A message from the Senate, by Mr. Hickey, their Chief Clerk: Mr. Speaker: The Senate have passed, without amendment, a bill of this House of the following title, viz: H. R. 284. An act for the relief of John W. Taylor and certain other assignees of pre-emption land locations. The President of the United States has notified the Senate that he did, on the 1st instant, approve and sign a bill of the following title, viz: S. 299. An act to increase and regulate the pay of the navy of the United States. The Senate have agreed to the amendment of this House to the bill of the Senate (S. 117) for the relief of Guadalupe Estudillo de Argüello, widow of Santiago E. Argüello. I am directed to notify the House of the order of the Senate to print a certain document. The Senate insist on their first and third amendments, disagreed to by the House, to the bill of the House (H. R. 503) making further appropriations for the service of the Post Office Department during the fiscal year ending the 30th of June, 1860, ask a conference on the disagreeing votes of the two houses thereon, and have appointed Mr. Pearce, Mr. Yulee, and Mr. Cameron the managers at the said conference on the part of the Senate. On motion of Mr. Colfax, by unanimous consent, Ordered, That the House insist on its disagreement to the 1st and 3d amendments of the Senate to the said bill of the House No. 503, and agree to the conference asked by the Senate on the disagreeing votes of the two houses thereon. Mr. Reynolds having called up the bill of the Senate (S. 464) to amend an act entitled "An act in additition to the acts prohibiting the slave trade," heretofore reported from the Committee on the Judiciary with sundry amendments The House, by unanimous consent, proceeded to its consideration. The Speaker having stated the question to be on agreeing to the said amendments Mr. Taylor, by unanimous consent, submitted an additional amend ment. After debate, Mr. Reynolds moved the previous question; which was seconded and the main question ordered, and under the operation thereof the amendments reported from the Committee on the Judiciary were severally agreed to. The amendment submitted by Mr. Taylor was then read, as follows, viz: Strike out lines 16, 17, 18, (printed bill,) and insert in lieu thereof the following words: "Provided, That no contract which may be entered into by the President under the authority of this act shall be renewed by him until a convention shall be entered into between the United States and Great Britain making joint provision for the return of all Africans captured, as aforesaid, to the coast of Africa, on the same terms and conditions."
