Mines: which was referred to the Committee on the Post Office and Post Roads.

By Mr. Eliot: The memorial of Messrs. Fox, O'Connor, and others, asking indemnity for the loss of goods destroyed by the fall of the United States bonded warehouse on Union street, San Francisco, California, in 1854; which was referred to the Committee on Commerce.

By Mr. Scranton: The petition of Zepheniah Knapp, praying for an invalid pension for services in the war of 1812; which was referred to the Committee on Invalid Pensions.

By Mr. Ruffin: The memorial of the Craven county court of North Carolina, asking compensation for the use and occupation of the courthouse of said county by the United States district court; which was referred to the Committee on the Judiciary.

Mr. Boteler, by unanimous consent, from the Committee on Military Affairs, to whom was referred the bill of the House (H. R. 132) to remove the United States arsenal from the city of St. Louis, and to establish the same, together with a national armory, at Jefferson Barracks, reported the same with an amendment, accompanied by a report in writing thereon.

Ordered, That the said bill be committed to the Committee of the Whole House on the state of the Union, and that the bill and report be printed.

Mr. Houston moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Mr. Sherman, by unanimous consent, from the Committee of Ways and Means, to whom was referred the bill of the House (H. R. 499) to supply deficiencies in the appropriations for the service of the fiscal year ending June 30, 1860, with the amendments of the Senate thereto, reported the same to the House, accompanied by a report in writing thereon.

Ordered, That the said bill and amendments be committed to the Committee of the Whole House on the state of the Union, and that the report be printed.

Mr. Sherman, by unanimous consent, submitted the following resolution, viz:

Resolved, That the Japanese embassy be invited to visit the House of Representatives, and that a committee of five members be appointed to convey this invitation and make suitable arrangements.

Pending the question on agreeing thereto,

Mr. Sherman moved the previous question; which was seconded and the main question ordered to be put.

Mr. Houston moved that the resolution be laid on the table; which motion was disagreed to.

The question was then put on agreeing to the said resolution,
And it was decided in the affirmative.

The Speaker appointed Mr. Sherman, Mr. Branch, Mr. H. Winter Davis, Mr. E. Joy Morris, and Mr. John Cochrane the committee under the said resolution.

Mr. Sherman moved that the vote by which the said resolution was agreed to be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

On motion of Mr. Gilmer, by unanimous consent,

Ordered, That the memorial of William P. Preston, contesting the election of the Hon. J. Morrison Harris, of the 3d congressional district of Maryland, be printed.

The House then resumed, as the regular order of business, the consideration of the report of the Committee of Elections in the Michigan contested election case; the pending question being, when the House adjourned yesterday, on the amendment submitted by Mr. Gartrell to the resolutions reported from the said committee.
