The 5th, 6th, 7th, and 8th amendments were then severally read and agreed to.

Ordered, That the bill be engrossed and read a third time.

Being engrossed. it was accordingly read the third time.

The question then being on its passage,

Mr. Sherman moved the previous question; which was seconded and the main question ordered, and under the operation thereof the bill was passed.

Ordered, That the Clerk request the concurrence of the Senate therein.

Mr. Sherman moved that the vote by which the said bill was passed be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

A message from the Senate, by Mr. Hickey, their Chief Clerk: Mr. Speaker: The Senate have passed without amendment bills of this House of the following titles, viz:

H. R. 695. A bill for the relief of Asenath M. Elliott, widow of Captain Edward G. Elliott;

H. R. 702. A bill making appropriations for the construction of certain military roads in the Territory of Washington.

The Senate have disagreed to the amendment of this House to the 1st amendment of the Senate, and insist upon their other amendments disagreed to by the House to the bill of the House (H. R. 5) making appropriations for the support of the Military Academy for the year ending the 30th of June, 1861; ask a conference on the disagreeing votes of the two houses thereon, and have appointed Mr. Davis, Mr. Collamer, and Mr. Lane the managers at the said conference on the part of the Senate.

The Senate have agreed to the amendment of this House to the bill of the Senate (S. 299) to increase and regulate the pay of the navy of the United States.

I am also directed to notify the House of the orders of the Senate to print certain documents.

The Senate request the return of the bill of the House (H. R. 181) to provide for a superintendent of Indian affairs for Washington Territory and additional Indian agents, with the amendment of the Senate thereto.

By unanimous consent,

Ordered, That the said bill of the House No. 181, with the amendment of the Senate thereto, be returned to the Senate.

On motion of Mr. Reagan, by unanimous consent,

Ordered, That the House insist upon its amendment to the 1st amendment of the Senate, and also insist upon its disagreement to the other amendments of the Senate to the bill of the House (H. R. 5) making appropriations for the support of the Military Academy for the year ending the 30th of June, 1861, and agree to the conference. asked by the Senate on the disagreeing votes of the two houses thereon.

Ordered, That Mr. Stanton, Mr. Reagan, and Mr. H. Winter Davis be the managers at the said conference on the part of this House. Ordered, That the Clerk acquaint the Senate therewith.

Mr. Sherman submitted the following resolution; which was read, considered, and agreed to, viz:

Resolved, That all debate in the Committee of the Whole House on the state of the Union on the bill of the House (H. R. 501) making appropriations for sundry civil expenses of the government for the year ending June 30, 1861, shall cease in five minutes after its consideration is resumed; and the committee shall then proceed to vote on such amendments as may be pending or offered to the same, and shall then report it to the House with such amendments as may have been agreed to by the committee.

On motion of Mr. Sherman, the House resolved itself into the Committee of the Whole House on the state of the Union; and after some time spent therein, the Speaker resumed the chair, and Mr. Etheridge reported that the committee having, according to order, had the state of the Union generally under consideration, and particularly

the bill of the House (H. R. 501) making appropriations for sundry civil expenses of the government for the year ending the 30th of June, 1861, had come to no resolution thereon.

Mr. Sherman moved that further debate on the paragraph of said bill (H. R. 501) contained in lines 191, 192, and 193 (printed bill) shall cease.

Pending which,

Mr. Montgomery moved, at 5 o'clock and 35 minutes p. m., that the House adjourn; which motion was disagreed to.

The question then recurred on the motion of Mr. Sherman.
And being put, it was decided in the affirmative.

On motion of Mr. Sherman, the House again resolved itself into the Committee of the Whole House on the state of the Union; and after some time spent therein, the Speaker resumed the chair, and Mr. Etheridge reported that the committee having, according to order, had the state of the Union generally under consideration, and particularly the bill of the House (H. R. 501) making appropriations for sundry civil expenses of the government for the year ending the 30th of June, 1861, had found itself without a quorum, and that he had caused the roll to be called; when it appeared that the following named members were absent, viz:
