Mr. E. Joy Morris moved that the vote last taken be reconsidered, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the Clerk request the concurrence of the Senate in the said bill.

Mr. Pettit moved that the rules be suspended, so as to discharge the Committee of the Whole House from the further consideration of the bill of the House (H. R. 99) for the relief of Benjamin Sayre, and to enable the House to consider the same.

Pending which,

Mr. Thomas moved, at 4 o'clock p. m., that the House adjourn; which motion was disagreed to.

No quorum having voted on the last motion,

Mr. Burnett moved that there be a call of the House.

The following petition and memorials were laid upon the Clerk's table, under the 24th rule of the House, to wit:

By Mr. Carey: The memorial of George Holloway, praying for an invalid pension on account of injuries received during the war of 1812; which was referred to the Committee on Invalid Pensions.

By Mr. French: The petition of Ephraim W. Thompson, praying

for an appropriation for the purchase of his machine for setting up the rigging of ships of war; which was referred to the Committee on Naval Affairs.

By Mr. Stevenson: The memorial of R. A. Athey, of Kentucky, asking for an amendment of the penal laws of the United States; which was referred to the Committee on the Judiciary.

Mr. Davidson, from the Committee on Enrolled Bills, reported that the committee had examined and found truly enrolled a bill and resolution of the following titles, viz:

S. 22. An act for the relief of John Scott, Hill W. House, and Samuel O. House.

S. Res. 27. A resolution authorizing the settlement of the accounts of John R. Bartlett, late commissioner of the United States to run and mark the boundary line between the United States and Mexico, and for other purposes.

The Speaker, by unanimous consent, laid before the House a letter from the Secretary of War, transmitting, in compliance with a resolution of the House of the 1st instant, the report of Lieutenant Ives upon the exploration of the river Colorado of the West, with the accompanying maps; which was laid on the table, and ordered to be printed.

Mr. Phelps moved that 5,000 copies extra of the said letter and accompanying report be printed; which motion was referred to the Committee on Printing.

A message from the Senate, by Mr. Hickey, their Chief Clerk: Mr. Speaker: The Senate have passed, without amendment, a bill of this House of the following title, viz:

H. R. 284. An act for the relief of John W. Taylor and certain other assignees of pre-emption land locations.

The President of the United States has notified the Senate that he did, on the 1st instant, approve and sign a bill of the following title,

viz:

S. 299. An act to increase and regulate the pay of the navy of the United States.

The Senate have agreed to the amendment of this House to the bill of the Senate (S. 117) for the relief of Guadalupe Estudillo de Argüello, widow of Santiago E. Argüello.

I am directed to notify the House of the order of the Senate to print a certain document.

The Senate insist on their first and third amendments, disagreed to by the House, to the bill of the House (H. R. 503) making further appropriations for the service of the Post Office Department during the fiscal year ending the 30th of June, 1860, ask a conference on the disagreeing votes of the two houses thereon, and have appointed Mr. Pearce, Mr. Yulee, and Mr. Cameron the managers at the said conference on the part of the Senate.

On motion of Mr. Colfax, by unanimous consent,

Ordered, That the House insist on its disagreement to the 1st and

3d amendments of the Senate to the said bill of the House No. 503, and agree to the conference asked by the Senate on the disagreeing votes of the two houses thereon.

Ordered, That Mr. Colfax, Mr. Crawford, and Mr. Israel Washburn, jr., be the managers at the said conference on the part of the House.

Ordered, That the Clerk acquaint the Senate therewith.

Mr. Davidson, from the Committee on Enrolled Bills, reported that the committee had examined and found truly enrolled a bill of the following title, viz:

Mr. Reynolds having called up the bill of the Senate (S. 464) to amend an act entitled "An act in additition to the acts prohibiting the slave trade," heretofore reported from the Committee on the Judiciary with sundry amendments

The House, by unanimous consent, proceeded to its consideration. The Speaker having stated the question to be on agreeing to the said amendments

Mr. Taylor, by unanimous consent, submitted an additional amend

ment.

After debate,

Mr. Reynolds moved the previous question; which was seconded and the main question ordered, and under the operation thereof the amendments reported from the Committee on the Judiciary were severally agreed to.

The amendment submitted by Mr. Taylor was then read, as follows, viz:

Strike out lines 16, 17, 18, (printed bill,) and insert in lieu thereof the following words:

"Provided, That no contract which may be entered into by the President under the authority of this act shall be renewed by him until a convention shall be entered into between the United States and Great Britain making joint provision for the return of all Africans captured, as aforesaid, to the coast of Africa, on the same terms and conditions."

And the question being put, Will the House agree thereto?
