencies in the appropriations for the service of the fiscal year ending June 30, 1860.

The Speaker, by unanimous consent, laid before the House communications, as follows, viz:

I. A letter from the Secretary of the Treasury, in answer to a resolution of the 13th of April last, relative to the contract with W. H. Degges and F. H. Smith, and as to the payment made to W. H. De Groot on that account; which was laid on the table, and ordered to be printed.

II. A letter from the chargé d'affaires of Sardinia, transmitting a communication from the questore of the house of representatives of Sardinia, requesting the acceptance of certain volumes of congressional

and executive documents; which was referred to the Joint Committee on the Library of Congress, and ordered to be printed.

Mr. Curtis, from the select committee on the Pacific railroad-said report having been made a special order for this day-reported back the bill of the House (H. R. 646) to secure contracts and make provision for the safe, certain, and more speedy transportation, by railroad, of mails, troops, munitions of war, military and naval stores, between the Atlantic States and those of the Pacific, and for other purposes. After debate,

The following petitions, memorials, and other papers, were laid upon the Clerk's table, under the 24th rule of the House, to wit:

By Mr. Wood: The petition of Joseph W. Knipe, praying for an increase of pension; which was referred to the Committee on Invalid Pensions.

By Mr. Buffinton: The petition of Joshua Fish-heretofore referred December 16, 1858; which was referred to the Committee on Military Affairs.

By Mr. Gilmer: The memorial of Josiah F. Polk, praying for a reference of the decision of the Court of Claims upon his claim to an appropriate committee; which was referred to the Committee of Claims.

By Mr. Isaac I. Stevens: The joint resolution of the legislature of the Territory of Washington, asking a donation of ten millions of acres of arable land in aid of her territorial improvement fund;

Also, a joint resolution for the creation of an additional land office. for the Territory of Washington east of the Cascade mountains.

Ordered, That the said resolutions be referred to the Committee on Public Lands.

By Mr. Florence: The memorial of James A. Neall, praying Congress to print the Patent Office Reports and other documents; which was referred to the Committee on Printing.

By Mr. John Cochrane: The petition of citizens of the State of New York, praying for permission to return cents to the United States mint, and to receive for the same gold or silver; which was referred to the Committee of Ways and Means.

By Mr. Bocock. The memorial of the watchmen of the Washington navy yard, praying for the benefit of the 2d section of the act of Congress approved June 12, 1858; which was referred to the Committee on Naval Affairs.

By Mr. Quarles: The petition of Elijah Dawson, praying for relief; which was referred to the Committee on Private Land Claims.

Mr. Davidson, from the Committee on Enrolled Bills, reported that the committee had examined and found truly enrolled a bill of the following title, viz:

H. R. 239. An act for the relief of George F. Brott.

The Speaker, by unanimous consent, laid before the House a letter from the Secretary of War, calling attention to a mistake of the printer on page 37 of executive document 65 of the present session, respecting the late difficulties at San Juan island and military affairs in the department of Oregon; which was laid on the table, and ordered to be printed.

Mr. Quarles, by unanimous consent, presented joint resolutions of the legislature of the State of Tennessee relative to a treaty with Great Britain for the rendition of fugitive slaves from labor; which were laid upon the table, and ordered to be printed.

Mr. Sherman, from the committee of conference on the disagreeing votes of the two houses on the bill of the House No. 4, submitted the following report, viz:

"The committee of conference on the disagreeing votes of the two houses on the amendments to the bill (H. R. 4) making appropriations for the consular and diplomatic expenses of the government for the year ending the 30th June, 1861,' having met, after full and free conference have agreed to recommend to their respective houses as follows:

"That the Senate recede from their 3d, 4th, 5th, and 8th amendments.

A message from the Senate, by Mr. Hickey, their Chief Clerk: Mr. Speaker: The Senate have agreed to the report of the committee of conference on the disagreeing votes of the two houses on the bill of the House (H. R. 4) making appropriations for the consular and diplomatic expenses of the government for the year ending 30th June, 1861.

The President of the United States has notified the Senate that he did, on the 24th instant, approve and sign a resolution of the following title, viz:

S. Res. 6. A resolution anthorizing the enlargement of and construction of a branch to the Louisville and Portland canal;

And on the 23d instant bills of the following titles, viz:

S. 58. An act for the relief of George B. Bacon, late acting purser of the sloop-of-war Portsmouth;

S. 59. An act for the relief of Samuel A. West, George McCullough, Hiram McCullough, and Charles Pendergrast;

S. 62. An act to amend the "Act to incorporate the Provident Association of Clerks in the civil departments of the government of the United States, in the District of Columbia;

S. 74. An act for the relief of Edward N. Kent; and

S. 245. An act for the relief of Sweeny, Rittenhouse, Fant & Company.

The Senate have passed without amendment a bill of this House of the following title, viz:

H. R. 706. An act to authorize the President of the United States, in conjunction with the State of California, to run and mark the boundary lines between the Territories of the United States and the State of California.

The Senate have also passed bills of the following titles, viz:

S. 464. An act to amend an act entitled "An act in addition to the acts prohibiting the slave trade;" and

S. 468. An act to amend an act entitled "An act to organize an institution for the insane of the army and navy and of the District of Columbia, in the said District;

in which I am directed to ask the concurrence of this House.

The Speaker having proceeded, as the regular order of business, to call the committees for reports of a private nature-

Mr. Tappan, from the Committee of Claims, to whom was referred the bill of the Senate (S. 223) for the relief of J. J. Lints, reported the same without amendment, accompanied by a report in writing thereon.

Mr. Ely, from the same committee, to whom was referred the pe

Mr. Walton, from the same committee, to whom was referred the petition of M. V. Jones, late collector of the customs for the district of Wilmington, North Carolina, made a report thereon, accompanied by a bill (H. R. 773) for his relief; which bill was read a first and second time, committed to a Committee of the Whole House, made the order of the day for to-morrow, and the bill and report ordered to be printed.

On motion of Mr. Sydenham Moore,

Ordered, That the Committee of Claims be discharged from the further consideration of the memorial of the trustees of the Presbyterian church at Yorktown, Westchester county, New York, and that the same be referred to the Committee on Revolutionary Claims.

Mr. Hale, from the same committee, to whom was referred the petition of Harriet Beard, widow of James Beard, deceased, made a report thereon, accompanied by a bill (H. R. 774) for her relief; which bill was read a first and second time, committed to a Committee of the Whole House, made the order of the day for to-morrow, and the bill and report ordered to be printed.

Mr. Hale, from the same committee, made an adverse report upon the petition of Adolph Renard; which was laid on the table, and ordered to be printed.

Mr. John G. Davis, from the Committee on Public Lands, to whom was referred the petition of James Talbott, late register of the land. office at Indianapolis, in the State of Indiana, made a report thereon, accompanied by a bill (H. R. 775) for his relief; which bill was read a first and second time, committed to a Committee of the Whole House, made the order of the day for to-morrow, and the bill and report ordered to be printed.

Mr. Thayer, from the same committee, to whom were referred bills of the Senate of the following titles, viz:

S. 87. An act for the relief of Lee Deatherage and John Deatherage, or their legal representatives;

S. 256. An act for the relief of Thomas L. Disharoon, of St. Louis county, Missouri;
